WASHINGTON, D.C. - Gov. JB Pritzker is set to testify before a U.S. House committee on Thursday morning about the state's "sanctuary" laws aimed at limiting local law enforcement cooperation with federal immigration enforcement.
Pritzker, along with fellow Democratic governors Tim Walz of Minnesota and Kathy Hochul of New York, appeared in front of the House Committee on Oversight and Government Reform.

9:34 a.m. - Pritzker addresses the busloads of migrants that Gov. Greg Abbott of Texas sent to Chicago starting in August 2022.
"Illinois chose a different path. Faced with a humanitarian crisis, our state made sure children and families did not go hungry or freeze to death," Pritzker said.
9:30 a.m. - Pritzker begins opening remarks: "I have seen firsthand how states have had to shoulder the consequences of a broken immigration system. I'm proud of how we've responded....safe and compassionate immigration policies I believe are vital."
Pritzker then recounted his family history, the arrival of his great-grandfather escaping pogroms and coming to Chicago. It feels like Pritzker might utilize this moment to introduce himself to a national audience who might not be familiar with him.

The political context of these hearings is inescapable: Chairman Comer is running as a Republican for Governor of Kentucky. Donald is running in Florida. Pritzker and Walz may be running for president. There will be fundraising pitches based upon the content today.
9:15 a.m. - Rep. Stephen Lynch (D-Mass.) follows Chairman Comer, condemning the Trump administration's mass deportation policies.
Lynch used his opening remarks to tie the hearing to the "militarization of American cities" under Trump and the administration's deportation of young U.S. citizens with undocumented parents.
9:07 a.m. - Hearing begins as House Oversight Committee Chairman James Comer opens the meeting with opening statements on "dangerous sanctuary policies."
"Let me clear, sanctuary policies don't protect Americans. They protect criminal illegals," Comer said.
8:56 a.m. - Pritzker has entered the building.

8:25 a.m. - Pritzker's office released his planned remarks hours ahead of the hearing. Among his talking points, Pritzker highlighted how Illinois mobilized quickly to offer shelter, food and services to over 50,000 migrants sent from the southern border without warning.
Pritzker blamed both parties in Congress and the federal government for their failure to act.
He also said that Illinois cooperates with federal authorities on criminal matters but won't misuse state resources for immigration enforcement that doesn't serve public safety.
8:12 a.m. - We are less than an hour away from the opening gavel. Pritzker, Walz and Hochul are expected to kick off the hearing with planned opening remarks.
FOX 32's Paris Schutz laid out what he expects to hear from Pritzker's testimony.
Hours ahead of the hearing, Pritzker released his planned opening remarks, which touched on how Illinois is handling the influx of immigrants and prioritizing public safety.

What we know
The governor has said he believes some GOP members want to question him "for a dog-and-pony show" and who "simply want to grandstand in front of the cameras."
He added, "I'm going there in a serious matter to give them my views about how we're managing through a problem that's been created for the state by the federal government."
In a statement, Committee Chairman James Comer (R-Kentucky) said, "The governors of these states must explain why they are prioritizing the protection of criminal illegal aliens over the safety of U.S. citizens, and they must be held accountable."
Back in March, the same committee hosted Chicago Mayor Brandon Johnson, along with the mayors of Boston, Denver, and New York, to testify about the city's sanctuary policies.
The national spotlight could also serve as a chance for Pritzker to further cement his status as a top potential contender for the Democratic nomination for president in 2028. The 60-year-old has not yet said if he'll run for re-election to the governorship in 2026.
Pritzker has been garnering national headlines from calling out "do nothing Democrats" during a speech in New Hampshire, a key primary state, to appearing on late night talk shows.
The governor, who is worth $3.7 billion per Forbes, is seen as a top contender for his party's nomination in 2028.
He boasts a long list of progressive accomplishments in Illinois since he first took office in 2019, including codifying abortion rights, banning assault weapons, a big infrastructure funding plan, the legalization of recreational marijuana, and stabilizing the state's notoriously shaky finances.

In 2017, Illinois enacted the TRUST Act under Republican Gov. Bruce Rauner.
The law bans local police from complying with federal requests to detain or arrest a person in the country illegally, unless ordered by a judge.
Local law enforcement also cannot stop, search, or arrest anyone based solely on their immigration or citizenship status.
In 2021, the state legislature passed laws expanding protections for immigrants in Illinois.
The updated laws required local officials to end partnerships with ICE to detain immigrants. Lawmakers also prohibited officials from inquiring about the citizenship or immigration status of an individual in custody, unless they're presented with a federal criminal warrant.
Among other measures, the state legislature also required state and local law enforcement agencies to report requests from the U.S. Department of Homeland Security.
Despite the moves to protect migrants from potential arrests and deportations, Republicans have criticized the policies.
U.S. Rep. Mary Miller, a Republican who represents much of the rural cental parts of the state, called on local sheriffs earlier this year to defy the state's sanctuary laws. She said such policies have turned Illinois into a "cesspool of crime and drugs."

Five things to know about Israel's attack on Iran There are still a lot more questions than answers after this strike, as both sides continue to warn the other about continued attacks and retaliatory attacks, but one Cedarville University professor says any harm coming to U.S. soil is still relatively low. 'Tensions have really been rising between the two, especially in recent years,' said Dr. Glen Duerr, Cedarville University professor of international studies. Israel and Iran have been exchanging strikes over the past 24 hours, all centered around Iran's growth in nuclear weaponry. 'It must be at a point where Mossad, the roughly equivalent of Israel's CIA, said that Iran is a danger,' said Duerr. 'They're getting to a breakout point, where they need to act.' Duerr says a lot escalated following the October 2023 Hamas attack on Israel. 'Especially after October 7, 2023, when Israel's territory was attacked, and notably, as well, Iran for the first time directly attacked Israel via drone in April and then again in October of 2024,' said Duerr. Concerns have been raised as to if the U.S. could see an attack of this scale, or even a cybersecurity attack — especially towards prominent military locations like Wright-Patterson Air Force Base. But Dr. Duerr doesn't see that happening. 'It's certainly possible, but not likely. I think the target is Israel, although the Israeli and American defense industries are very, very closely coordinated, including in this area around Wright-Patterson Air Force Base,' said Duerr. 'Certainly Iran could target the United States in terms of a cyberattack, but it's the timing doesn't make an awful lot of sense.' How Trump's Africa strategy may become a double-edged sword

With US President Donald Trump on a cost-cutting warpath since starting his second term, aid to Africa has been slashed and now defence spending is in his sights - but could these approaches cost more in the long run? The phrase his administration presses on Europe to assume more of the costs of its own defence is "burden sharing". This is the challenge that Washington is now throwing down to African armies too - and they are far less comfortably resourced to take it on. Moreover, having paid dearly in lives and money, in the struggle to hold back the spreading reach of jihadist armed groups across the Sahel, the Lake Chad basin and Somalia over recent years, they could be forgiven for feeling that they already carry much of the burden - and for the sake not just of their own continent but the wider international community too. Benin, which has lost more than 80 soldiers in jihadist attacks since the start of the year, is just one example. "The epicentre of terrorism on the globe" is how the Sahel was described a few days ago by Gen Michael Langley, who as head of US Africa Command (Africom) oversees the American military presence south of the Sahara. In briefings and interviews over the past few weeks, he has graphically outlined the threat that jihadist groups will present if their push southward towards the Gulf of Guinea succeeds. "One of the terrorists' new objectives is gaining access to West African coasts. If they secure access to the coastline, they can finance their operations through smuggling, human trafficking and arms trading. This not only puts African nations at risk but also raises the chance of threats reaching US shores." Gen Langley has admitted that the current upsurge in militant attacks is "deeply concerning". Yet he has also repeatedly hammered home a core message: the US is minded to rein back its own sub-Saharan military operations, leaving local armies to take on more of the defence burden. Some 6,500 personnel are currently deployed in Africa by the US military and a 2019 list published by Africom mentioned 13 "enduring" American bases across the continent and a further 17 more temporary facilities. But some of these installations, including the purpose-built drone base at Agadez in Niger, have already been shut down, in particular after military juntas seized power in Niger, Mali and Burkina Faso since 2020. And it now looks as if the once-ambitious American operational footprint will be pruned back quite a lot more. Perhaps we will see more air power deployed from offshore to hit militant targets - Gen Langley says there have been 25 strikes in Somalia this year, double the 2024 total - but a much thinner permanent on-the-ground military presence. "Some things that we used to do, we may not do anymore," he recently told a conference in Kenya's capital, Nairobi, that brought together chiefs of defence staff and other senior officers from 37 countries. "Our aim is not to serve as a permanent crutch, but to achieve US security objectives that overlap with our partners. We should be able to help African nations build the self-reliance they need to independently confront terrorism and insurgencies." In the bluntness of his language Gen Langley reflects the stark change of outlook and policy that has come from January's change of power at the White House. "We have set our priorities now - protecting the homeland." What matters to the no-longer-so-new Trump II administration, the general made clear in a Pentagon publication last week, is fighting terrorists - particularly those who might attack the US. Other priorities are countering the spread of Chinese military influence across Africa and protecting freedom of maritime navigation through key trade choke points such as the Strait of Gibraltar and the Mediterranean, the Suez Canal and the Bab el-Mandab Strait at the southern end of the Red Sea. In some respects, the focus on training and capacity building that Gen Langley now expounds is not so very different from the approach of previous American administrations, Republican as well as Democrat. He lauds the National Guard State Partnership Program, through which individual US states have been helping to build the capacity of government security forces across Africa and other parts of the world - for the past three decades. France too is pursuing this approach, with the closure of bases in Chad and Senegal, while those in Ivory Coast and Gabon have been handed over to their governments, with only small French training teams left behind to work alongside African colleagues. However, in other respects, the Trump administration's Africa strategy represents a drastic shrinkage in outlook and - critics might argue - a conscious retreat from addressing the factors that drive instability, conflict and terrorism, particularly in the Sahel, which is among the poorest regions on the planet. For under President Joe Biden the US looked far beyond the military realm alone in its efforts to counter the both the growing reach of jihadist groups and other sources of violence. And Gen Langley, as Africom chief, was an articulate exponent of this much broader thinking. Only last year, in an interview with the Associated Press news agency, he outlined what he described as a "whole of government" response to the proliferation of conflict, stressing the importance of good governance and action to tackle the fragilities of African states and the impacts of desertification, crop failure and environmental change. This approach openly recognised that recruitment by armed groups and the spread of violence is fuelled not only by jihadist ideology, but also by a host of social and economic factors, including the stresses now afflicting farming and pastoralist livelihoods. Gen Langley himself does not seem to have abandoned this analysis, recently noting how Ivory Coast had countered the jihadist threat to its northern border areas by complementing security force deployments with development projects. He could equally have pointed to the success of a similar approach pursued by the president of Niger, Mohamed Bazoum, before he was deposed in the July 2023 coup. But of course, these days Africom must operate within the context of a US foreign policy radically reshaped under Trump. There are even rumours that it could be downgraded to become a subsidiary of the US command in Europe and Gen Langley suggests African governments should tell Washington what they thought of this idea. Already the separate Africa unit at the radically slimmed down National Security Council at the White House is reportedly being wound up and integrated into the Middle East-North Africa section. Its director, Gen Jami Shawley, an Africa specialist appointed to the role only in March, has now been assigned to more general strategic functions. Addressing Congress this week, Gen Langley warned about China's and Russia's African ambitions: Beijing's agility at capitalising on the US's absence and Moscow's ability to seize military opportunities created by chaos and instability. Given these concerns, some might wonder if the general is discreetly signally his doubts about a slimmed down Africa strategy. Meanwhile, under the "efficiency drive" led, until recently, by tech billionaire Elon Musk, the American government's main international development agencies, USAID and the Millennium Challenge Corporation, have been effectively shut down. The spine of the new US economic engagement with Africa is now private sector trade and investment. But business generally needs to operate in a stable and secure context - which Africa's most fragile and violence-prone regions cannot offer. And in winding up the American development agencies, the Trump administration has stepped aside from funding the rural projects and social programmes that sought to address land and water pressures and lack of economic opportunity, the key drivers of conflict - and the jihadist groups' recruitment of frustrated rural young people. For the fragile regions that are the main sources of jihadist violence the US response is reduced to the purely military, and now it is seeking to shift even most of that on to the shoulders of African states that already struggle to respond adequately to a plethora of challenges and responsibilities. Secret Service Followed Protocol in Padilla Incident

California Sen. Alex Padilla is getting plenty of mileage out of his scuffle with the Secret Service and federal authorities in Los Angeles Thursday. Padillas Senate and campaign accounts posted a total of seven outraged videos in the first 24 hours after the altercation. Viral videos of the incident show a Secret Service agent dragging a fuming Padilla out of a press conference with Homeland Security Secretary Kristi Noem, and he identifies himself as a senator only as hes being pushed out the door. The agent then forces Padilla to the ground, while two agents handcuff him. Padilla, however, wasnt arrested. Within the hour, agents released him with no charges. Dozens of Democratic members of Congress then jumped to Padillas defense, denouncing the action while casting the Secret Service and FBI agents involved as an extension of what they labeled as President Trumps totalitarian police state. Sen. Schumer called the Secret Services use of force "cruel and unacceptable." "This was a deliberate attempt to intimidate an elected official whose only offense is standing up for the voiceless," Schumer said. "But its not just about Sen. Padilla, its about every person who dares to speak truth to power." Republicans and conservative commentators countered that it was all a big publicity stunt and noted that a Padilla staffer filmed the tussle and then quickly distributed it to the media in the room. "Sen. Padilla didnt want answers - he wanted airtime," Rep. Byron Donalds said on Fox News Thursday night. "Shoving past security for a viral moment is a stunt, not leadership. If he cared about solutions, hed have asked for a meeting. But like most Democrats, he just wants the spotlight." "Alex Padilla is an embarrassment to California," said Steve Hilton, who is running for governor in California as a Republican. "Hes a complete nonentity. Thats why they didnt recognize him … [he has] zero accomplishments and now this pathetic stunt as his only claim to fame." Yet, one Republican, Sen. Lisa Murkowski of Alaska, an ardent Trump critic, condemned Padillas treatment as "shocking at every level" and "not the America I know." Secret Service experts argue nothing could be further from the truth - that the agent was simply following normal protocol. Padilla, they said, actually received preferential treatment by not being arrested and jailed for his menacing display. The Secret Service agent warned Padilla, whom agents did not recognize as a senator and who wasnt wearing his Senate pin, to back away from Noem and then forcibly removed him when he ignored their entreaties. "They can represent this however they want, but those agents made the right decision to get him out of the room," Charles Marino, a former Secret Service agent told RealClearPolitics. "He did not have a congressional pin on, he was yelling and closing distance very quickly to make it to the front of the room to confront Noem." "Look, hes not above the law. Anyone taking those actions would been treated far worse - they would have been arrested and been forced to spend some time in jail," Marino said. "Who was escalating the situation? When you look at Padillas action, taken in totality, the agents had no other choice." Instead of dragging him to a cell, federal agents released the senator after the incident. Then Noem met with Padilla for 15 minutes and gave him her cell phone number to discuss matters further. "We probably disagree on 90% of the topics, but we agreed to exchange phone numbers and continue to talk - that is the way it should be in this country," Noem told Fox News Thursday afternoon. The Homeland Security Department issued a statement Thursday defending the federal agents actions, arguing that Padilla chose "disrespectful political theater" over constructive congressional oversight. Padilla, the agency said, "interrupted a live press conference without identifying himself or having his Senate security pin on as he lunged toward Secretary Noem." "Mr. Padilla was told repeatedly to back away and did not comply with officers repeated commands," the department added. "@Secret Service thought he was an attacker and officers acted appropriately." Several other Secret Service sources backed up Marinos account. "Any sudden movement towards a protectee that feels threatening, especially when that person has not been identified, the policy is 100% to prevent further escalation or movement toward Noem," said a source in the Secret Service community. "We would have done the same thing for anyone threatening [former DHS Secretary] Mayorkas." Even though the situation escalated very quickly, the agent still followed the basic rules of engagement for law enforcement, the source asserted. Agents and officers first ask a person to move away from the protectee, then they tell them firmly to move away, and if those warnings arent abided, then they can use physical force to move the threatening person away. "Its a pretty common law enforcement way of relaying information and taking action, because emotions can get the best of people, and agents are forced to err on the side of protection," the source added. After the two assassination attempts against Trump, agents are highly attuned to aggressive behavior and working to ensure theyre not involved in any security lapses. "In this day and age, you can see what a split-second hesitate could result in," one former agent remarked. "Could you imagine if the agent didnt respond, and Padilla got on the stage and hit [Noem]?" The agency has been knocked around for months for the egregious security failures in Butler, Pennsylvania, on July 13 and then nearly two months later during another close call against Trump at his West Palm Beach golf course. And just because its Padilla who was attending a press conference doesnt mean assaults against a Cabinet secretary or president are unlikely to occur. During a December 2008 press conference in Iraq, an Iraqi journalist threw both of his shoes at former President George W. Bush in a pique of outrage. Secret Service agents with their zero-fail mission have to be poised to respond to all types of unexpected threats, which sometimes come with no warning at all. Back in 2005, during Bushs visit to the country of Georgia, a man attempted to assassinate Bush and then-Georgian President Mikheil Saakashvili by throwing a hand grenade at both of them. "Listen, we dont always know who you are if youre not wearing your [congressional] pin," the source said. "Youre coming at [Noem] in an aggressive manner, and you didnt heed our warnings to stop. If you get into the buffer zone, we have to take you down. All public officials should know, and I would hope understand, that."
