A message to Trump protesters in California: Put down the Mexican flags

As thousands of demonstrators take to the streets of Los Angeles protesting immigration enforcement operations, images of Mexican flags waving alongside burning cars and clashes with federal agents are once again dominating news coverage.
While the passion and commitment of these protesters are undeniable, they are making a critical strategic error that could undermine their cause and harm the very communities they seek to protect. They are ignoring an important lesson from history on how prominently displaying this flag can backfire with the broader public.
More than 30 years ago, Californians were facing intense economic insecurity as the state was crawling out of a recession amid a dramatic influx of immigrants, trends eerily similar to today. It led to a public backlash against immigration led by then-Gov. Pete Wilson.
The political centerpiece of the movement in 1994 was Proposition 187. The measure called for denying public services to undocumented immigrants.
Latino students and activists organized massive protests across the state. Like today's demonstrations, these protests featured prominent displays of Mexican flags. One demonstration at Los Angeles City Hall drew an estimated 70,000 protesters, one of the largest protests in city history.
But it only served to inflame a distressed public. Proposition 187 passed decisively with 59% of the vote. Post-election analysis revealed that the Mexican flag imagery had become a powerful weapon in the hands of the measure's supporters.
Harold Ezell, the former Immigration and Naturalization Service Director who helped author Prop. 187, later declared that the 'biggest mistake the opposition made was waving those green and white flags with the snake on it. They should have been waving the American flag.'
Technically, opponents of the measure eventually would win. Courts ruled that Prop. 187 was unconstitutional. But the political damage for supporters of immigrants would extend far beyond that single election.
Prop. 187's passage, aided by the visual narrative of foreign flags at protests, helped transform California politics for a generation—but not necessarily in the way protesters intended. While an entirely new generation of Latino political activism was stirred by the heated passion of that campaign, so too was an anti-immigrant fervor that consumed California politics for a generation.
Rather than just building sympathy for immigrants and a show of ethnic solidarity when the community was under attack, the imagery reinforced opponents' framing of immigration as a question of national loyalty rather than human and constitutional rights.
Today, protesters in Los Angeles risk repeating this strategic blunder.
The Mexican flag being waved amid destruction, violent interaction with law enforcement, and burning vehicles allows opponents to shift the narrative away from legitimate concerns about immigration enforcement tactics and toward questions of patriotism, lawlessness, and national identity.
It transforms what should be a debate about American constitutional rights and due process into a conversation about foreign loyalty and cultural assimilation. It highlights division and, at least optically, prioritizes foreign loyalty over American loyalty.
This messaging problem is particularly acute given how Latino political attitudes have evolved since 1994.
Research shows that today's Latino voters, especially younger generations, are increasingly assimilated and respond differently to ethnic appeals than their predecessors. Millennial and Generation Z Latinos are more motivated by intersectional movements that promote equality for all Americans rather than country-of-origin symbolism.
For these assimilated voters, substantive policy discussions prove more influential than ethnic appeals tied to ancestral homelands. Pew Research Center shows that more than half of all Hispanics view themselves as 'typical Americans.' That number grows to 80 percent in younger Latinos.
The Mexican flag imagery also alienates more than just Latinos. It also turns off potential allies who should be natural coalition partners. The 1994 protests should have included not just Latinos but also far more whites, Asian Americans, and African Americans who opposed Prop. 187 on civil rights grounds.
In the end, Prop. 187 lost only among Latinos but was supported by white, Black, and Asian voters due, at least in some part, to the ethnic polarization Latino activists were imparting to rally their communities. Similarly, today's immigration enforcement concerns affect diverse communities across Los Angeles.
But when protests are visually dominated by Mexican flags, these broader coalitions understandably feel excluded from what should be an American civil rights movement. Perhaps most damaging, the flag imagery provides opponents with exactly the ammunition they need to dismiss legitimate grievances.
This is how immigration activists lose the message to Donald Trump.
Using the flag of a foreign nation undermines the moral high ground of this position. Moreover, it cedes the American flag to the rising extremism we're witnessing on the American right.
Latinos are Americans concerned about American issues like economic opportunity, public safety, and constitutional rights.
Treating them as a monolithic bloc defined by ancestral nationality not only misreads their political priorities but also reinforces stereotypes that opponents can exploit.
Put away the Mexican flags.
Embrace American symbols and American values. Frame the debate in terms of constitutional rights and due process rather than ethnic identity. The stakes are too high, and the lessons of history too clear, to repeat the strategic errors that helped doom the fight against Prop. 187. American protesters fighting for American rights should carry American flags.

Mexico Bets on Two Major Shale Plays to Break Free from Debt Spiral

Mexico is betting on 'complex geology' development to reverse the fortunes of its state-owned oil and gas giant Pemex, which has been struggling with declining production and enormous debts in recent years. A return to unconventional exploration could be a boon to the Mexican firm's production and profits and to the state's finances. New Mexican president Claudia Sheinbaum is open to shale resource development, unlike her predecessor Andrés Manuel López Obrador, who had cancelled previous contracts and ruled out fracking during his term in office between 2018 and this month, Mexico and Pemex unveiled a 10-year plan to reverse a years-long decline in oil and gas production by tapping more unconventional resources through fracking, in a U-turn in energy policy. Petroleos Mexicanos, or Pemex, the world's most indebted energy firm, has seen declines in its output in recent years as old shallow-water conventional fields the government and its state-controlled energy giant want to revitalize production via fracking. In the late 2010s, then-President Enrique Peña Nieto sought to open shale basins, including the Burgos Basin, a shale-rich basin in northeastern Mexico, for natural gas exploration and development by private companies. But Peña Nieto's successor, López Obrador, cancelled the contracts. Now Sheinbaum has agreed to give the green light to increased fracking despite a campaign pledge last year that she would not allow it. Mexico's Energy Department, the Treasury Department, and Pemex unveiled in early August a ten-year strategic plan—a strategy aimed at energy sovereignty and attracting private investment, if it is aligned with the national interest. The key parts of the plan include financial instruments to reduce Pemex's huge debt and accounts payable to suppliers, as well as an Investment Fund for Pemex to help it fund investments in exploration and production. A revival of ambitions to tap unconventional resources is a major part of the strategy in operations in the new plan through 2035. Two unconventional formations could launch a true shale revolution in Mexico. These are the Pimienta and the Eagle Ford plays, according to analysts at Wood Mackenzie. The two shale formations could yield more than 250,000 barrels per day (bpd) of liquids and 500 mmcfd of gas production capacity by the early 2030s. They have the potential to become Mexico's first tight oil and gas plays. Pimienta and Eagle Ford have known geology, and each of them could deliver both oil and gas, WoodMac the potential is there, the investment needed to tap it is not. And it is not certain that the funds would be there for a revival of the shale development. 'The strategy needs major capital investment and international operators working under profitable contract terms,' Ismael Hernandez, Research Associate at Wood Mackenzie, says. 'However, it's encouraging that the government and Pemex leadership are tackling natural gas production challenges by promoting development of the nation's extensive unexploited unconventional reserves.' Mexico has an estimated 545 Tcf of technically recoverable shale gas resources, the sixth largest in the world, per U.S. government data. Pemex carried out shale exploration activities in the past, with only partial success, said Marcos Bernabe, Research Associate at Wood Mackenzie. 'Collaboration with international operators can significantly enhance horizontal drilling, multi-stage fracturing, field development optimization and environmental management,' Bernabe added. International operators are likely to wait and see what the so-called Investment Fund for Pemex will look like. The fund is intended to boost confidence in the private sector by enabling Pemex to meet supplier obligations incurred in 2025 and to finance upstream investments, Moody's Ratings said on Monday. The rating agency has placed the Pemex ratings under review for a potential upgrade by up to two notches, following the presentation of the 2025-2035 strategic plan. Under President Sheinbaum, Mexico and Pemex would be more open to private partnerships. It's uncertain, however, whether the country could offer attractive enough terms to the international firms interested in cooperating with Pemex in both conventional and unconventional resource development. Mexico's new so-called association model involves 21 announced projects structured as mixed contracts where Pemex maintains at least 40% participation while partnering with private operators. No projects have launched under this scheme yet, and the absence of competitive bidding rounds raises transparency concerns about the selection process, according to WoodMac. 'Our analysis suggests that to optimize production, most of these projects must either initiate production or launch secondary recovery programs without delay,' said Sergio de la Cruz, Research Associate at Wood Mackenzie. The Pimienta and Eagle Ford shale formations have the potential to significantly contribute to achieving Pemex's targets to reverse output decline and boost oil and gas production, the energy consultancy reckons. 'However, unconventional production is still in its initial pilot phase. Reaching commercial viability will take years to develop the required specialized supply networks and recruit experienced unconventional operators,' WoodMac noted. Former champion boxer Julio Cesar Chavez Jr. has been detained in Mexico after deportation by the United States to face shock charges of involvement with a drug cartel, Mexican authorities said Tuesday. The son of boxing icon Julio Cesar Chavez stands accused of serving as a henchman for the powerful Sinaloa drug cartel, which Washington designated a foreign terrorist organization this year, and of trafficking firearms and explosives. Acccording to Mexican media, which claim to have had access to the case files, Chavez, 39, was allegedly a "hitman" used to punish members of the cartel. "He hangs them (and) grabs them like a punching bag," the Reforma newspaper reported, citing testimony in the prosecutor's documents. The Attorney General's Office has withheld details of the indictment. Chavez was handed over Monday and transferred to a prison in Mexico's northwest Sonora state, according to information on the country's National Detention Registry. "He was deported," President Claudia Sheinbaum told reporters, adding there was an active arrest warrant for him in Mexico. US authorities arrested Chavez in July for being in the United States illegally. They also said he was wanted in Mexico for alleged ties to the Sinaloa cartel, one of six Mexican drug trafficking groups designated as terrorist organizations by the United States. The Department of Homeland Security (DHS), which oversees US immigration enforcement, said Chavez had entered the United States legally in 2023 on a tourist visa that was valid until February 2024. He applied for permanent residency in April, 2024 "based on his marriage to a US citizen, who is connected to the Sinaloa Cartel through a prior relationship with the now-deceased son of the infamous cartel leader Joaquin 'El Chapo' Guzman," DHS said in its July 3 arrest announcement. His extradition comes as US President Donald Trump cracks down on immigrants as part of a promise to deport millions of people. - Boxing legacy - Chavez's arrest by Immigration and Customs Enforcement (ICE) agents in Los Angeles occured four days after his lopsided loss to YouTuber-turned-boxer Jake Paul before a sell-out crowd in California. Once a top-rated boxer, Chavez won the WBC middleweight world title in 2011 and successfully defended it three times. But his career has also included multiple suspensions and fines for failed drug tests. Homeland Security said that in addition to the active warrant in Mexico, Chavez had criminal convictions in the United States, including for possession of an assault weapon, in January 2024 in Los Angeles. The Los Angeles Times reported at the time that police said they had found Chavez in possession of two AR-style hard-to-trace "ghost" rifles. DHS in its announcement had expressed astonishment that the administration of Trump's predecessor Joe Biden had not prioritized Chavez's deportation. "Under President Trump, no one is above the law -- including world-famous athletes," DHS Assistant Secretary Tricia McLaughlin said in the announcement. After his US arrest, the boxer's defense team sought to prevent his prosecution in Mexico by filing multiple legal appeals, which were rejected by the Mexican courts.
