Sabah water dept advises UMS to enhance its water pumping system
PETALING JAYA : The Sabah water department has urged Universiti Malaysia Sabah to enhance its water pumping system following prolonged water supply disruptions on campus.
The department's director, Chee Chun Chieh, said the R13 tank located on campus is able to supply more than the five million litres a day needed by the university.
'If the current pumps are no longer able to meet demand, UMS should replace them with higher-capacity or more efficient units to fulfil its water needs,' he said in a statement.
Earlier today, FMT reported that a federal deputy minister had blamed the prolonged water disruptions at UMS on the existing tube well, which he says can only supply one million litres of water daily.
Deputy higher education minister Mustapha Sakmud said the campus needs five million litres a day.
He said he had asked chief minister Hajiji Noor to order the Sabah water department to ensure that water supply to the campus remains uninterrupted.
Mustapha said the state government is expediting the construction of a pipe from the water treatment plant in Telibong to meet the demands of the increasing number of consumers.
He said the pipe should be a long-term solution to UMS's water woes. However, he said, the construction of the pipe is progressing slowly due to the construction of the Pan Borneo Highway.
The Sabah chapter of the National Consumer Foundation Malaysia had previously expressed concern over the water supply disruptions at UMS, saying it reflected poorly on the state's ability to provide basic utilities to vital institutions.

The trial, to be presided over by sessions court judge Rosli Ahmad, is also fixed for Tuesday and Wednesday. On Sept 2, 2022, then sessions court judge Rozina Ayob ordered Bung and his wife, Zizie Izette Abdul Samad, to enter their defence after ruling that the prosecution had established a prima facie case against them. Zizie is charged with abetting her husband. The High Court acquitted them of the charges following a revision application after it ruled that Rozina had erred in calling them to answer the charges. Last year, the Court of Appeal allowed the prosecution's appeal to order the couple to enter the defence, saying that the revision application was premature. Three months ago, Bung and Zizie failed to set aside the appellate court's decision. Bung, the non-executive chairman of Felcra at the time, was charged with two counts of receiving bribes of RM2.2 million and RM262,500 as an inducement to obtain Felcra's approval to invest RM150 million in Public Mutual unit trusts. He is alleged to have accepted bribes from Norhaili Madhi, a Public Mutual investment agent, through Zizie. He was also charged with receiving a bribe of RM337,500 from Norhaili under Zizie's name at the same location on June 19, 2015. Zizie faces three charges of abetting Bung in the commission of the alleged offences. Lawyer K Kumaraendran is appearing for Zizie, while deputy public prosecutors Law Chin How and Fadhly Zamry are representing the prosecution.

Court to hear MCMC's contempt bid against Telegram on Sept 24
The Malaysian Communications and Multimedia Commission obtained an interim injunction order against Telegram from the Kuala Lumpur High Court on July 13. KUALA LUMPUR : The High Court here will hear the Malaysian Communications and Multimedia Commission's application to initiate contempt proceedings against Telegram on Sept 24. Justice Mahazan Mat Taib fixed the date after Daniel Bock, the lawyer representing Telegram, informed the court they needed 14 days to file a reply. Both MCMC, represented by lawyer SN Nair, and Telegram were ordered to file their submissions by Sept 19. The court also set Sept 11 to deliver its decision on MCMC's separate bid for a full injunction against Telegram. The contempt bid, filed yesterday, alleges that the messaging platform failed to comply with one of the terms of an ex parte injunction granted on July 17. On June 19, MCMC announced it had sued Telegram and two of its channels – Edisi Siasat and Edisi Khas – for allegedly spreading harmful content that could erode trust in public institutions and threaten social order. Edisi Siasat and Edisi Khas are anonymous channels known for publishing whistleblower-style allegations, particularly targeting public institutions and enforcement agencies. Despite being unofficial, their posts often gain traction and trigger public debates.

Civil servants to get rewards for earning a degree

(Bernama pic) PUTRAJAYA : Prime Minister Anwar Ibrahim announced several new initiatives today to strengthen the civil service, including improvements to the service scheme of the Malaysian armed forces, financial incentives under the academic recognition awards and allocations to strengthen Intan, the national institute of public administration. He said the measures are in line with the government's commitment to improving the efficiency, professionalism, and welfare of civil servants at all levels, thereby ensuring that the national development agenda can be implemented more effectively. For the armed forces, a performance-based incentive scheme will be extended to those holding the ranks of sergeant and staff sergeant, with the qualifying period reduced from six years to four years, benefitting 3,789 personnel. Anwar said the government has allocated RM75 million to provide a one-off financial incentive to civil servants who complete higher education at their own expense during their service. The incentive amounts are set at RM1,250 for a doctorate, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualification. In addition, the prime minister said RM3 million has been allocated to strengthen Intan's role as a reference centre for public service excellence. Anwar's announcement was made at a gathering of civil servants today, involving about 30,000 members of the public services who were present in person as well as by virtual attendance. Cuepacs, the federation of public service unions, thanked Anwar for the new incentives, such as the relaxation of haj pilgrimage requirements for civil servants who have not yet been confirmed in their positions. Its president, Adnan Mat, also commended the government for extending the lifelong learning programme until 2026, and the provision of one-off academic recognition rewards ranging from RM500 to RM1,250 for those who have completed their studies independently, without government funding. Commenting on the prime minister's call for civil servants to embrace change or risk falling behind, Adnan said civil servants must be proactive in embracing change. 'If we don't change, we risk being left behind. The old mindset of working in comfort and complacency must be replaced with a culture of continuous transformation,' he said.
