US states that boycott Israel will not receive natural disaster aid, Trump administration says
The Federal Emergency Management Agency stated in grant notices posted on Friday that states must follow its "terms and conditions". Those conditions require they certify they will not sever 'commercial relations specifically with Israeli companies' to qualify for funding.
The requirement applies to at least $1.9bn that states rely on to cover search-and-rescue equipment, emergency manager salaries and backup power systems, among other expenses, according to 11 agency grant notices reviewed by Reuters.
The requirement is the Trump administration's latest effort to use federal funding to promote its views on Israel.

Recent data shows that Bennet's assessment of Israel's reputation in the US is correct. In a dramatic 10 percentage point drop since a poll from September 2024, only 32 percent of Americans said they support Israel's war on Gaza, new Gallup polling results released recently showed. As of July 2025, 60 percent of Americans said they disapprove of Israel's military action, and 52 percent said they see Netanyahu in a negative light - a significant shift from a year and a half ago. UN experts demand 'immediate dismantling' of GHF
UN experts have slammed the Israeli and US-backed Gaza Humanitarian Foundation (GHF), which has been previously criticised for its militarised aid distribution mechanism. The experts described the organisation as an "utterly disturbing example of how humanitarian relief can be exploited for covert military and geopolitical agendas in serious breach of international law". "The credibility and effectiveness of humanitarian assistance must be restored by dismantling the GHF, holding it and its executives accountable, and allowing experienced and humanitarian actors from the UN and civil society alike to take back the reins of managing and distributing lifesaving aid." They concluded with demands for UN Member States to impose a complete arms embargo on Israel "due to its multiple violations of international law", end trade agreements that could harm Palestinians alongside holding coporations accountable.

Red Cross urges Hamas-Israel deal for aid access
Following remarks from Hamas official Osama Hamdan urging the move a day earlier, the International Committee of the Red Cross (ICRC) is now calling for aid access to Gaza by way of an agreement between Hamas and Israel. "The International Committee of the Red Cross is prepared and ready to bring in medicine, food and family news for the hostages in Gaza. To do this, an agreement must be reached between Israel and Hamas. While the ICRC is in constant dialogue with all parties, the ICRC is not involved in any negotiations," the statement released on Tuesday said. "ICRC teams are also prepared to scale-up the delivery of life-saving aid safely to civilians in desperate need across the Gaza Strip. A rapid and unhindered flow of humanitarian assistance must be allowed and facilitated. With acute food shortages worsening by the day, civilians in Gaza must have immediate and sustained access to food, along with safe water, medical and hygiene supplies, and other essentials needed to survive and live in dignity," the statement continued. "The ICRC also stands ready to visit Palestinian detainees in Israeli places of detention". ICRC President President Mirjana Spoljaric has been speaking with Israeli President Isaac Herzog to try to secure humanitarian access, the statement also noted.
