Why last-minute revamp of 13th Malaysia Plan, Rafizi asks govt
Former economy minister Rafizi Ramli said the 13th Malaysia Plan is an important document for the nation.
PETALING JAYA : Former economy minister Rafizi Ramli has questioned the government's decision to revamp the 13th Malaysia Plan (13MP), slated to be tabled in Parliament at the end of July.
Rafizi said the last-minute overhaul of the next five-year development plan would raise concerns among the civil servants who prepared the 13MP, market analysts, and Malaysians as a whole.
The PKR MP for Pandan also asked whether the changes would be rushed since there would be insufficient time to refer the plan to the inter-agency planning group, the technical working group, and experts who formulated the initial 13MP.
'Why is this overhaul of the 13MP arising now when there was no such issue raised when the economy ministry and I tabled the contents of the 13MP previously?
'The 13MP is an important document for the nation and Malaysians, developed by thousands of Malaysians from various segments of society. If we're not careful, the 13MP will be dragged into political polemics which would end up affecting the people's confidence in the final document.
'If this happens, it would be a great injustice to those who worked hard on the 13MP over the past year,' he said in a statement.
Earlier today, the government announced that finance minister II Amir Hamzah Azizan has taken on the duties and functions of the economy portfolio, and given the duty of overhauling the 13MP.
Amir said he had received 'a lot of feedback' from his Cabinet colleagues on the plan, which necessitated an overhaul of the document.
Rafizi said the preparation of the 13MP started in September 2024 when feedback was obtained from all stakeholders, first through the inter agency planning group which involved every government ministry and agency.
Then, he said, there was a technical working group comprising policy experts in specific areas, from health, fiscal and education reforms to micro, small and medium-sized enterprises.
He said there were also numerous engagements between the economy ministry and state governments, industry players, and MPs from September to December 2024.
'At the same time, there was a 'top down' process, namely the development of key policies that were bold and radical, running concurrently involving the economy ministry and experts.
'These policies, categorised according to the various fields, were identified as key catalysts for structural reforms in those areas. These bold and radical policies that were proposed may not have been acceptable to the relevant ministries.
'That's why I tabled them to the prime minister multiple times beforehand between February to April, and tabled it twice to the Cabinet to achieve a compromise and consensus,' he said.
Rafizi said there was a tight schedule to prepare and table the 13MP compared with previous Malaysia plans.
He also said the 13MP was fully developed by civil servants without the involvement of external consultants.

RANTAU PANJANG: Umno must decide whether it will go solo and contest all 191 parliamentary seats in the next general election, said party secretary-general Datuk Dr Asyraf Wajdi Dusuki. "These are the questions we need to address," he said, adding the importance of charting a clear path forward for the 16th General Election (GE16), which is less than two years away. Speaking at the opening of the Rantau Panjang Umno division delegates' meeting today, Asyraf said the party must regain its dominance and strengthen internal unity to avoid divisions that could jeopardise its chances at the polls. "We must not allow 'cah keting' (backstabbing) or internal divisions to persist. "Strengthening the party is crucial in defending Islam and upholding the Malay agenda," he said. He noted that while Umno rarely faces direct contests with DAP—pointing out that 40 seats are traditionally uncontested between the two—the DAP remains wary of Umno forging alliances with others. "We do not go head-to-head with DAP or PKR in most areas. Our main political opponent is Perikatan Nasional (PN)," he said. Asyraf also reminded members that Umno's goal is not about clinging to power, but about safeguarding the rights of Malays and the sanctity of Islam. "Every party has been given a chance to govern, but it was clear that the best administration was under Umno, especially during Datuk Seri Najib Razak's leadership," he said. He called on members to place full trust in party president Datuk Seri Dr Ahmad Zahid Hamidi and to rally behind the party's leadership strategy. "To achieve our goals is not impossible, but the top leadership must be sensitive to the needs of grassroots leaders. "Don't waste time on leadership choices. Let's focus on winning GE16 first," he added.

Malaysia marks Maal Hijrah 1447H with honours and reflection
KUALA LUMPUR, June 27 — The Maal Hijrah 1447H/2025M celebration in eight states and the federal capital today was marked by various meaningful events including religious talks, Quran recitations and the presentation of awards to individuals who have made significant contributions to the religion and the nation. In the city centre, nearly 8,000 attendees, including contingents from ministries, government departments and agencies, as well as foreign dignitaries, gathered at the Malaysia International Trade and Exhibition Centre this morning for the national-level celebration. His Majesty Sultan Ibrahim, King of Malaysia, graced the event at 9.30am, accompanied by Tunku Temenggong of Johor, Tunku Idris Iskandar. Also present were Prime Minister Datuk Seri Anwar Ibrahim, Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi and Cabinet ministers. In his royal address, Sultan Ibrahim issued a stern reminder to the community leaders not to use Islam as a political tool for personal gain. At the event, His Majesty also presented the National Tokoh Maal Hijrah award to former Johor Mufti Datuk Nooh Gadot, while Saudi Arabia's Minister of Haj and Umrah, Tawfig Fawzan Muhammed Al-Rabiah, received the International Maal Hijrah Figure award for 1447H/2025M. She also received RM20,000, a trophy and a certificate. In JOHOR, state Islamic Religious Affairs Committee chairman Mohd Fared Mohd Khalid said the theme 'Membangun Ummah Maju Johor' reflects the state's holistic development vision. 'The Johor government believes that development is meaningless if the people lose their moral compass. 'Therefore, efforts to develop the ummah must go hand-in-hand with state development,' he said at the state-level celebration held at the Iskandar Islamic Centre today. In TERENGGANU, the celebration was led by Yang Dipertuan Muda of Terengganu, Tengku Muhammad Ismail Sultan Mizan at Wisma Darul Iman. Also present were Tengku Sri Mahkota Raja Tengku Datuk Seri Muhammad Mu'az and Tengku Puteri Daulath Raja Tengku Datuk Seri Fatimatuz Zahra'. In SARAWAK, Premier Tan Sri Abang Johari Openg called on Muslims to become idea-generators, strategic thinkers and agents of change. 'Let us renew our intentions and understand the true meaning of hijrah. May the new hijrah year mark the beginning of determination, transformation and love for our religion and nation. ''Ummah Maju Makmur' and 'Sarawak Maju Makmur' are not just themes and slogans but our duty and collective mission,' he said. His speech was delivered by Deputy Premier Datuk Amar Awang Tengah Ali Hasan at the state-level Maal Hijrah celebration at Dewan Suarah Bintulu which was attended by 1,200 people. Seventeen awards were presented, including those for Organisational Leadership, Muslim and Non-Muslim Civil Servants, Outstanding SPM Student and Exemplary Family. JOHOR BAHRU: The Malaysian Pineapple Industry Board (LPNM) is encouraging young entrepreneurs to explore the thriving pineapple industry, which promises substantial economic returns and innovation opportunities. LPNM chairman Sheikh Umar Bagharib Ali highlighted the sector's potential for youth engagement, emphasising the role of technology and fresh perspectives in driving growth. 'Youth involvement can generate lucrative income and introduce modern approaches like IoT and mechanisation,' he said during the 2025 Malaysian Pineapple Day celebration. The event, themed 'Our Pineapple, Our Pride,' marked its inaugural edition, aligning with World Pineapple Day on June 27. Sheikh Umar noted that the celebration honours pineapple farmers and industry players while commemorating LPNM's legacy since 1957. He also revealed unofficial projections from the Department of Statistics Malaysia (DOSM), estimating earnings of up to RM8,000 per farmer this year. LPNM aims to raise this to RM10,000 under the 13th Malaysia Plan (13MP).
