Police believe holiday deaths were accidental
King Edonmi, 29, and Mo Liasu, 27, died less than 24 hours after arriving on holiday in Albufeira. The men, from Ipswich, are believed to have drowned on Tuesday.
A spokesperson for the Policia Judiciaria, Portugal's criminal investigation police, said inquiries so far had shown "no evidence of criminal activity".
Mr Edonmi's sister, Kemi, paid tribute to the pair online and dispelled local reports that the men had been drinking.
In a statement, police in Portugal said: "The inspection of the scene revealed no evidence of criminal activity.
"Witnesses to the events were interviewed, confirming the investigation's belief that it was an accident."
The Foreign Office said it had been supporting the families involved and coordinating with Portuguese authorities.
Kemi Edonmi wrote online: "My best friend is really gone. Rest in peace to my big brother and his best friend Mo, we love you and will never forget you both.
"The whole family is comforted by the fact that King died in Christ.
"From Jesus - For Jesus - Back to Jesus. We shall all meet again."
She added that "my brother died trying to save his friend's life".
Ms Edonmi criticised speculation that the men had been drinking, writing: "My brother and Mo do not drink and were not intoxicated at the time of the incident.
"Articles with false information and insensitive comments don't know the pain they're causing the people closest to King and Mo."
In the UK, candles, flowers and tealights spelling out the men's names have been laid near flats on Ipswich Waterfront.
A fundraising page set up to help pay for the repatriation of their bodies has been closed after it passed £25,000.
A joint statement from the families of both men said: "We would like to extend our deepest and most sincere thanks to every single person who donated, shared and supported us during this heart-breaking time.
"Because of your incredible generosity, preparations have now been made to bring our beloved King and Mo home, so they may be laid to rest with the love, dignity and peace they so deeply deserve."
Thanking people for their support, the statement continues: "The parents of King and Mo have been profoundly moved by the outpouring of love and support from the community."

Eighth person arrested after arson attack which killed couple
An eighth person has been arrested in connection with the murders of a couple who died following an arson attack on their home, police have said. Eric Greener, 77, and Sheila Jackson, 83, died following the fire at their home in St Helens, Merseyside, in the early hours of July 15. On Friday, Merseyside Police said a 48-year-old man from Everton was being questioned on suspicion of conspiracy to murder and conspiracy to commit arson. Lee Owens, 46, has been charged with two counts of murder and arson with intent to endanger life and is due to appear at Liverpool Crown Court in November. Three men and three women who were also arrested as part of the investigation remain on conditional bail subject to further inquiries, police said. The blaze, which is believed to have been started with an accelerant, has been described as 'absolutely sickening' by police. Detective Chief Inspector Steve McGrath said: 'This further arrest marks more progress in the investigation, and I want to make it clear that all of those arrested remain subject of further inquiries, with strict bail conditions imposed. Updates will be provided as and when appropriate. 'I would also like to remind people that this is a live investigation. Please be mindful that anything posted or shared on social media could jeopardise these proceedings, so please support us as we move forward with the case. The best way to do this is through official channels. 'I want to also repeat our plea for people to not assume that we already hold information which could be a vital piece of the jigsaw. Let us make that assessment and take action. 'Thanks to all of those people who have assisted this inquiry so far.' Mr Greener and Ms Jackson, who had lived at the property on South John Street for 15 years, were described as the 'life and soul of the party' by their family. In a tribute released by police, they said: 'They will forever be devastatingly missed but eternally loved by their family, friends and the community.'

After two years in limbo, the threat of a potential lifetime ban for alleged betting breaches has been lifted from Lucas Paqueta. We'll explain all. On the way: The English Football Association (FA) announced on Thursday that charges against West Ham United's Lucas Paqueta for breaches of its betting rules were not proven. Paqueta, 27, was facing a potential lifetime ban if found guilty. The Brazil international had denied all the allegations against him and a regulatory commission found the most serious charges of spot-fixing 'to be not proven'. Advertisement The decision came two years after the FA, English football's governing body, opened its investigation. It was the summer of 2023 and Paqueta was fresh from playing a pivotal role in West Ham's Europa Conference League triumph — the club's first trophy in over 40 years. Manchester City, who had just retained their Premier League title, came knocking with a bid of £70million ($92m). In August that year, the FA announced it had opened an investigation into suspicious betting patterns surrounding bookings Paqueta received in four Premier League games between November 2022 and August 2023. A second Manchester City bid never arrived. Boyhood club Flamengo also tried in the summer of 2024 but West Ham considered their proposal 'laughable'. In May last year, the midfielder was charged with four counts of spot-fixing. Around 60 people placed bets, ranging from £7 to £400, on Paqueta to receive a yellow card in at least one of the four matches. The investigation centred on bets traced to accounts registered on Paqueta, an island off Rio de Janeiro where the midfielder grew up. The investigation was lengthy but Paqueta continued playing for club and country throughout. West Ham head coach Graham Potter said in May that the process had 'taken its toll' on the Brazilian. Team-mates and club staff also rallied around him. A celebration with Edson Alvarez against Freiburg in May 2024 showed how much he appreciated the Mexico international's vocal backing. Paqueta was informed of the verdict on July 25 and after this became public yesterday, he released a statement beginning with the biblical passage: 'The enemy will come against us one way but they will flee seven ways.' His faith was cited as helping him during the investigation. The FA will publish its written reasons for the decision in the coming weeks and has 14 days to lodge an appeal. Paqueta is facing sanctions relating to his 'alleged failures to comply with his obligations to answer questions and provide information to the FA's investigation', but the threat of a lifetime ban, which had loomed for two years, has been lifted. Ten men arrested over historical child sexual abuse allegations in Bradford
Ten men have been arrested by police investigating allegations of historical child sexual abuse in Bradford. West Yorkshire Police said the men, aged between 49 and 71, were arrested at addresses in the city and have been interviewed and bailed pending further inquiries. The allegations relate to offences, which are reported to have occurred in the area between 1994 and 1997 and relate to six victims who were aged 13 to 15 at the time.
