2026 Affordable Housing Incentive Program applications to open

GRAND JUNCTION, Colo. (KREX) — On Wednesday, the City of Grand Junction will start accepting Letters of Request (LOR) for the Affordable Housing Incentive Program. The program aims to provide a fiscal incentive for developing affordable housing in the community.
Developers interested in being considered for the incentive in 2026 must submit their LOR between June 1 and July 1. The incentive provides that the city will pay on behalf of affordable housing projects, development impact fees like transportation or police, and plant investment fees for city water and sewer services. Designed to lower financial barriers, the city hopes that the incentives will make it more feasible for developers to create affordable housing units for lower-income residents.
'This program is one way the City is actively partnering with the development community to bring more affordable housing units to Grand Junction,' said Community Development Director Tamra Allen.
Developers who plan to submit a LOR are encouraged to schedule a pre-submittal meeting with the City's Housing Division for feedback on their application and to ensure they have all of the submission requirements.
Projects must ensure long-term affordability, like terms enforced through deed restrictions or land use covenants, to receive the incentive.
In 2025, the city approved $200,578 in general funds to support the incentive program. The program assisted Habitat for Humanity Housing Resources of Western Colorado in constructing up to 18 affordable units.
'The Affordable Housing Incentive was designed as a result of the City's adopted Housing Strategy and is one of the many commitments by the City to meaningfully advance the delivery of much needed affordable units to the community,' stated Allen.

The drills are taking place two days after U.S. President Donald Trump said he had ordered two nuclear submarines to be positioned in "the appropriate regions" in response to remarks by former Russian president Dmitry Medvedev. However, they were scheduled well before Trump's action. Interfax news agency quoted the Pacific Fleet as saying Russian and Chinese vessels were moving in a joint detachment including a large Russian anti-submarine ship and two Chinese destroyers. It said diesel-electric submarines from the two countries were also involved, as well as a Chinese submarine rescue ship. The manoeuvres are part of exercises titled "Maritime Interaction-2025" which are scheduled to end on Tuesday. Interfax said Russian and Chinese sailors would conduct artillery firing, practise anti-submarine and air defence missions, and improve joint search and rescue operations at sea. Russia and China, which signed a "no-limits" strategic partnership shortly before Russia went to war in Ukraine in 2022, conduct regular military exercises to rehearse coordination between their armed forces and send a deterrent signal to adversaries. Trump said his submarine order on Friday was made in response to what he called "highly provocative" remarks by Russia's Medvedev about the risk of war between the nuclear-armed adversaries. Russia and the United States have by far the biggest nuclear arsenals in the world. It is extremely rare for either country to discuss the deployment and location of its nuclear submarines. The country's largest organization of OB-GYN providers announced this week that it will stop accepting funds from the federal government. The American College of Obstetricians and Gynecologists, which has more than 60,000 members nationwide, will reject federal funding for all programs and contracts in response to the Trump administration's policies, Axios reported Friday. ACOG appears to be the first nationwide physician organization to cut ties with the Trump administration since President Donald Trump enacted his large-scale campaign to slash all federal initiatives for diversity, equity and inclusion. The national organization states on its website that diversity, equity and inclusion are part of the group's core values, which are integral to combating racism and oppression in medical care. The organization declined to expand on how this funding cut will impact its services but reiterated that ACOG remains committed to quality patient care and improving health outcomes. 'After careful deliberation, ACOG has made an organization-wide decision to stop accepting federal funding for all ACOG programs and activities for current contracts,' ACOG said in a statement to HuffPost on Friday. 'Recent changes in federal funding laws and regulations significantly impact ACOG's program goals, policy positions, and ability to provide timely and evidence-based guidance and recommendations for care.' The organization said it will continue to work with the Trump administration on policymaking decisions and advocating for OB-GYNs. 'We will evaluate opportunities to partner with the government in the future where our program goals align,' the statement reads. In response, White House spokesperson Harrison Fields told HuffPost on Friday afternoon: 'Protecting the civil rights and expanding opportunities for all Americans is a key priority of the Trump administration, which is why he took decisive actions to terminate unlawful DEI preferences in the federal government.' The Department of Health and Human Services did not respond to HuffPost's request for comment. ACOG has been at odds with Trump since his conservative Supreme Court repealed federal abortion protections. The fall of Roe v. Wade created a domino effect of state abortion bans that put pregnant people's lives in danger and threatened to criminalize reproductive health providers.
