
Chhattisgarh CM Vishnu Deo Sai writes: Building a new Bastar
For nearly four decades, Bastar lived under the shadow of left-wing extremism. Today, it stands on the cusp of transformation. Fear is giving way to hope, driven by targeted welfare programmes for the people of the tribal heartland and sustained by strategic security operations.
Rooted in the tribal heritage of Chhattisgarh, our government draws inspiration from the strength and rich culture of its people to build a peaceful and prosperous region. Our goal is clear: To eradicate decades-long extremism by March next year and bring Bastar's people into the mainstream of development. Our government has been prioritising direct engagement with the people of the region since we assumed office in 2023. I have visited Bastar 77 times so far, primarily to give shape to schemes that address local needs.
These visits are more than administrative duties. They are heartfelt efforts to walk alongside villagers, listen to their aspirations, and ensure progress reaches their doorsteps. The trust of Bastar's majority tribal population in the government has increased after they have seen the administration, led by one of their own, deliver tangible results. This connection has convinced communities that my government is committed to action and to healing the wounds of the conflict.
Once heavy with the acrid smell of gunpowder, Bastar's air today carries the fragrance of mahua flowers, a cherished symbol of tribal life. Markets that were once deserted are today vibrant hubs of commerce. Schools, shut down by insurgents, are now welcoming students. More than 50 primary schools have been reopened and seven new ones established in Sukma. Roads, once under the grip of extremists, are now bustling with life.
Bastar's return to normalcy and development has led to the establishment of a branch of the Indian Overseas Bank in Jagargunda, a remote and historically volatile region that has faced decades of insurgency. This initiative will provide access to banking facilities for residents across 12 villages.
Celebration of traditional tribal festivals like Bastar Pandum, along with the Bastar Olympics, testify to the region's desire to embrace development while cherishing its heritage. This transformation is a result of the collaboration between the Centre and the state.
In the past 17 months, 1,355 extremists have surrendered and have opted for rehabilitation and a better life. Around 1,429 others have been apprehended, and more than 420 extremists have been neutralised. The network of extremists has weakened substantially. The state's police report notes a 40 per cent reduction in violent incidents.
Chhattisgarh's new policy — it guarantees rehabilitation within 120 days — offers vocational training and financial aid to those who lay down arms and helps them join mainstream society. Our government has prioritised the delivery of essential services to the region's remotest villages. Additional forces will be deployed to ensure the safety of the local people and the unhindered execution of development works.
The Niyad Nella Nar Yojana, 'Aapka Accha Gaon' in the local dialect, launched in February 2024 with a Rs 20-crore budget, brings government schemes directly to tribal households in 130 Maoist-affected villages. It provides access to healthcare, education, security, and infrastructure through 61 security camps-turned-facilitation centres. Forest Department offices, closed for 25 years, have been reopened in Jagargunda and four other places, restoring governance in Bastar's core forest zones.
Under the PM Awas Yojana, over 50,000 pucca houses have been built, offering tribal families safe and dignified living spaces. The Jal Jeevan Mission has provided clean tap water to approximately 1.2 lakh households, improving health and quality of life.
Recognising the importance of forest-based livelihoods, our government has increased the prices of tendu patta — it is used for bidi production — from Rs 4,000 to Rs 5,500 per standard bag. These efforts are tailored to the needs of Bastar's diverse tribal communities, including Gond, Maria and Muria. Through initiatives like the Jan Ashirwad Yatras and public outreach campaigns, our government has heard people's grievances. Significant funds have been allocated through the Bastar Development Authority to drive growth across the region, including for Kondagaon, Bastar, Kanker, Bijapur and Narayanpur. Additional resources have been provided to Sukma district.
Our government is committed to building a future where Bastar thrives as a hub of opportunity. Over 300 km of new roads are under construction, connecting remote villages to markets and services, and fostering economic growth. Industrial Training Institutes and skill development centres are training Bastar's youth to succeed in a modern economy. By promoting ecotourism and showcasing the region's rich tribal culture, our government aims to create sustainable livelihoods while inviting the world to witness Bastar's beauty.
Reducing violence, empowering communities and building infrastructure are steps towards a Bastar that stands tall with dignity and opportunity. The day is not far when the stain of left-wing extremism will be erased from the region, and its tribal communities will celebrate development and embrace a peaceful and prosperous future.

Centre pegs FY35 peak power demand at 446 GW; calls for prepaid meters, transmission upgrades
New Delhi: The Centre on Friday said that India's peak electricity demand is projected to reach 446 GW by 2034–35 and called on States to ensure timely tie-ups of power generation capacity, complete installation of prepaid smart meters in government offices by August 2025, and resolve transmission-related issues to meet future demand sustainably. Union Minister of Power and Housing & Urban Affairs Manohar Lal, chairing the Regional Conference for Northern Region States and Union Territories in Chandigarh, said India successfully met a peak demand of 250 GW in May 2024 and the peak demand shortage is currently zero. He said India's power system has evolved into a unified national grid, fulfilling the vision of 'One Nation-One Grid', and stressed on coordinated action between the Centre and States to achieve the goal of Viksit Bharat by 2047. The meeting was attended by Anil Vij (Energy Minister, Haryana), Harbhajan Singh (Power Minister, Punjab), Subodh Uniyal (Forest Minister, Uttarakhand), A K Sharma (Energy Minister, Uttar Pradesh), Ashish Sood (Power Minister, Delhi), Javed Ahmad Rana (Minister of Jal Shakti, Environment & Forest & Tribal Affairs, Jammu & Kashmir), and Heeralal Nagar (Minister of State for Energy, Rajasthan), along with the Union Power Secretary, state energy secretaries, CMDs of Central and State utilities, and senior officials from the Ministry of Power. The Union Minister emphasised the need to ensure resource adequacy and long-term power generation capacity tie-ups , including addition of nuclear power. He said States should work towards resolving issues in intra-state transmission projects, including Right of Way (RoW) constraints, and explore financing options such as multilateral institutions. He informed that ₹1.5 lakh crore has been allocated in the Union Budget 2025–26 as 50-year interest-free loans to support capital expenditure by States, which can be utilised to strengthen transmission infrastructure. He advised States to promote renewable energy with storage to ensure reliable power supply and implement Renewable Purchase Obligation (RPO) Guidelines. He said the share of renewable energy in India's total installed capacity has increased from 32 per cent in 2014 to 49 per cent in April 2025 and recommended formation of dedicated teams in States for critical renewable planning. He also highlighted the importance of cyber-security protocols and islanding schemes as preventive measures to ensure grid resilience and mitigate cyber threats. On the distribution sector, the Minister said it remains the most critical link in the power value chain but faces challenges due to poor tariff structures, inefficient billing and collection, and delays in payment of government dues and subsidies. He said reducing AT&C losses and the gap between Average Cost of Supply and Average Revenue is essential, and asked States to engage with Electricity Regulatory Commissions (ERCs) for cost-reflective tariffs and timely issuance of tariff and true-up orders. He said that losses incurred by utilities raise the cost of power for consumers and weaken service delivery, with cascading financial impact. He asked distribution utilities to expedite infrastructure and smart metering works under the Revamped Distribution Sector Scheme. He added that several States have pending dues from FY24 and gaps are more apparent in FY25, calling for timely settlement of dues to support the financial health of utilities. The minister said pre-paid smart meters are key to timely realisation of government department dues and asked States to saturate installation of prepaid smart meters in all government establishments, including government colonies, by August 2025. He also directed States to complete installation of smart meters for commercial, industrial, and high-load consumers by November 2025. He said smart meters can transform consumer-utility interactions using data analytics based on AI and ML tools and enable consumers to benefit from inbuilt features in the smart meter application. He assured States of continued support from the Central Government and said that all stakeholders must work together to ensure 'Power for All, at All Times'. Secretary (Power), Government of India, said States must ensure necessary generation capacity tie-ups aligned with resource adequacy plans till FY2035. He said arrangements must also be made to develop intra-state and inter-state transmission capacity through financing models such as Tariff-Based Competitive Bidding (TBCB), Regulated Tariff Mechanism (RTM), infrastructure support under Budget 2026, or monetisation of assets. He said power sector infrastructure, including transmission and distribution systems, must be secured against cyber threats and that States should implement cyber-security protocols and islanding schemes. He also advised States to work towards ensuring the financial viability of distribution utilities.

ICEA, IT Ministry urge states to make India a component manufacturing hub
New Delhi: States should work together and leverage Centre's scheme for encouraging domestic manufacturing of electronic components to make India a global hub of components manufacturing, the India Cellular and Electronics Association (ICEA) said on Friday. Various states such as Tamil Nadu, Assam, Uttar Pradesh and Andhra Pradesh are coming up with their own policy for encouraging components manufacturing in their respective states. In an industry event in Andhra Pradesh, Sushil Pal, Joint Secretary, MeitY, emphasised the government's commitment to fostering domestic electronics manufacturing through a hybrid scheme which offers Capex support and turnover linked incentive for components manufacturing. He appealed that states have to play a proactive role in this mission of making India a component manufacturing powerhouse for the world. Bhaskar Katamneni, Secretary, IT & EC, state government, unveiled the draft Electronics Component Manufacturing Policy (ECMP) at the event to encourage manufacturing of electronics components in the state. 'We are not only promoting ease of doing business but also enabling the 'Speed of Doing Business'. Andhra Pradesh is crafting a more competitive and agile policy framework compared to the national landscape,' said Katamneni. He said that the Andhra Pradesh-ECMP will be notified in the next 10 days. Additionally, he also discussed on the draft policy and its offerings, like catalysing investments across the component manufacturing value chain through 50 per cent capex support for components manufacturers in the state, turnover linked incentives doubling the centre's incentives, building specialised infrastructure and plug-and-play clusters, and enabling talent development, skilling and R&D support. Pankaj Mohindroo, Chairman, ICEA said that now is the time that industry should proactively resolve for high domestic value addition in the country and build a robust supply chain for electronics manufacturing. The event was attended by senior government officials from Ministry of electronics and IT and the state, along with manufacturers, industry leaders and other stakeholders of electronics ecosystem.

It will have the representatives of employees, he said.
