Change to ‘X-Train' ordinance would allow KDPS to tow involved vehicles off the street

KALAMAZOO, Mich. (WOOD) — A change to an ordinance in Kalamazoo will make it easier for officers to tow vehicles involved in mobile nuisance parties known as 'X-Trains.'
Kalamazoo City Council passed the change Monday night, which would allow Kalamazoo Department of Public Safety Officers to tow vehicles that have violated the mobile nuisance ordinance after receiving a warning. The original mobile nuisance ordinance, passed in 2019, was meant to combat the parties.
'It's a problem. Number one (because of) noise, disturbing the neighborhoods and the quality of life that it impacts,' KDPS Chief David Boysen . 'But it's also really a safety concern for us. Because these cars will be three to four deep or wide across the street and the street is completely gridlocked and blocked.'

Because of the change, KDPS officers can tow a car after the 'X-Train' party if it's parked on a public lot or on the side of the street. However, they'll still need to get a search warrant to tow a vehicle out of a private driveway or backyard. Under the ordinance before the chance, officers would have needed to get approval from a judge to tow a car, regardless of its location.
Boysen said last year, 23 vehicles were impounded during the parties. After the city started the initiative to get seizure orders for vehicles that were seen at an 'X-Train,' more cars were identified — 129 so far in 2025. He said 34% of those are Kalamazoo cars, 32% are from out of state and 17% are rental cars.
Boysen said there has been a decrease in activity at 'X-Train' parties since the ordinance was first implemented.

A 20-year-old man has been arrested on suspicion of murder after a teenager who was an 'entirely innocent bystander' was hit by a car which appeared to mount the pavement, police have said. Graphic CCTV footage of the incident in the Darnall area of Sheffield appears to show the car veer into the opposite carriageway before hitting the 16-year-old at speed. South Yorkshire Police said on Thursday that a man had been arrested in Kent on suspicion of murder. Three people – a 45-year-old woman and two men aged 26 and 46 – have been arrested on suspicion of assisting an offender, the force said. All four remain in custody. Detectives said they believe a grey Audi drove towards three electric bikes, colliding with one rider, who suffered serious injuries which are not thought to be life-threatening. The Audi then collided with the teenager and failed to stop at the scene, officers said. Detective Chief Inspector Benjamin Wood said: 'This is a tragic incident in which an entirely innocent bystander, who was going about his daily business, has sadly lost his life. 'Our thoughts are with the boy's loved ones and we remain focused on securing justice for them.' Mr Wood said: 'We know that this incident will have caused concern in the local community, and we have a team of detectives working at pace to piece together the circumstances which unfolded. 'We're aware of footage being shared online and I'd like to reiterate our message to the public to withhold from speculating or circulating videos which may cause distress to the boy's family. Officers were called to reports of a road traffic collision on Staniforth Road shortly after 4.50pm on Wednesday. Mojid Khan said the boy came to rest at the gates of his Staniforth Road wholesale catering business, and his staff were the first on the scene after hearing the collision. He said he arrived half an hour later and was shocked to see what his CCTV system had recorded. Mr Khan said on Thursday: 'When it happens on your doorstep, literally, it does affect you. It's quite horrific to see how it happens.' He said: 'I think it's a local lad that's passed away and another local lad that got injured on a motorbike. It's shocking for us as a community. 'The disturbing thing is that this is not the first time that this has happened. It seems every few months something like this is going on. 'I think that's a matter for our politicians to do something about.' He said: 'Tomorrow is our Eid festival. That's going to hit them (the boy's family) even harder. 'It should be a happy day. I'm really sad for the family. Their loss is going to be that much greater tomorrow.' Mr Khan said people used the road outside his business 'like a racetrack', and there were increasing problems with quad bikes and scooters. 'I have children in this area who go to school, who go to work, and other family members going to the local shops,' he said. 'It's quite distressing and disturbing to know this kind of thing is happening on a regular basis.' Mr Khan said it was a close-knit community, in which he had worked since 1978, but speeding motorists and gang problems had begun to blight the area in recent years. People began to lay flowers outside Mr Khan's business as the large police presence in the area dispersed on Thursday. Debris from the collision could still be seen in the road, at the junction between Staniforth Road and Barnardiston Road.

Pheobe Bishop's housemates have been charged with murder, in a devastating update three weeks after the teen suspiciously vanished. James Wood, 34, and Tanika Bromley, were charged by police on Thursday. 'Detectives have charged a 34-year-old man and 33-year-old woman with murder in relation to the disappearance of 17-year-old Pheobe Bishop,' Queensland Police said in a statement on Thursday night. 'Pheobe has not been seen or heard from since May 15. 'The remains of Pheobe Bishop have not been located to date.' Both Mr Wood and Ms Bromley were arrested on Thursday night in the Bundaberg area. They have been charged with one count each of murder and two counts each of interfering with a corpse. They are due to appear in Bundaberg Magistrates Court on Friday. Pheobe was last seen by her housemates who were driving her to Bundaberg Airport from their home in Gin Gin on May 15. Police have conducted several inquiries during their investigations, including multiple searches of Good Night Scrub National Park, forensic examinations of a Gin Gin property and vehicle. 'Detectives continue to investigate this matter, and physical searches will continue as needed as information is provided.' Police have regularly appealed for dashcam or CCTV footage of Ms Bromley's grey Hyundai ix35 the trio were travelling in, revealing it was a key component of the investigation into the teen's disappearance. Mr Wood was initially arrested on Wednesday June 4, before being released without charge. He had earlier broken his silence about the last time he saw the missing girl as he drove her to Bundaberg Airport for a flight to Perth. He told the Daily Mail on Wednesday Pheobe had been complaining and having emotional outbursts before they left for the airport. He said she was stressed about not wearing any makeup and missing her flight to Western Australia to visit her boyfriend. Mr Wood said he told Ms Bromley to pull over when they were about 1km from the airport. 'We wanted to give her five minutes, give her her own space to do what she needed to do,' he told the Daily Mail. 'We walked to the end, it was maybe five minutes, maybe it was three minutes or maybe it was eight but that's about how long we were gone.' He said when they returned to the car Phoebe and her bag were gone. Mr Wood insisted that he did not hurt Pheobe and assumed she had boarded the flight.

New images of the house where missing teenager Pheobe Bishop resided before her disappearance reveal the squalor she was living in. Pheobe was living with two housemates – James Wood and Tamika Bromley – at a property in Gin Gin before her disappearance on May 15. One woman said junk accumulating at the property had gotten 'out of hand' in recent months. People in town had complained on local Facebook groups about dogs at the Millen St house barking and howling more than usual. The same woman told NewsWire she had heard yelling and seen Pheobe walking around town, where she 'always seemed happy'. 'Each week there was more junk coming out,' the woman said of the house, clarifying she never felt unsafe close by. The quiet street was mostly deserted on Thursday, save for several media crews. Pictures from the house depict its derelict state, with the front lawn still strewn with rubbish weeks after the police cordoned off the property. Part of the police tape had fallen away. A bus is parked outside of the house – carrying a crudely-drawn sign saying 'Let it Ride' – with its door open but most of its curtains drawn shut. Photos inside capture junk piled up to the roof. A computer chair is seen blocking the doors while the shelves, sides and floors are littered with containers, eskies, cooking lids and rubbish. Some are piled into a cabinet which has been crammed onto the bus. Pheobe was last seen by her housemates, Mr Wood and Ms Bromley, who drove her to Bundaberg Airport from their home in Gin Gin on May 15. Mr Wood, 34, was taken into police custody in Bundaberg on Wednesday and assisted police with inquiries. 'Detectives are continuing to run through several lines of inquiry as investigations continue and will conduct physical searches when required,' a police spokesman told NewsWire. 'Police are continuing to appeal for any information about Pheobe's whereabouts. 'For investigative reasons, there is no further information available.' Searches for the 17-year-old spanned her home in Gin Gin near Bundaberg, and the Good Night Scrub National Park. Police and State Emergency Services spent five days searching the national park for any sign of the missing teen, before that operation was suspended on May 28. Police on Wednesday announced they had called off all physical searches for Pheobe. 'There are currently no physical searches for Pheobe at this stage, however physical searches will happen as needed and as information is provided,' the spokesman told NewsWire. 'Investigations are ongoing and police are continuing to run out several lines of inquiry.' More to come.
