Capital greenlights major uplift projects
The Capital Development Authority (CDA) Board, chaired by CDA Chairman Muhammad Ali Randhawa, has approved several key development initiatives during its meeting held on Wednesday at CDA Headquarters. Senior board members and relevant officers were in attendance.
Among the approved projects is the uplift of the Diplomatic Enclave and the establishment of a new shopping centre in the area. The board also gave the green light to initiate development work in Margalla Enclave Phase-II under a Public-Private Partnership (PPP) model, in accordance with PPRA Rules Clause F-42.
A revised layout plan for Sector C-13 was also approved. This plan aligns with the Islamabad Land Disposal Regulations (ILDR) 2005 and CDA policies. Under the new plan, land has been allocated for residential and commercial apartments, parking facilities, and public buildings in the sector.
The board further approved the regularization of land adjacent to Plot No 29 in Sector I-8 Markaz in accordance with legal provisions.
In a significant move, the CDA decided to identify and allocate land in various locations for cemeteries to serve different communities. The necessary changes will be made to layout plans to accommodate this decision.
The board also approved a comprehensive strategy for the rehabilitation and activation of dysfunctional waterworks, tankers, and tube wells across various sectors of Islamabad. This includes developing a monitoring mechanism and ensuring timely electricity supply to these facilities.
Additionally, the CDA Board approved the hiring of consultants for the establishment of a Child Protection Institute in Sector H-11/4 at the request of the Pakistan Museum of Natural History, under a government-to-government (G2G) initiative.
Consultants will also be engaged for the renovation and expansion of the Pakistan Museum of Natural History and for completing the remaining infrastructure and construction work of the Police Academy in Sector H-11.
In another decision, a four-member committee has been constituted under the leadership of the DG Law to examine matters related to a commercial plot in Sector F-7 Markaz. The committee comprises senior officials from the Finance, Estate, Building Control, and Law wings. It will present its recommendations to the CDA Board in the next meeting after reviewing all aspects, including the plot allotment process.

Nurses under probe for seeking Eid bonus
Following the decision to grant an additional basic salary to Capital Development Authority employees from Grade 1 to 16 on the occasion of Eidul Azha, the CDA Chairman has also approved a similar honorarium of one basic salary for all Muslim officers in Grade 17 and above. The decision will apply to contract and daily-wage employees as well, and an official notification has been issued in this regard. Furthermore, CDA Board members, who are on deputation appointments, will also be beneficiary of additional basic salary. Sources reveal that the additional salary payments for all CDA employees and officers on Eidul Azha will cost the authority approximately Rs365.5 million, with Rs235m allocated for employees in Grade 1-16 and Rs30m for officers in Grade 17 and above. It is reported that CDA has become especially lucrative for officers deputed from various departments, particularly board members. More notably, officers deputed to CDA are also allotted plots in Islamabad's D-Block sector after six months of service, despite CDA employees only being eligible for a plot after completing at least 10 years of service. Sources highlight that different eligibility standards exist for permanent CDA employees and those on deputation. This disparity makes CDA postings highly desirable among senior officers from other departments. A senior officer of the Capital Development Authority (CDA) shared an interesting office order, revealing that more than six nurses from Capital Hospital, serving in BS-17 to 19, visited the office of the Member Finance at CDA Headquarters two days ago. The nurses requested that, like employees from BS-1 to 15, they also be granted an additional basic salary as an Eid honorarium. However, instead of their request being considered, the nurses were accused of violating departmental discipline, and a formal departmental inquiry was ordered against them. This action was taken despite the fact that, prior to the issuance of the inquiry order, the CDA had already officially approved the honorarium for all officers in Grade 17 and above. Given this approval, even if the disciplinary action had any basis initially, the acceptance of the nurses' request rendered the inquiry unjustifiable and moot. The CDA Chairman could not be reached for his version despite repeated attempts.

Railways privatisation hits low-income commuters
In a latest development, Pakistan Railways has initiated the process of outsourcing 11 more trains, which will now operate under the Public-Private Partnership (PPP) model. Critics, however, have argued that the move overtly aimed at improving railway services might actually be a ticket to exclusion for the low-income passengers relying heavily on cheap modes of inter-city transportation. While railway officials claim that outsourcing will improve the quality of services, civil society representatives have expressed deep concerns over the move, which may lead to increased fares, creating difficulties for the underprivileged masses. It is worth noting that railway travel in Pakistan is still considered a popular mode of cheap transportation for the poor and middle-class groups. According to estimates, around 100,000 people travel daily by trains, mostly on major railway routes between Karachi and various cities in Punjab. A passenger, Muhabbat Ali, who frequently travelled from Larkana to Karachi on the Mohenjo-Daro Express, revealed that although various bus operators were operating on this route, he preferred traveling by train due to the reasonable fare and comparatively comfortable journey. Malik Tanveer Awan, a Karachi-based employee, revealed that he frequently travelled to Punjab by train. "While a slight fare increase may not affect salaried individuals, even a minor fare hike could seriously impact labourers who travel from Punjab to Karachi for work. Pakistan Railways should reserve some economy coaches on PPP trains with no fare hike, ensuring affordability for low-income passengers," requested Awan. According to sources of The Express Tribune, Pakistan Railways currently operates a total of 47 trains, of which 11 have already been outsourced, while 11 more are being offered for public-private operation. According to Pakistan Railways administration, the trains being outsourced include Bolan Mail (Karachi to Quetta), Hazara Express (Karachi to Havelian), Khushhal Khan Khattak Express (Karachi to Peshawar), Bahawal Din Zakariya Express (Karachi to Multan), Shalimar Express (Karachi to Lahore), Musa Pak Express (Dera Ghazi Khan to Lahore), Thal Express (Multan to Rawalpindi), Mehran Express (Karachi to Mirpurkhas), Mohenjo Daro Passenger (Kotri to Rohri) and Rawalpindi Express (Havelian to Rawalpindi). According to Zahid Farooq, an urban planning expert at the Urban Resource Centre (URC), trains are still a preferred mode of transportation for the labour class therefore, any increase in fares will disproportionately affect this segment. "Pakistan Railways' decision to hand over more trains to private operators will gradually reduce government control over railways. As a result, the government will not be able to provide relief to the public in the future by running special trains on holidays or reducing fares on special occasions. Therefore, handing over trains to private operators is not the correct way of improving the railways' services," said Farooq, while suggesting that the government may increase its railway revenue by reviving cargo services. Hamid Qureshi, Divisional Commercial Officer (DCO) of Pakistan Railways in Karachi, told The Express Tribune that under the PPP model, fare increases of more than 10 per cent were not permitted. "Therefore, only a minor fare increase may be expected, but in return, passenger services will be improved. PPP trains are equipped with water dispensers and Wi-Fi; amenities not commonly available in regular trains," claimed Qureshi.

Electric bus fares go up in capital
The Capital Development Authority (CDA) has increased the fares of electric buses in the federal capital. The increase in fares has been implemented formally from Sunday. According to sources, the fares of Orange, Green, Blue lines and electric buses have been revised from Rs50 to Rs100. The decision was taken due to some administrative and financial reasons. Around 90,000 passengers travel on these buses daily, sources said, adding that the CDA will soon introduce a new proposed policy of concession on fares in different categories. Under the proposed policy, separate packages will be given to office workers, students and senior citizens. The proposed concessional packages will be for people travelling on a daily, weekly, fortnightly and monthly basis and for those taking bus cards. Sources further said that work is underway on the proposed concessional packages. Notification of the proposed concessional packages will be issued soon. The authority has increased the fare from Rs50 to Rs100, which will be discounted under daily, weekly, fortnightly and monthly packages. CDA Chairman and Islamabad Chief Commissioner, Muhammad Ali Randhawa, has directed relevant authorities to ensure that comprehensive information, including the complete schedule, arrival, and departure times, of the electric buses operating in the capital is made available on Google Maps. The move aims to help residents conveniently plan their journeys from home.
