
Teachers' £19m trade union away days funded by taxpayer
Analysis of Government data by the TaxPayers' Alliance shows some education staff are spending all of their working hours undertaking activities for their trade union, known as 'facility time'.
All public sector organisations that employ more than 49 full-time staff are required to submit data on the use of facility time in their organisation. Activities covered can include bargaining over pay and planning strike action. Strike days are unpaid and counted separately.
Teachers' trade unions include the National Education Union (NEU), NASUWT (The Teachers' Union), and National Association of Head Teachers (NAHT).
The NEU, the UK's largest teaching union, launched 593 days of local strike action last year, representing a seven-fold jump over the past five years.
In total, the UK taxpayer spent £18.9m on facility time last year for staff across 631 education bodies, including schools and universities.
This is up around 4 per cent on 2023, when the taxpayer bill for facility time in the education sector reached £18.1m.
The Open University recorded the highest facility time bill in 2024, with almost £600,000 spent on fulfilling trade union roles in working hours.
Universities in financial crisis
Staff at Russell Group universities were among those given taxpayer-funded time away from their jobs to carry out union work last year, costing more than £1m in total.
That includes nearly £439,000 spent on facility time for staff at the University of Manchester, £350,000 at the University of Leeds and £297,000 at the University of Edinburgh.
At 55 education organisations, some staff spent 100 per cent of their working hours on their trade union duties, the figures show.
Meanwhile, six universities had multiple staff working all of their working hours on trade union activities, including the University of Bristol, where five employees were recorded as spending 100 per cent of their time as union representatives.
The higher education sector is grappling with a worsening financial crisis that has pushed around 43 per cent of universities into deficit last year, according to Telegraph analysis.
Baroness Smith, the universities minister, told The Telegraph in May that many universities have 'lost sight over their responsibility to protect public money' as they fail to rein in spending despite demanding support from the Government.
Growing trade union activity among teachers has also pushed up the bill for facility time in schools, according to the TaxPayers' Alliance analysis.
Multi-academy trusts spending heavily on facility time last year included the Wessex Multi Academy Trust, which spent more than £261,000, and the Kemnal Academies Trust, which spent nearly £197,000.
The Telegraph revealed last month that local walkouts by school staff have surged in recent years, resulting in almost 600 days of lost teaching in 2024.
Joanna Marchong, investigations campaign manager of the TaxPayers' Alliance, said: 'Parents will be dismayed to learn that while classrooms sit empty and strikes disrupt children's education, taxpayers are still picking up the bill for teachers to spend lesson time on union duties.
'Facility time is a luxury the education sector can't afford. With schools losing hundreds of teaching days to walkouts and universities deep in financial trouble, every penny should go to front-line teaching, not subsidising union activism.
'Ministers must take a firm stance and ensure that taxpayer-funded institutions prioritise students' needs instead of funding teaching staff who spend their time on union duties.'
Taxpayers have funded trade union facility time since the Employment Protection Act of 1975. Additional regulations that came into force in 2017 now require public sector bodies to publish information on such spending.
Esther McVey, a Cabinet Office minister in the previous Conservative government, wrote to councils with high spending levels last year and urged them to consider introducing a cap on facility time.
She called on local authorities to take lessons from the civil service, which saw spending on facility time drop from 0.26 per cent of total pay costs in 2012 to 0.05 per cent in 2024, which she claimed 'shows how it is lawful and possible to achieve this'.

Marc Guehi could be sold this summer, Crystal Palace chairman Steve Parish has conceded, with just one year remaining on the Eagles captain's contract. Palace defeated Liverpool on Sunday in the Community Shield and knocked back offers from Newcastle for the England centre-back in January, with the highest bid thought to be worth in the region of £65m. But despite the arrivals of Argentina goalkeeper Walter Benitez from PSV Eindhoven and Croatia defender Borna Sosa from Ajax, Palace have been left frustrated with a lack of signings ahead of a campaign in Europe, either in the Europa League or Conference League, depending on the club's appeal to the Court of Arbitration for Sport following their demotion over multi-club ownership rules. "It's difficult. We have an outstanding 15 or 16 players, trying to get that level of quality in is hard. The prices - at the end of the day we're Crystal Palace," Parish added. "The money at every football club is finite at some point. We will do what we can, try and help where we can. We all want to be better at football and we will try and do what we can."

Marks & Spencer restores click and collect orders after hack
Marks & Spencer has restarted its click-and-collect service after almost four months following a damaging cyber attack on the business. The retailer's click-and-collect system stopped working in stores over the Easter Weekend in April after the company was targeted by hackers. Contactless payments were also taken down before being reinstated, while online orders through its website and mobile app were halted for around six weeks. The retailer has gradually reinstated key parts of its online systems following work by IT experts. Click and collect, which allows customers to buy products online and pick up at shops the next day, is the last major service to have been reinstated. Last month, the group restored its Sparks membership scheme fully for shoppers. In April, the company took down part of its IT systems and stopped sales through its website after being targeted by hackers. Customer personal data, which could have included names, email addresses, postal addresses and dates of birth, was taken during the attack. M&S revealed that the hack was caused by 'human error' and would cost it around £300 million. Last month, boss Stuart Machin had said M&S expected operations to be running fully again by August. Fellow retail chains, the Co-op and Harrods, were also impacted by cyber attacks in recent months. Four young people were arrested for their suspected involvement in the attacks and have been subsequently bailed.

Labour's pensions overhaul ‘risks fresh wave of unemployment'
Liz Kendall's plans to force employers to pay more into retirement pots risk sparking a 'counterproductive' wave of unemployment, a leading pension consultant has warned. Paul Cuff, co-head of Britain's biggest independent pension consultant XPS Pensions, cautioned the Work and Pensions Minister that rushing an increase in the level of employer pension contributions could fuel further job losses in the fragile labour market. 'Raising minimum levels of required contributions is another cost burden for employers that are under a lot of pressure. We all know that, especially following something like the National Insurance increase,' he said. 'It could have actually quite negative effects on the economy if it puts more financial pressure on companies and reduces their ability to invest or hire. It could be counterproductive.' Mr Cuff added said it was 'quite possible' the move would trigger a surge in unemployment and that the Government and employers are in 'quite a difficult place' on the issue. The warning comes after Ms Kendall launched a new pensions commission last month to tackle the fact that 'tomorrow's retirees are on track to be poorer than today's'. Employers must typically contribute a minimum 3pc to their automatically enrolled workers' pensions, while employees put in a minimum of 5pc of their pre-tax salary – 8pc in total. But auto-enrolment savings rate needs to be around twice as high – somewhere in the mid-teens – to offer adequate savings in addition to the state pension, Mr Cuff said. This means employers would face a significantly higher burden. 'We have to find a way of getting there somehow, otherwise we're kicking it down the road for another 20 years, but it will come back to haunt us one day. It's a very difficult problem,' he said. Job market under strain The Government has warned that almost half of working age adults are still not saving at all for their pension. This is despite the auto-enrolment policy boosting savings rates for eligible employees to 88pc, from 55pc in 2012. Britain's job market is already under strain, with Ms Reeves' £25bn tax raid on employers and another inflation-busting minimum wage rise blamed for slowing hiring. Unemployment is at a four-year high of 4.7pc, while hiring has been in decline for three year – the longest period on record in the last two decades. Mr Cuff urged the Government to set out a plan and very gradually increase mandatory saving rates over several years. It comes amid growing speculation that Ms Reeves will hit pensioners with National Insurance contributions for the first time as she seeks to plug a gap of as much as £50bn ahead of the autumn Budget. Currently, anyone working past the state pension age of 66 is exempt from the levy. Ending this tax break for pensioners would raise £1.1bn a year by the end of the decade, according to the Institute for Fiscal Studies. Steve Webb, the former pensions minister, said: 'Because it affects people over pension age, you could just about say 'well, it's not working families, it's not the manifesto pledge, it's pensioners who just happen to be working'. You could imagine that happening.' Gordon Brown, the former prime minister, also suggested this week that it was a potential revenue raiser the Chancellor could explore. However, Baroness Ros Altmann warned the Chancellor would likely pay the price through lower employment rates for pensioners. 'What we need and want is to encourage more older people to keep working,' she said.
