Two UTA cadres surrender in Arunachal, rejoin mainstream

Itanagar, Jul 24 (PTI) Two youths formerly associated with the banned United Tani Army (UTA) in Arunachal Pradesh surrendered before the authorities here on Thursday, officials said.
Presiding over the surrender ceremony, state Home Minister Mama Natung reiterated the government's firm stance against anti-national and anti-social activities while emphasising its open-door policy for those willing to abandon violence and reintegrate into society.
'We are fully committed to rooting out such unlawful activities. At the same time, we continue to welcome those who wish to renounce insurgency and walk the path of peace. There are provisions in place to help them rebuild their lives with dignity," he said.
Natung highlighted the state's ongoing relief and rehabilitation efforts, particularly the dedicated camp at Bishmaknagar in Lower Dibang Valley, which has been operational since January.
Currently, the facility houses 30 people who have chosen to return from insurgency. They are provided with vocational training, orientation programmes, and other forms of psychological and social support to enable their smooth reintegration, the minister said.
After completing the 36-month programme, each person is eligible for financial assistance of Rs 4 lakh along with a monthly stipend of Rs 6,000 during the rehabilitation period, he added.
The minister applauded the two young men for their courage and conviction in surrendering and called upon others still involved with underground groups, particularly those operating across the Myanmar border, to follow suit.
'Groups like the so-called United Tani Army are misleading our youth and taking them down a path that harms not only themselves but also the future of our state. I strongly urge all such individuals to return home and contribute to building a better Arunachal," he added.
DGP Anand Mohan also commended the surrender, calling it a positive step toward restoring long-term peace in the region.
He congratulated the two youths for rejecting the anti-national ideology and for choosing to rejoin society.

Obedullaganj: In a landmark move to bolster indigenous rail infrastructure and manufacturing, Defence Minister Rajnath Singh on Sunday laid the foundation stone of the 'Bramha' BEML Rail Hub for Manufacturing in Umaria village of Raisen district, Madhya Pradesh. The state-of-the-art facility, to be developed by Bharat Earth Movers Limited (BEML) with an investment of Rs 1,800 crore, is poised to become a cornerstone of India's self-reliant rail production ecosystem. Speaking at the ceremony, the Defence Minister hailed the initiative as a symbol of India's growing industrial prowess and praised Madhya Pradesh's emergence as a promising hub for defence and infrastructure manufacturing. 'The state has political will, stable leadership, and abundant resources. With 48,000 hectares earmarked for new investments, MP is on its way to becoming a 'Modern State',' he said. The new unit -- named after Lord Brahma, the creator of the known Universe in Hindu mythology -- will manufacture coaches for Vande Bharat, Amrit Bharat, metro trains, and future high-speed rail systems, including bullet trains. It will also produce other railway components, with export-ready broad and standard gauge coaches. The plant will initially produce 200 coaches annually, scaling up to 1,100 units over time. Railway Minister Ashwini Vaishnaw, also present at the event, noted that BEML has already delivered over 2,100 metro coaches and is actively developing high-speed train prototypes in collaboration with the Integral Coach Factory (ICF). 'The Umaria unit will generate at least 5,000 jobs and play a pivotal role by offloading jobs to MSMEs in meeting Indian Railways' target,' he said. Chief Minister Dr Mohan Yadav described the project as a proud moment for the state and a direct reflection of Prime Minister Narendra Modi's 'Make in India' vision. 'For the first time, Madhya Pradesh will manufacture and supply train and metro coaches across the country and the world,' he said. Union Agriculture Minister Shivraj Singh Chouhan spoke about Operation Sindoor on the occasion. Spanning 148 acres in Goharganj tehsil near Obedullaganj, the facility will incorporate cutting-edge technologies, including robotic welding, lean manufacturing, and solar-powered energy systems. It will require 2,000 MVA of power, to be met through renewable sources. BEML Chairman Shantanu Roy confirmed that the first coach is expected to roll out within 18 months. The plant's strategic location is expected to catalyse regional development, with ancillary industries in Raisen and Bhopal districts supplying bogies, interiors, air-conditioning systems, and other components. A dedicated rail coach technology institute is also under consideration to support skill development and technical training. BEML's expansion into Raisen marks a strategic convergence of defence-grade engineering and civilian infrastructure needs. The unit will complement its existing hubs in Bengaluru, Palakkad, and Kolar Gold Fields, and significantly enhance India's rail export capabilities.

Mumbai, A gram panchayat in Maharashtra's Solapur district has taken a crucial step towards empowering women by passing a resolution to employ widows for farm work on a daily wage, giving them a means of becoming financially independent. The scheme, a brainchild of activist Pramod Zinjade, will be rolled out on the occasion of Independence Day on August 15. Talking to PTI, gram sevak Vibhishan Sawant said the gram panchayat comprises villages of Narale and Habhishewadi, with a population of over 2,000. "We have about 25 to 30 widows, in the age group of 25 to 35 years, in these villages, and they need work. It has been decided that they can be hired for agricultural activities on farms for a month. They will be paid ₹300 in daily wages, and the cost will be shared by the gram panchayat and the individual farmer who employs them," he said. Farmers will also benefit from the scheme as they will only have to bear 50 per cent of the labour cost, Sawant pointed out. Zinjade said widows in rural areas face social boycott, financial crisis and emotional stress. "After the husband's death, women lose their social status and confidence. They are not given due respect in social and religious events. The Narale gram panchayat's initiative will empower widows and give them confidence," he said. The activist said that for the safety and security of these women, the gram panchayat will issue them identity cards with a helpline number they can call on when they are in distress. "Apart from this, an all-women committee will be set up to address complaints of sexual assault at work. It will also help women and girls if they face problems at work, school or home," he said. Zinjade said a widow would be appointed as the supervisor to monitor their attendance on farms and their security and safety. If a widow falls ill at work, it is the supervisor or the gram sevak's responsibility to take her to the nearest government clinic, he said, adding that a compensation of ₹10,000 will be given to the kin if a woman dies at work during this 30-day trial period. Talking to PTI, Narale sarpanch Vaishali Bhosale said they have appealed to citizens of the village to contribute to the fund, which will be used for the daily wages of widows. "We have a health insurance scheme being implemented by the SHGs, where there is a yearly premium of ₹15. The scheme will be extended to widows, single and destitute women if they are not yet covered," she said. "We urge all gram panchayats in the state to emulate this concept. The scheme will be inaugurated on August 15 during a flag hoisting ceremony by a widow. At least 10 women have agreed to enrol for the scheme," she said, adding that further decisions about the scheme will be taken based on the feedback for the 30-day trial period.
