Nurses under probe for seeking Eid bonus
Following the decision to grant an additional basic salary to Capital Development Authority employees from Grade 1 to 16 on the occasion of Eidul Azha, the CDA Chairman has also approved a similar honorarium of one basic salary for all Muslim officers in Grade 17 and above. The decision will apply to contract and daily-wage employees as well, and an official notification has been issued in this regard. Furthermore, CDA Board members, who are on deputation appointments, will also be beneficiary of additional basic salary. Sources reveal that the additional salary payments for all CDA employees and officers on Eidul Azha will cost the authority approximately Rs365.5 million, with Rs235m allocated for employees in Grade 1-16 and Rs30m for officers in Grade 17 and above. It is reported that CDA has become especially lucrative for officers deputed from various departments, particularly board members. More notably, officers deputed to CDA are also allotted plots in Islamabad's D-Block sector after six months of service, despite CDA employees only being eligible for a plot after completing at least 10 years of service. Sources highlight that different eligibility standards exist for permanent CDA employees and those on deputation. This disparity makes CDA postings highly desirable among senior officers from other departments. A senior officer of the Capital Development Authority (CDA) shared an interesting office order, revealing that more than six nurses from Capital Hospital, serving in BS-17 to 19, visited the office of the Member Finance at CDA Headquarters two days ago. The nurses requested that, like employees from BS-1 to 15, they also be granted an additional basic salary as an Eid honorarium. However, instead of their request being considered, the nurses were accused of violating departmental discipline, and a formal departmental inquiry was ordered against them. This action was taken despite the fact that, prior to the issuance of the inquiry order, the CDA had already officially approved the honorarium for all officers in Grade 17 and above. Given this approval, even if the disciplinary action had any basis initially, the acceptance of the nurses' request rendered the inquiry unjustifiable and moot. The CDA Chairman could not be reached for his version despite repeated attempts.

Capital greenlights major uplift projects
The Capital Development Authority (CDA) Board, chaired by CDA Chairman Muhammad Ali Randhawa, has approved several key development initiatives during its meeting held on Wednesday at CDA Headquarters. Senior board members and relevant officers were in attendance. Among the approved projects is the uplift of the Diplomatic Enclave and the establishment of a new shopping centre in the area. The board also gave the green light to initiate development work in Margalla Enclave Phase-II under a Public-Private Partnership (PPP) model, in accordance with PPRA Rules Clause F-42. A revised layout plan for Sector C-13 was also approved. This plan aligns with the Islamabad Land Disposal Regulations (ILDR) 2005 and CDA policies. Under the new plan, land has been allocated for residential and commercial apartments, parking facilities, and public buildings in the sector. The board further approved the regularization of land adjacent to Plot No 29 in Sector I-8 Markaz in accordance with legal provisions. In a significant move, the CDA decided to identify and allocate land in various locations for cemeteries to serve different communities. The necessary changes will be made to layout plans to accommodate this decision. The board also approved a comprehensive strategy for the rehabilitation and activation of dysfunctional waterworks, tankers, and tube wells across various sectors of Islamabad. This includes developing a monitoring mechanism and ensuring timely electricity supply to these facilities. Additionally, the CDA Board approved the hiring of consultants for the establishment of a Child Protection Institute in Sector H-11/4 at the request of the Pakistan Museum of Natural History, under a government-to-government (G2G) initiative. Consultants will also be engaged for the renovation and expansion of the Pakistan Museum of Natural History and for completing the remaining infrastructure and construction work of the Police Academy in Sector H-11. In another decision, a four-member committee has been constituted under the leadership of the DG Law to examine matters related to a commercial plot in Sector F-7 Markaz. The committee comprises senior officials from the Finance, Estate, Building Control, and Law wings. It will present its recommendations to the CDA Board in the next meeting after reviewing all aspects, including the plot allotment process.

CDA greenlights road upgrades, audit
The Capital Development Authority (CDA) Board on Friday approved several projects, including conducting a third-party audit of all its projects to eliminate corruption, restoring and upgrading the IJ Principal Road's north service road, and the rehabilitation and expansion of the road from Kashmir Chowk to Faizabad Interchange along Murree Road. Additionally, approval was granted for the purchase of necessary equipment for establishing a GIS (Geographic Information System) laboratory in the Special Technology Wing, among other projects. The CDA Board also decided to cancel the allotments of government accommodations that were allocated to officers and other employees but have been unlawfully given to other individuals. The sixth meeting of the CDA Board, chaired by CDA Chairman and Chief Commissioner Muhammad Ali Randhawa, was held on Friday at the CDA Headquarters, with participation from board members and relevant officers. Several agenda items were discussed in detail and final decisions were made. One of the key decisions was to conduct a third-party audit of all CDA projects. The board emphasised that CDA is committed to transparency, quality standards, and merit. The board also approved the restoration and upgrading of the IJ Principal Road's North Service Road to ease commuting issues for citizens. Similarly, the rehabilitation and expansion of the road from Kashmir Chowk to Faizabad Interchange along Murree Road was also approved.

CDA green-lights key initiatives
ISLAMABAD: The CDA Board has decided to hire landscaping experts to further beautify Islamabad, along with the appointment of a Managing Director and three Directors for the Islamabad Water Agency. Additionally, the monthly rent for the petrol pump in Sector F-6 has been increased from Rs292,000 to Rs4.5 million, while the approval for hiring consultants for the restoration of the Parliament Lodges and Government Hostels has also been granted. On Friday, the third CDA Board meeting was held at the CDA Headquarters under the chairmanship of Chairman Muhammad Ali Randhawa, with the participation of all board members. Various agenda items were discussed during the meeting. The CDA Board approved the appointment of a Director of Finance to manage the financial affairs of CDA Hospital efficiently. It was also decided to implement the SAP (System, Applications, and Products in Data Processing) system for CDA's financial matters. In this regard, it was decided that the Government of Pakistan's accounting system, SAP, would be introduced for CDA's financial transactions. During the meeting, the Board approved a running contract for the provision of various kits in the Health Services Wing. The board was briefed that the monthly lease of the petrol pump in Sector F-6 has been raised from Rs292,000 to Rs4.5 million, with a 10% annual increase on the lease amount. Chairman Randhawa emphasised that data should be compiled for all assets under the administration wing. The board also decided to hire landscaping experts to beautify Islamabad further. Additionally, it was decided to hire a Managing Director and three Directors for the Islamabad Water Agency. Similarly, the recruitment of an Urban Developer and Carbon Credit Expert was also approved. The board decided to take action against officers and employees on deputation who had taken House Building Advances from CDA but had not made deductions. In this regard, it was decided to request the Establishment Division to take action against such officers. The meeting also decided that the last salary certificate of any deputation officer or employee would not be issued until they returned the advance taken from CDA. Chairman Randhawa stated that efforts would be made to facilitate CDA officers and employees in obtaining easy loans from other banks in addition to the house building and car advances provided by CDA. The CDA Board also approved the upgradation of the nursery located on Park Road and considered the proposal for establishing a Carbon Credit Centre within the nursery. Furthermore, the board approved the hiring of a Transaction Advisor for the Green Fortier Data Centre. The approval for e-payment gateways for the My Islamabad App was also granted. Lastly, the CDA Board authorised the hiring of consultants under section (F)42 for the restoration of the Parliament Lodges and Government Hostels.
