Recommendations by panel formed to probe Sangrur hooch deaths ignored
Chandigarh: Less than five months after a committee of three IAS officers, which probed 20 deaths in Sangrur hooch tragedy, gave its observations and recommendations to stop such tragedies, the Majithia hooch tragedy has laid bare the government's response to stop recurrence of hooch deaths, and in the process, defeating the very purpose of the probe report of the panel, which included Punjab chief secretary K A P Sinha.
The high-level committee report, a copy of which is with the TOI and which a senior government functionary said was submitted to the state government in the beginning of January, noted that "periodic occurrence of such tragedy even in 21st century across India in different states in definitely a matter of concern." It observed that there was a "need to enhance both the capabilities and accountability of police & excise enforcement wings to effectively combat illicit brewing". Referring to the Punjab health and family welfare department, it observed, "There is an urgent need of the hour to properly regulate

by putting in place consistent enforcement mechanism at district level to avoid any leakage of Methanol from its supply chain."
The report by Punjab chief secretary K A P Sinha, then excise commissioner Varun Roojam and then additional chief secretary (Industries) Tejveer Singh, also observed, "Intelligence- input gathering in the field is must for remaining one step ahead of the criminals. The Enforcement Wings of excise and police shall keep up-to-date information with specific regard to new methods of preparation of illicit liquor, sourcing methods of various inputs to checkmate nefarious designs of such criminals.

" Emphasising on co-ordination between excise and police departments, the high level-committee noted in the report, "The coordination among officers of excise and police department at all levels and especially at grassroot level is a pre-requisite for ensuring that such incidents do not occur again in future. There is dire need to put in place a mechanism to periodically discuss ongoing issues/cases, share information and resources in this endeavor at the district level." Significantly, the report also referred to March 27, 2023 orders of Supreme Court while disposing off a special leave petition in which Punjab was a respondent, and reproduced the court order which read, "The State of Punjab is directed to continue the steps to stop the illegal manufacture and transportation of spurious liquor and to stop the illegal Bhatthis. As reported earlier, the local police shall be held responsible in any illegal Bhatthi in their area is found. The state is directed to act accordingly." The counsel appearing for the petitioner, former MLA Tarsem Jodhan, who had approached court alleging large scale illegal liquor manufacturing and sale in Punjab, had submitted that the investigations in the "earlier incidents" were not in the right directions and no further action was taken against the "real culprit, who actually manufactured and supplied the spurious liquor". The high level committee report noted, "Above orders of Supreme Court of India calls for bigger role of police department to root out the menace of illegal manufacture and transportation of spurious liquor and to stop the illegal bhatthis as rightly observed by the Apex Court." Notably, in August 2020, in one of the major hooch tragedies in Punjab, as many as 120 persons had lost lives after consuming the spurious liquor in Amritsar, Tarn Taran and Gurdaspur districts when Congress was at the helm of affairs in Punjab and Captain Amarinder Singh (who is now in BJP) was the chief minister. Then Congress MPs in Rajya Sabha Shamsher Singh Dullo and Partap Singh Bajwa (who is now leader of the opposition in Punjab) had put under scanner the functioning of Amarinder-led government in Punjab at that time over one of the worst hooch tragedy in the state. Dullo told the TOI on Tuesday, "I have been seeking action against illegal distilleries for long. But successive governments have failed to take action. Had any action taken after the 2020 hooch tragedy, the subsequent incidents could have been averted. But, there is political-police nexus."

Tax evasion a national crime, take stern action against fake firms: CM
1 2 Lucknow: Chief Minister Yogi Adityanath on Saturday directed officials to act against shell companies and fake firms that are deriving undue benefits against the rules. He said that such acts were an attempt to misuse the facilities meant for genuine traders and the matter should be dealt with seriously. The CM, while conducting a high-level review of the state tax department, directed officials to ensure transparency in tax collection and adopt a policy of technological efficiency and strict enforcement. Calling the act of such companies 'unforgivable', Yogi said, "Tax evasion is a national crime that negatively impacts development plans and welfare schemes." Stressing that GST is a consumer-based tax system, he noted that areas with higher population density were naturally expected to generate increased tax revenues for the state coffers. He instructed officials to develop special strategies for zones where tax collection is below average. Yogi directed that information on suspicious firms registered under central GST (CGST) be shared with the higher authorities in Delhi for cancellation of their registration. He ordered in-depth departmental investigations for firms under state GST (SGST). Upon encountering anomalies, officials would be given a free hand to register a criminal case and prosecute such people accordingly. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Pinga-Pinga e HBP? Such inspections are essential to ensure that genuine businesses can operate fairly and without interference." During the meeting, officials informed the CM that nearly Rs 18,162 crore was collected through GST and VAT tax components in April and May of the 2025-26 financial year. The target for the year assigned to the department is Rs 1.76 lakh crore. Appreciating the progress, the CM directed officials to achieve the target through regular monitoring. The CM praised the achievements of 14 zones, including Lucknow, Ayodhya, Bareilly, Agra, Ghaziabad, Gautam Budh Nagar, Meerut, Jhansi, and Saharanpur divisions, for achieving increased targets. In contrast, officials in Varanasi, Prayagraj, Kanpur, Etawah, Aligarh, and Moradabad were reprimanded for collecting less than 50% of the stipulated target. He said that a detailed report should be prepared covering the role of officials deputed in the low-performing regions and sent to the govt. He emphasized that revenue was not just a number, but the foundation of development, and every officer should carry out their duties with responsibility and sensitivity. "In areas with weak tax collection, additional, joint, and deputy commissioners should personally engage with traders to build trust, cooperation, and a sense of compliance among the taxpayer community," said Yogi.

Faster e-challans & fine payment over traffic violations in offing
Ranchi: The traffic department is all set to expedite the process of issuing challans and making payments faster in connection with traffic violations in Ranchi city. Moreover, a string of other measures are in the offing and will be implemented soon to smoothen traffic movement. While reviewing the traffic system of Ranchi recently, Inspector General (IG) Manoj Koushik instructed that challans issued to traffic violators should not take too long to be issued and must be dealt with on the next day of the rule violation itself. In view of the large number of traffic violations happening every day, he also directed that the unit vetting the e-challans generated out of CCTVs should be activated. He said that the assessment of the number of personnel required for the task should be determined at the earliest. IG Koushik also discussed methods to simplify fine payment with UPI being considered one of the modes. It may be stated that there are around 600 CCTVs across Ranchi city which are used to detect vehicles violating traffic norms and also generate e-challans. While talking on the issue, the IG further said, "The aim of the measure is not to punish people but to deter them from violating traffic norms in the future. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Mix 4 Kitchen Ingredients, Wake Up Thinner Every Morning Health Now Undo I have also instructed the traffic department to carry out at least one traffic awareness programme every week. The IG also asked police to avoid manual traffic management as far as possible. He stated that traffic lights at inappropriate places should also be relocated. A plan is under way to improve road engineering of various pathways in the city, he added. Following the IG's instructions, traffic SP Kailash Karmali held a meeting with officials and representatives of the auto rickshaw association on road safety and security of women in passenger vehicles. He also stated auto rickshaw drivers should have a dress code and name plates. He added that traffic police would be stationed at bus stands, railway stations and airport from 7 pm to 11 pm.

Hockey Canada sexual assault trial update: What's happened so far inside the Ontario courtroom
The Hockey Canada sexual assault trial, involving five former members of the 2018 World Junior team, nears its conclusion (Image credit: The Canadian Press) As the high-profile Hockey Canada sexual assault trial approaches its final arguments, the case has gripped public attention with unsettling allegations, conflicting witness testimonies, and unexpected courtroom disruptions. Five former members of Canada's 2018 World Junior hockey team—Michael McLeod, Carter Hart, Alex Formenton, Dillon Dube, and Cal Foote—stand accused, with McLeod facing an additional charge of party to the offense. All five men have pleaded not guilty. Early mistrials, jury dismissals, and a trial by judge alone Originally launched in April at Ontario Superior Court in London, the trial has faced multiple setbacks. Within three days of proceedings, Justice Maria Carroccia declared a mistrial. Later, a new jury was dismissed after a juror accused defense lawyers of inappropriate conduct. In response, Alex Formenton's lawyers said, 'No defense counsel would risk alienating a juror, and nothing could be further from the truth in this instance.' With both juries disbanded, the trial now proceeds under Carroccia's judgment alone. Complainant's emotional testimony lays out harrowing allegations Known only as E.M. due to a publication ban, the complainant delivered deeply emotional and graphic testimony. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo She recalled being highly intoxicated on the night in question, describing a sense of helplessness: 'I shut down and let my body do what it needed to do to be safe,' she told the court. She alleged that after consensual sex with McLeod, other players entered the hotel room and coerced her into sexual acts, including disturbing references to a golf club. E.M. also testified that Formenton had sex with her without consent in a bathroom and that Foote performed a lewd act over her face. While defense lawyers questioned the accuracy and consistency of her memory, E.M. insisted: 'It was not my choice to have what happened to me.' Only Carter Hart testified among the accused, stating, 'She seemed to be enjoying it… she was laughing.' Other former teammates, like Tyler Steenbergen and Brett Howden, echoed claims that E.M. was a willing participant, though Howden's 'gaps in memory' drew scrutiny from the Crown.
