British home prices to rise 3.5% this year; government to miss 5-year building target

[LONDON] The outlook for British home prices has barely changed in the last three months on steady expectations for falling borrowing costs, according to a Reuters poll of property experts who said the government would achieve around two-thirds of its construction target.
Labour Prime Minister Keir Starmer has vowed to build 1.5 million homes over parliament's term, which ends in mid-2029 at the latest, but the poll median found the government would manage around only a million.
None of the 11 respondents to an additional question saw the goal being fully met. Responses ranged from 700,000 to 1.3 million.
'The government's pledge of 1.5 million homes by the end of 2029 is a fantasy,' said Russell Quirk at estate agency eMoov, who predicted a range of 950,000-1,050,000.
'The top 10 house builders neither have the capacity nor the P&L (profit and loss) motivation to deliver.'
There were around 817,000 housing completions in the five years to 2024, according to government data. The last time there were more than 1 million homes completed in a comparable period was in 1976-1981.

British homebuilder Persimmon did, however, say in March it would construct more houses this year and target improved margins after 2024 profit beat expectations, while rival Barratt Redrow last month reiterated its target to build around 17,000 homes this year.
With homes in short supply, the cost of buying one is expected to increase.
Nationally, home prices were predicted to rise 3.5 per cent this year, matching a February forecast but above predictions in another Reuters poll for overall inflation of 3.0 per cent. Next year they will increase 4.0 per cent and in 2027 3.5 per cent, the May 19-29 poll of 19 housing market experts predicted.
In London, house prices were seen rising 3.0 per cent this year, 4.0 per cent next and 3.8 per cent in 2027.
Asked what would happen to affordability for first-time buyers hoping to get on the property ladder, all but two of 15 said it would improve.
'Generally, mortgage affordability will improve for first-time buyers over the course of 2025,' said Scott Cabot at real estate services firm CBRE.
'A continued fall in the base rate, along with an increasingly competitive mortgage market, will generally drive lower mortgage rates in 2025.'
The Bank of England is expected to stick to one interest rate cut per quarter this year, with the next likely in August and then in November, ending 2025 at 3.75 per cent compared with 5.25 per cent before the reductions began.
Urban rents were seen rising even faster than home prices, making it harder for new buyers to save money for a deposit usually needed to get a mortgage. Many people, especially the young, prefer to live in cities.
Nationally, urban rents were expected to increase 4.3 per cent this year while in the capital they will rise 3.7 per cent.
'We expect rents to outpace inflation over the next few years, predominantly due to the lack of supply in the rental sector, but also due to higher costs eroding landlords' profit margins,' said Aneisha Beveridge at estate agency Hamptons.
The government's planned Renters' Rights Bill will put additional conditions on landlords while tax changes will also have an impact, prompting some to leave the market.
Britain's housing market slowed in April after the end of a temporary tax break on home purchases which had seen buyers rush to complete transactions in previous months, the Royal Institution of Chartered Surveyors said earlier this month. REUTERS

Earlier this month, Brazil halted chicken shipments to China and the European Union for 60 days after the first case of highly pathogenic avian influenza was reported on a commercial farm in the South American nation. Brazil, responsible for about a third of the world's chicken meat exports, shipped more than 10 per cent of its products to China in 2024, according to data from the Department of Agriculture. SINGAPORE – School is out and the sun is up, which means most of the country is flocking east – to the airport. If you have opted out of the mid-year vacation crush, there are still ways to take a well-deserved break in Singapore. Why not put on your Sunday best and treat yourself to a leisurely afternoon tea? The British tradition originating in the 19th century has yet to fall out of fashion, even with patrons gravitating towards casual dining. 'Its relevance has remained strong, primarily because afternoon tea is viewed not as an everyday meal, but as an indulgent and experiential occasion. Guests seek it out to mark special moments – be it a birthday, bridal shower or leisurely weekend catch-up,' says InterContinental Singapore executive pastry chef Jason Goh, 40. However, diners these days expect more than just scones and cucumber sandwiches. Pullman Singapore Hill Street's general manager Mazen Abilmona, 49, notes: 'They are more intentional with their spending, and are looking for offerings that feel purposeful, personal and layered with meaning. Rather than just a mid-afternoon indulgence, afternoon tea has evolved into a platform for storytelling.' In response, some hotels have teamed up with snack chains to offer trendy bites. In March and April , Sofitel Singapore City Centre collaborated with Japanese confectioner Warabimochi Kamakura on its springtime afternoon tea, while Pullman Singapore Hill Street worked with local finger foods stalwart Old Chang Kee to offer a taste of heritage. 'For many of our local guests, Old Chang Kee is a brand they grew up with. By reimagining these iconic local flavours in a refined format, from mini Curry'O and Sardine'O puffs to laksa vol-au-vents topped with caviar, we created an experience that felt both deeply personal and delightfully unexpected,' adds Mr Abilmona. High tea remains operationally strategic for restaurants too, allowing them to maximise business and manage costs with forecasted covers. Ami Patisserie chef-director Makoto Arami, 36, says: 'It fills the post-lunch, pre-dinner lull, turning what would usually be quiet hours into an opportunity.' The croissant with tomato, melon and honey ricotta pays tribute to the garden's vibrant bounty, while the wild mushroom mousse with parmesan, cep and sherry vinegar recalls the secret hideaways of another character, Squirrel Nutkin. In response, the steakhouse has revamped its midday experience, moving away from traditional finger sandwiches and petit fours to feature savoury light bites that appeal to a wider range of tastebuds. There are skewers spiced up with Asian influences – think teriyaki salmon, bulgogi wagyu beef, chicken masala and miso eggplant – alongside sliders in the form of mini cheeseburgers, smoked beef brisket and crispy fish fillet combos. A trio of desserts consisting of a cheesecake and dark chocolate brownie with hazelnut creme completes the set. 'We wanted to move away from a traditional afternoon tea – where sweets often take centre stage – and have curated a menu with a more savoury-forward approach,' says executive chef Dean Bush, 53, of voco Orchard Singapore , where Opus Bar & Grill is located. Since diners prefer personalised experiences , the restaurant invites them to pick a teacup that resonates with their mood and style from its eclectic collection. It can accommodate dietary preferences where possible – for instance, by swopping proteins for plant-based alternatives or adjusting marinades. The Skewers & Sliders Stack is available at $54++ for two diners, including free-flow speciality coffee, artisanal teas and soft drinks. Spring journey The Chef's Table Discovery Experience at Ami Patisserie includes a Hokkaido crab tartlet. Light and airy yet filling, the menu highlights seasonal ingredients like citrus, young ginger and tender asparagus. It starts with a miso madeleine topped with a smoky puree of charred eggplant, before diving into a Hokkaido crab tartlet encased in buttery layers of honey-brushed filo pastry. Bits of ginger and green apple add a burst of springtime brightness. Next comes the chef's version of a wagyu sando – smoked Omi beef on pan-seared brioche, crowned with uni and wasabi cream – followed by an asparagus tart with Parma ham and sauteed shiitake mushrooms. To round off the meal, there are three desserts featuring the season's bounty of mandarin oranges, dark chocolate and strawberries. 'Each course draws from my food memories and favourite flavour combinations,' says chef Arami , 36. For example, the strawberry sakura dessert that includes rice pudding and coconut is a tribute to his grandfather's traditional sakura mochi . 'I aspire to change diners' perspectives on the role of pastries with the Japanese concept of ' tsudo' – a pastry should be savoured at any time of the day, even as a meal in itself.' As such, the menu is available for lunch, afternoon tea and dinner. Guests are served in a nine-seater room, where pastries are assembled and plated on a counter before their eyes. Among the menu's gilded creations are a delicate vanilla panna cotta sweetened with multifloral honey and crowned with meringue and a little bee made of chocolate, as well as a sweet and tart honey redcurrant mousse made of financier sponge , lemon yuzu compote and rewarewa honey. Wash it all down with Queen Bee ($20++), a cocktail that packs a citrusy punch, stirred with kumquat liqueur , lemon, yuzu, lemon bitters and manuka honey. For a non-alcoholic option, try the Honey Buzz mocktail ($16++), which blends Comvita Manuka Leaf Blend Tea, manuka honey, cloudy apple juice and lemon. Each foray into this candied colony costs $65++ a person on weekdays and $70++ a person on weekends, inclusive of a serving of coffee or loose-leaf tea, and free-flow ice cream. Gluten-free and dairy-free options are available too, as well as a vegan afternoon tea set – one of few in Singapore. There is also a tart draped with mango-passionfruit jelly, and a coconut and mango panna cotta dotted with nata de coco. Balancing out these sweet nibbles are savoury bites, such as a smoked salmon seaweed roulade with wasabi mayonnaise and a Thai-style chicken with pineapple tartlet. 'Our high tea experience distinguishes itself by embracing local culture and flavours. We curate themed menus that celebrate our rich heritage, incorporating local produce and ingredients to create unique and memorable offerings,' says Ms Marisa Ng, 40, the hotel's director of sales and marketing. [BEIJING] China's manufacturing activity contracted in May for a second month, an official survey showed on Saturday (May 31), fuelling expectations for more stimulus to support the economy amid a protracted trade war with the United States. The official purchasing managers' index (PMI) improved slightly to 49.5 in May from 49.0 in April but stayed below the 50-mark separating growth from contraction, in line with a median forecast of 49.5 in a Reuters poll. On Friday, US President Donald Trump accused China of violating a two-way deal to roll back tariffs and unveiled a doubling of worldwide steel and aluminium tariffs to 50 per cent, once again rattling international trade. 'Recent developments between China and the United States suggest bilateral relations are not improving,' said Zhiwei Zhang, chief economist at Pinpoint Asset Management. 'Firms in China and the United States with exposure to international trade have to run their business under persistently high uncertainty. It will weigh on the growth outlook in both countries.' Some firms reported a noticeable rebound in trade with the United States, with improvements in both imports and exports, said senior NBS statistician Zhao Qinghe. The non-manufacturing PMI, which includes services and construction, fell to 50.3 from 50.4, staying above the 50-mark separating growth from contraction. Analysts expect Beijing to deliver more monetary and fiscal stimulus over the coming months to underpin growth and insulate the economy from the tariffs. Interest rate cuts and a major liquidity injection were among easing steps unveiled by the central bank this month. Beijing and Washington have agreed to a 90-day pause during which both would cut import tariffs, raising hopes of easing tension, but investors worry negotiations will be slow amid persistent global economic risks. Trump's decision to single out China in his global trade war has stirred major worries about an economy that has been reliant on an export-led recovery to drive momentum in the face of weak domestic demand and deflationary pressures. On Monday, rating agency Moody's maintained its negative outlook on China, citing unease over tensions with major trade partners could have a lasting impact on its credit profile. But it acknowledged that government policy had tackled its previous concerns about the health of state-owned firms and local government debt that prompted a downgrade in late 2023. China's economy expanded faster than expected in the first quarter, and the government has maintained a growth target of about 5 per cent this year, but analysts fear U.S. tariffs could drive momentum sharply lower. Exports beat forecasts in April, buoyed by demand for materials from overseas manufacturers who rushed out goods to make the most of President Trump's 90-day tariff pause. REUTERS
