Kuwait reports notable progress on housing projects in key areas
Regarding the Affordable Housing project, two contracts have moved into actual construction, targeting the building of 3,345 homes. The first contract reached 8.51 percent completion, while the second reached 5.54 percent. Meanwhile, four other contracts, covering 6,455 homes, remain in preparatory stages.
Al-Ruwaih also highlighted steady progress in the 'South Sabah Al-Ahmad' project, where four contracts are under way. The main road contract achieved 54.37 percent completion by June. The first infrastructure contract, involving 7,623 plots, reached 10.69 percent, the second contract covering 6,189 plots hit 19.22 percent, and the third contract related to 6,568 plots reached 6.69 percent.
In addition, the authority is closely following up on the construction of 217 public buildings across six housing projects, including 92 buildings in Al-Mutlaa city, 74 in the Affordable Housing project, and 31 in South Abdullah Al-Mubarak, along with one building each in Saad Al-Abdullah, Jaber Al-Ahmad and South Khaitan.
By the end of June, 32,341 'For Whom It May Concern' certificates, necessary for building permits, were issued to citizens — an increase of 38 certificates compared to May 2025.
During June, the Authority signed six new contracts. These included two contracts to complete public service buildings in Al-Mutlaa's neighborhoods N5, N8, N11, and N12, a contract for building the second phase of the Youth Center in Saad Al-Abdullah city, and a contract for surface asphalt works in Al-Mutlaa city. Consultancy contracts were also signed to supervise and manage infrastructure and public building projects in Al-Mutlaa's neighborhoods N4 and N2.
Al-Ruwaih stressed that the authority continues to develop and digitize its services in line with the Cabinet's directives, with 30 services now fully available through the 'Sahel' app. — KUNA

He expressed appreciation for the support of the Council of Ministers, Minister of Information, Culture and State Minister for Youth Affairs Abdulrahman Al-Mutairi, Minister of Oil Tareq Al-Roumi, and all concerned authorities. Sheikh Humoud spoke to KUNA following the signing of an agreement between the Kuwait Oil Company (KOC) and the National Council for Culture, Arts and Letters (NCCAL) to supervise the project's implementation. He said the Ahmadi Governorate will continue coordinating with government agencies to accelerate the work and overcome any obstacles, in line with supporting development initiatives. 'KOC's role in Ahmadi extends beyond oil extraction to caring for the area, overseeing infrastructure and providing services,' he said, noting that the company's experience and expertise qualified it to supervise the project. Al-Aidan praised the cooperation among the Ahmadi Governor, the Cabinet, and NCCAL, adding that the project will span four years. NCCAL Secretary General Dr Mohammad Al-Jassar highlighted the historical significance of the old market and cinema, noting that partial operations of some buildings are expected next year, with full completion following in subsequent phases. He said the project reflects Kuwait's commitment to preserving architectural heritage and enhancing Ahmadi's status as a cultural landmark, supporting efforts to nominate the city for the UNESCO World Heritage List. Historic Ahmadi market, cinema revival highlights UNESCO goals
KUWAIT CITY, Aug 19: Al-Ahmadi Governor Sheikh Hamoud Jaber Al-Ahmad Al-Sabah affirmed on Tuesday, that the project to restore the old Al-Ahmadi Market and Al-Ahmadi Cinema reflects Kuwait's keenness to preserve its heritage and cultural identity, appreciating the support of the esteemed Council of Ministers, the Ministers of Information and Oil, and all relevant entities. Sheikh Hamoud Al-Sabah told KUNA, following the signing of the supervision agreement for the implementation of the project between the Kuwait Oil Company (KOC) and the National Council for Culture, Arts and Letters (NCCAL), that the initiative comes in implementation of Cabinet Resolution No. (927) issued on July 8, 2025. For his part, the CEO of KOC, Ahmad Al-Aidan, told KUNA that the company's participation in this project stems from its national and social role in preserving Kuwaiti heritage and promoting sustainable development. He explained that the work on this project will span four years and will be carried out in phases, aiming to implement an integrated project that will elevate the name of the country. Meanwhile, Secretary-General of NCCAL, Dr. Mohammad Al-Jassar, said that the restoration and rehabilitation project of the old Al-Ahmadi Market and Al-Ahmadi Cinema is one of the most prominent historical landmarks in the governorate. He indicated that partial operation of some buildings will begin next year, with work progressing through the following stages (Zone 2 and Zone 3) toward full and sustainable operation. Al-Jassar added that the project reflects Kuwait's commitment to preserving its architectural heritage and enhancing Al-Ahmadi's status as a cultural and civilizational landmark, supporting efforts to nominate Al-Ahmadi City for inclusion on the UNESCO World Heritage List. In turn, the Architect and Development Project Manager at the Al-Ahmadi Cultural Platform within the Council, Engineer Batool Ashour, told KUNA that the project represents documentation of a phase that marks the beginning of a comprehensive cultural, social, and heritage city project in a modern form. This is being achieved through collaboration with experts, specialists, and the support of official Kuwaiti institutions, she noted, stating that one of the Council's roles is to determine the historical value of the buildings, as well as to assess museums and other components. She noted that the Council had contacted the UN and UNESCO two years ago to nominate the city of Al-Ahmadi for its historical buildings and landmarks. ‘Radiant era unfolds for Kuwait'
KUWAIT CITY, Aug 19: The courageous steps that Kuwait has taken in the current era demonstrated many positive aspects that were hidden under the veil of parliamentary-governmental conflict. Today, we are witnessing the achievements that will restore the leading position of the country through openness. In an interview with Editor-in-Chief of the Arab Times and Al-Seyassah newspapers, Ahmed Al-Jarallah, Minister of Information and Culture Abdulrahman Al-Mutairi asserted that 'supervision is strict during this era to ensure speedy completion of projects. The measures taken as per the instructions of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah regarding the development projects and dusting off whatever was delayed is the foundation of the work of the incumbent government. Consequently, the workshop to develop laws and legislation according to a modern perspective is ongoing.' He affirmed that the leadership is 'keen on developing for the better, overcoming obstacles, and preventing self-interest or the return to the tug-of-war that prevailed over the past years.' He explained 'Kuwait has lagged far behind the Gulf community, and even behind positive developments in the world. It is now time for the country to emerge from the tunnel where it was forcibly placed.' He said, 'The acceleration of projects taking place today, especially the development projects, is well thought out and proceeding with the right steps. As a result, we will witness next year, Allah willing, the opening of the new airport, which will provide the highest level of modern services and accommodate more than 25 million passengers.' He pointed out that 'the goal is not only to attract tourists, investors and businesspersons; but also to create an environment conducive to the investment of foreign capital in the country and to open the way for local investors to participate in this.' He confirmed that 'the government received Amiri orders to overcome the obstacles to modernization – whether in the legislative aspect or in the overlapping responsibilities among official institutions; including the awarding of tenders for infrastructure projects which, from now on, will be done directly with companies proven to have the relevant experience and remarkable achievements.' He stressed that the government, under high directives, is working hard to amend the laws; away from the existing controversy that hinders achievements, as well as to prevent self-interest and combat corruption, because the goal is to restore the radiance that distinguished Kuwait in the past.' He revealed that 'His Highness is following up the desert greening project using new technology. So far, Kuwait has received a specialized Chinese delegation and work is underway in several nature reserves, according to the highest modern standards. Funds allocated after the liberation of Kuwait for the environmental damage it incurred and are currently with the United Nations will be used for the implementation of these projects. These funds are almost obsolete or abandoned. The time has come to release these funds. The government received orders to use the funds to repair the environmental damage and for the greening project.' Regarding tourism that falls under his jurisdiction, Al-Mutairi asserted that 'working on entertainment projects and promoting tourism are daily activities for us. We work diligently to make the most of the tourism season, which begins in September and ends in May, for the benefit of the country. Previously, there was only one tourism month.' He added 'utilizing entertainment projects is essential to boost the gross domestic product (GDP) on one hand; and transforming Kuwait into a tourist destination for its people, residents and visitors, so it does not become a deterrent – as it was in past years – to citizens and residents who usually take advantage of any opportunity to travel abroad to enjoy what is available in other countries.' He stressed 'there will be no overlap in issuing licenses in this regard, as this falls under the jurisdiction of the Ministry of Information and Culture, which is responsible for tourism; and the private sector can participate.' He emphasized that 'there is much to be gained from Kuwait in terms of tourism; including its sea coasts and land, which can be attractive to visitors, citizens and residents.' He stated 'we will promote these projects through conferences starting in September, especially since the 'Visa Kuwait' platform has begun to bear fruit. It is a step that the State will not back down from; it will rather work hard to develop the platform.' Towards the end of the interview, Al-Mutairi asserted, 'We are witnessing an era that pushes Kuwait to be a pioneer in the region and to regain its former glory. Thus, the leadership's oversight in this area is tight to ensure tangible and rapid achievements.'
