Plea in High Court Alleges ‘Edu Scam' Over Urdu School's Transfer

Nagpur: A writ petition was filed in the Nagpur bench of Bombay high court challenging the transfer of Aarefa Urdu Primary School from Khajanagar in Amravati district to Hatrun in Akola district.

The petition alleges a 'deep-rooted educational scam' involving forged documents, misleading inquiry reports, and official lapses.
Justice Pravin Patil, hearing the matter on Wednesday, issued notices to the Maharashtra govt and other respondents, directing them to file their replies before June 24.
The petition, moved by SK Sibghatullah Jagirdar, president of the Nagrik Sewa Sanstha, along with two other office-bearers of the same society, claims that the Saba Minorities Educational and Welfare Society, and Beacon Minority Education Welfare Society fraudulently orchestrated the transfer by fabricating documents and misleading the education department.
According to the petitioners, the state education department's transfer order, dated September 27, 2024, violated govt resolutions issued on July 28, 2021, and July 2, 2013, which restrict school transfers to a distance of no more than 20km to avoid unhealthy competition. The newly assigned location of the school in Hatrun is 122km from Khajanagar, the plea states.
The petitioners also allege that the rent agreement submitted by the respondent societies falsely claimed the existence of a school building on survey number 124 in Hatrun.
"No building exists at the claimed site, and official reports were manipulated to justify this transfer," the plea contends.
The petition highlights that Hatrun already has several established Urdu and Marathi medium schools, including the 70-year-old Zilla Parishad Urdu Primary School. It argues that the transfer not only violates state policy but also disrupts established educational institutions and violates the constitutional right to free and fair education.

The petitioners have urged the court to order a judicial probe into the alleged fraud, disciplinary action against those responsible, and the cancellation of the disputed transfer order. They have also sought the appointment of a commissioner to physically verify the existence of the purported school building in Hatrun.
Further concerns have been raised in the plea about Iqra English School and Junior College, run by the same respondent societies, which reportedly received approval in 2019 despite not meeting mandatory conditions.

With only a week left for the new academic year to begin, schools across Maharashtra continue to complain about confusion over the state's three-language policy. Despite verbal assurances from School Education Minister Dada Bhuse that the policy has been put on hold, there is lack of a formal written order in this regard, which according to schools has caused chaos ahead of the new academic year. As many as 23 educational institutions and associations have come together and submitted a letter to the Maharashtra School Education minister Dada Bhuse, urging for a written order to end the confusion. The letter dated June 8, also demands cancellation of plans to introduce basic military education from grade 1 in government-run schools, announced by Bhuse, earlier this month. 'In Maharashtra, there has been unrest over the introduction of three-languages from Class 1, particularly the decision to mandate Hindi. While the Hindi mandate was officially revoked, there is no formal order by government on whether or not the third language will be introduced in Class 1 from academic year 2025-26, as declared earlier,' stated the letter which further adds that amidst this chaos over introduction of third-language at this young age, the recent announcement to introduce basic military education from Grade 1 has caused further stress for schools. In April, the state education department issued a government resolution (GR) mandating Hindi as a compulsory third language from Class 1 in Marathi and English medium schools under the Maharashtra State Board. Following a political backlash, with opponents questioning the imposition of Hindi on non-Hindi speaking students, the Hindi mandate was withdrawn immediately. The government, however, insisted on continuing with three-languages then. Though Bhuse later clarified in a media interaction in late May that the implementation of the three-language policy was on hold, no official circular has been issued in this regard as yet. Sushil Shejule, Coordinator of the Marathi School Management Association, who is leading the collective of associations which sent the letter, said, 'Introducing additional languages at such an early stage is not supported by child development experts. Furthermore, with young children not yet capable of understanding concepts like the nation, military responsibilities etc., introduction of military education from Grade 1 sparks a question if it is a step towards turning the country into a militarized regime. Educational decisions, especially those involving curriculum and values, must be taken with expert consultation.'

Mumbai: While the possibility of a Thackeray family reunion has already sparked intense speculation across Maharashtra's political circles, buzz is growing about a possible patch-up between another powerful political family, two years after they split. As the two factions of the Nationalist Congress Party are gearing up to celebrate the party's 26th foundation year, talks about a potential merger between the two sides have resurfaced after recent statements by leaders from both camps. A senior NCP (Ajit Pawar) MLC and close aide, Amol Mitkari, recently stirred the pot by saying, "If Pandurang has a will, the two siblings (Ajit Pawar and Supriya Sule) would come together before the Ashadi Ekadashi (July 6)." This isn't the first such statement. It was, in fact, NCP (SP) chief Sharad Pawar who first floated the idea. "There are two views in the party. One is that we reunite with Ajit, while the other says we should not go with the BJP, directly or indirectly," said the four-time Chief Minister of Maharashtra. He even added that the final decision on the reunion would be taken by his daughter, MP Supriya Sule. Since the interview, leaders from both sides have carefully avoided giving direct answers, but none have denied the possibility altogether. In her recent media interaction, Baramati MP Supriya Sule praised the senior leadership while reflecting on the party's legacy: "NCP was created by Sharad Pawar. A lot of people have contributed heavily to this party - even those who are in a different party today." Meanwhile, the faction led by Maharashtra Deputy Chief Minister Ajit Pawar has publicly stated that this matter would only be taken up if and when an official proposal is received from the other side. Uncertain Future, High Political Stakes As the two major factions weigh the prospect of reuniting, it could significantly reshape the political narrative in Maharashtra. Sources suggest that the MNS-UBT alliance rumours might be strategically floated by the BJP to distance Uddhav Thackeray's faction from its allies in the Maha Vikas Aghadi, a possible attempt to corner them before the upcoming civic polls. If the Thackeray brothers do come together, it will pose a serious challenge to Eknath Shinde, who currently dominates the Marathi vote base in the Mumbai Metropolitan Region. As for the Pawar reunion, the real uncertainty lies in what form the alliance would take, especially since one faction is in power and the other in the opposition. The eight MPs aligned with NCP(SP) are also being seen as a crucial factor-possibly a lever for the BJP to draw the senior Pawar's party closer. As of now, the factions have said they will hold separate Foundation Day gatherings on June 10. Both sides, however, have chosen Pune - the home turf of the Pawar family - for the event. While Sharad Pawar will address workers and office-bearers of the opposition party at the function in the morning, Ajit Pawar will participate in a Foundation Day programme of his faction the same evening in Pune. Ajit Pawar split the NCP into two after he walked out with a majority of party legislators, and joined the ruling BJP-Shiv Sena combine and became a deputy chief minister in 2023. In the 2024 assembly polls, the BJP-led Mahayuti retained power, and Ajit Pawar joined the cabinet of Chief Minister Devendra Fadnavis as his second deputy.
