How China Became the World's Largest Debt Collector
China was the leading financier for developing nations throughout the 2010s, channeling over $1 trillion into infrastructure projects under President Xi Jinping's Belt and Road Initiative (BRI).
Yet as lending has tapered off and grace periods on many loans have expired, China has emerged as the world's largest official creditor, according to a new report from the Lowy Institute, an Australian foreign policy think tank.
The BRI, signed on to by approximately 150 countries, has funded thousands of projects worldwide.
Some low-income nations took on more debt than they could repay, in some cases leading to Chinese state-owned enterprises taking control of strategic infrastructure-such as in 2017 when China Merchants Port Holdings famously gained control Sri Lanka's Hambantota Port on a 99-year lease.
Critics, including the United States government, have accused China of "debt-trap diplomacy," or leveraging these debts to gain control over critical infrastructure. China has consistently denied these allegations, saying its overseas lending is conducted on mutually beneficial terms.
Newsweek reached out to the Chinese Foreign Ministry by email with a request for comment.
In the 2020s, Chinese bilateral lending has declined in both size and scope, influenced by a domestic property sector crisis and slowing economic growth. This reduction coincides with the end of 3- to 5-year grace periods on many loans issued during the height of Chinese lending in the late 2010s.
"The combination of relatively short maturities and lower concessionality compared to other bilateral and multilateral creditors meant the early 2020s was always likely to be a crunch period for developing country repayments to China," wrote Riley Duke, Lowy Institute research fellow and author of the report.
Now, debt collecting is peaking, with China expected to receive a record $35 billion in interest and principal repayments this year. Of that total, $22 billion is owed by 75 of the poorest and most vulnerable nations, Duke wrote.
"At this new baseline, China's post-pandemic lending has retreated back to levels not seen since the late 2000s and only a quarter of that during the 2010s when the Belt and Road Initiative was in full swing," Duke said.
He said that in 54 of the 120 developing countries for which the World Bank has relevant data, debt service payments to China now exceed the combined repayments owed to the Paris Club-a group of 22 Organization for Economic Cooperation and Development (OECD) countries including major lenders such as the U.S., United Kingdom and France.
"No single bilateral creditor has been responsible for such a large share of developing country debt service in the past 50 years," Duke said.
Mao Ning, Chinese Foreign Ministry spokesperson, told reporters Tuesday: "A handful of countries are spreading the narrative that China is responsible for these countries' debt.
"However, they ignore the fact that multilateral financial institutions and commercial creditors from developed countries are the main creditors of developing countries and the primary source of debt repayment pressure. Lies cannot cover truth and people can tell right from wrong."
U.S. Secretary of State Marco Rubio said during a May 20 Senate Foreign Relations Committee hearing: "China doesn't do humanitarian aid. China does predatory lending. That's what Belt and Road Initiative is.... They have no interest in doing [foreign aid]. What they're very good at is going into some country, making you a loan, and then holding that debt over your head. And that's what they continue to do, and by the way, you have to hire a Chinese company to do it."
China faces mounting international pressure to collaborate with debt-distressed nations on restructuring their obligations.
This presents a potential opening for Western countries, and the U.S. in particular, to claw back influence lost to China amid that country's significant investments in the Global South over the past decade.
However, the Trump administration's significant reductions in foreign aid-slashing over 90 percent of USAID's foreign aid contracts and making deep cuts to the State Department-may keep Washington from capitalizing on this opportunity.

Tariffs, Nvidia and 2 more things that defined the stock market this week
The stock market stumbled into the weekend after President Donald Trump on Friday said China violated the preliminary trade agreement the two sides reached earlier this month. The S & P 500 closed flat Friday after spending most of the session lower. The benchmark index, however, rose for the week and for the month of May. Tariffs were among the four things that defined this week's market. Investors were kept on their toes. Following Trump's Friday morning accusations, a Bloomberg report around lunchtime about Trump administration plans to broaden restrictions on Chinese tech companies took the market a leg lower. Then, hours later, speaking to reporters in the Oval Office, Trump said he expects to talk to Chinese Xi Jinping , and stocks cut most of the day's losses. The S & P 500 gained nearly 2% during the holiday-shortened week. A big rally Tuesday, after Trump last Sunday delayed the 50% tariffs on the European Union that he threatened only two days before, carried the week. For the month, the strength was much more pronounced as investors showed a willingness to take good and bad tariff headlines in stride. The S & P 500 jumped more than 6% in May, its best monthly gain since November 2023. There was certainly no "sell in May and go away," which is an old Wall Street adage about selling ahead of seasonally weaker warmer-weather months and buying back in before better-performing colder months. Club name Nvidia was the star of the earnings show Wednesday evening. We raised our price target to $170 per share from $165 after Nvidia delivered a better-than-expected quarter and upbeat guidance despite the export restrictions on what artificial intelligence chips the company can sell in China. Shares on Thursday surged more than 3% on the print but gave back much of those gains in Friday's down market. Also on Wednesday evening, Salesforce reported better-than-expected quarterly results and guidance. However, the Club stock fell more than 3% on Thursday and another nearly 0.5% on Friday. Some on Wall Street argue Salesforce CEO Marc Benioff is focusing too much on AI , rather than the company's core business. Costco on Thursday evening reported what Jim Cramer called the "perfect quarter." We were impressed by Costco's margin improvement and same-store sales growth as other retailers struggled to manage tariff impacts. The stock on Friday opened lower but then shot up 3%. Costco and Nvidia were among the best-performing Club stocks this week. Salesforce was the worst. We sent out one trade alert this week during Tuesday's big rally, trimming Broadcom and booking profits of 170% on stock purchased in August 2023. The small sale does not indicate any change in our long-term view that the custom AI chip designer is poised to keep growing. We did, however, downgrade Broadcom to our 2 rating , meaning we would buy more shares on a pullback, which aligns our short-term view of the stock with the trade. Broadcom stock went on to gain nearly 6% for the week and almost 26% in May. The only other better monthly gain in the portfolio was GE Vernova 's over 27% advance. Our newest stock was also solid for the week. On Tuesday, along with Broadcom, we downgraded GE Vernova to our 2 rating, in recognition of its recent rally back to record highs . But we raised our price target to $500 per share from $460 to account for the recent momentum in its business. Broadcom reports earnings this coming Thursday. Inflation also made its mark this week. The Federal Reserve's favorite inflation gauge on Friday came in cooler than expected for April, adding to the argument that price pressures are easing. The jury is still out, though, because final tariff levels are still up in the air and could rekindle inflation down the line. According to the minutes from its May meeting , the Fed was worried about that. The minutes, released Wednesday afternoon, showed that central bankers felt a "cautious approach" to monetary policy was appropriate as the economy could face "difficult tradeoffs" should inflation heat up. A day later, Fed Chairman Jerome Powell met with Trump at the White House at the president's request. "Powell did not discuss his expectations for monetary policy, except to stress that the path of policy will depend entirely on incoming economic information and what that means for the outlook," the Fed said in a statement following the Thursday meeting. Oil finishes down on possible OPEC+ output hike
By Erwin Seba HOUSTON (Reuters) -U.S. crude futures fell on Friday as traders expected OPEC+ would decide on Saturday to boost oil output for July beyond previous forecasts. Brent crude futures settled down 25 cents, or 0.39%, at $63.90 a barrel. U.S. West Texas Intermediate crude finished down 15 cents, or 0.25%, at $60.79 a barrel, having earlier dropped more than $1 a barrel. The Brent July futures contract is due to expire on Friday. The more liquid August contract was down 71 cents, or 1.12%, at $62.64 a barrel. At these levels, the front-month benchmark contracts were headed for weekly losses over 1%. Prices dipped into negative territory after Reuters reported that OPEC+ may discuss an increase in July output larger than the 411,000 barrels per day (bpd) rise that the group decided on for May and June. "What OPEC+ is planning doesn't look particularly supportive for the oil market," said Matt Smith, Kpler's lead analyst for the Americas. The potential OPEC+ output hike comes as the global surplus has widened to 2.2 million bpd, likely necessitating a price adjustment to prompt a supply-side response and restore balance, said JPMorgan analysts in a note, adding that they expected prices to remain within the current range before easing into the high $50s by year-end. Phil Flynn, a senior analyst with Price Futures Group, said an online post on Truth Social by U.S. President Donald Trump that seemed to threaten more changes in tariff levels for Chinese imports also put pressure on crude prices. "Trump's Truth Social message on China failing to observe a truce on tariffs also combined with the Reuters headline to push prices down," Flynn said. Trump's tariffs were expected to remain in effect after a federal appeals court temporarily reinstated them on Thursday, reversing a trade court's decision a day earlier to put an immediate block on the sweeping duties. U.S. energy firms this week cut the number of oil and natural gas rigs operating for a fifth week in a row to the lowest since November 2021, energy services firm Baker Hughes said in its closely followed report on Friday. It was the first time since September 2023 that the number of rigs declined for five straight weeks. Baker Hughes said this week's decline put the total count down by 37 rigs, or 6%, from this time last year. Oil rigs fell by four to 461 this week, their lowest since November 2021, the company said. Gas rigs rose by one to 99.
