Uttarakhand scholarship scam: Rs 91 lakh fraud uncovered in 17 minority institutions, FIRs imminent
Following the findings, the state government is preparing to file First Information Reports (FIRs) against those involved. Officials confirmed that action would be taken to ensure accountability and recover misappropriated funds.
The probe was initiated by the Union Ministry of Minority Affairs after receiving multiple complaints and conducting an analysis of the National Scholarship Portal, which flagged several institutions and schools as suspicious. Subsequently, the Uttarakhand government ordered a comprehensive investigation across 92 institutions and schools within the state.
District Magistrates were directed to form inquiry committees led by Sub-Divisional Magistrates (SDMs). The government had recently issued reminders to ensure timely submission of reports.
'The report reveals prima facie irregularities in scholarship disbursement across 17 institutions of the 92 that were examined,' a government spokesperson said. These include instances where scholarships were awarded to students who were not enrolled in the listed institutions.
The irregularities involve 1,058 students and an estimated financial fraud of around Rs 91 lakh.
Departmental sources said Haridwar district accounted for the highest number of implicated institutions (7), followed by Udham Singh Nagar (6), and Nainital and Rudraprayag with two each.
Dhiraj Garbyal, Secretary of the Minority Welfare Department, confirmed that the report had been received and has been forwarded to the Ministry. 'FIRs and other necessary steps will be taken to ensure accountability,' he said.

Skip prayers, face jail: This Muslim country introduces strict Sharia laws, skipping them can land you…, not Pakistan, Afghanistan, or Saudi, it is...
Religion is perhaps the most sensitive issue in our world today. Many will raise questions, have discussions, and express concerns about religion because faith and belief are different for different individuals. What may be considered sacred for one population may not be considered the same as for another population, and this always leads to disagreements or discussions, or quite intolerant discourse. Which country has introduced strict punishments for skipping Friday prayers? Following any religious practices is a matter of choice. Some people follow religious practices very carefully, others do not. However, this place is giving punishment for not following the religious practices. In Malaysia's Terengganu state, a new and serious law has been adopted. Under this law, Muslim men who fail to attend Friday Prayers will be sentenced to jail time. This action is called a bold step towards implementing total Sharia law. Are there any fines in addition to imprisonment? According to the South China Morning Post report, the Terengganu state in Malaysia has announced that it will start enforcing Sharia law in which Muslim men who do not attend Friday prayers, without a valid reason, could serve a prison sentence for up to two years. The move is generally considered to be proof of the multicultural nation moving further toward religious conservatism. Terengganu, which is governed by the Pan-Malaysian Islamic Party (PAS), announced on Monday that first offenders could now face imprisonment, a fine of up to 3,000 ringgit (US$710), or both, if they fail to attend the weekly congregational Jummah prayer without a valid excuse. Taking 1 USD = Rs 86, therefore, US$710 ≈ Rs 61,060. While speaking to local daily Berita Harian, Muhammad Khalil Abdul Hadi, a member of the state's executive council, stated, 'This reminder is important because Friday prayers are not only a religious symbol but also an expression of obedience among Muslims,' as cited by SCMP. Terengganu is a largely Islamic and conservative state in Malaysia, with a population of around 1.2 million, 99% of whom are Muslim. Terengganu is a stronghold for the Pan-Malaysian Islamic Party (PAS), and the party won a clean sweep of the state's 32 assembly seats in the 2022 state assembly elections. Story Highlights Terengganu state in Malaysia has announced that it will start enforcing Sharia law. Men who skip Friday prayers will face punishment if they don't have valid reason. They will land in jail and have to pay a fine too. Penalties were applied only to those who missed three consecutive Friday prayers. Notably, Terengganu is also the only state in Malaysia that has no opposition in the state assembly at all. Experts argue that all these measures have political underpinnings. At present, Malaysia is governed by Prime Minister Anwar Ibrahim, whose time in office has been marred by allegations of rising religious conservativeness. Earlier, penalties were applied only to those who missed three consecutive Friday prayers.

Also, the drivers alleged that those who applied individually were denied vehicles, while those who applied through dealers got vehicles in their names. Hundreds of auto rickshaw drivers in the city have been making a serious allegation of corruption and black-marketing in the implementation of the Telangana government's auto-rickshaw distribution scheme, with drivers accusing the automobile dealers for charging exorbitant prices. The Telangana government, in its order sanctioned 65,000 new auto-rickshaws, including 20,000 electric, 10,000 CNG, 10,000 LPG, and 25,000 retrofitted autos under ORR limit. 'The auto scheme made for the public was misused by auto financiers, showroom dealers and brokers who illegally encashed the scheme by looting the drivers.' The union pointed out that the drivers, especially those who applied individually, did not get autos but all those who applied through dealer, and auto brokers got vehicles in their name. 'Nearly 4,000 autos have been sold illegally with excessive charges. Also, the people from outer ORR limits from districts – Nalgonda, Bhongir, Mahbubnagar, Vikarabad and other districts also applied through brokers and got benefited but drivers under ORR limits did not get autos,' said Mahmood. A victim, Mohammed Gaus who got CNG auto at a price of Rs 2,82,000 said that he had an invoice price of Rs 2,47,546, insurance of Rs 8,200 and Rs 3,800 TR fees with a total Rs 2,59,546. 'I had been overcharged by more than Rs 22,000,' said the victim. Multiple complaints have emerged against the dealers for charging Rs 22,000 to 50,000 more than the fixed rates of Rs 2,59,000 for CNG and Rs 2,47,000 for LPG autos. The LPG auto price is Rs 2,47,000 including invoice amount of Rs 2,30,000 to Rs 2,35,000, insurance amount of Rs 8,200 and Rs 3,800 TR fees but the same is sold between Rs 2.70 lakh and Rs 3.20 lakh and Rs 2.59 lakh priced CNG auto is being sold for Rs 2.86 lakh and Rs 3 lakh without specifying any quotation and when asked, the dealers are rejecting the application, say drivers. Moreover, these agents also charge from Rs 2,000 to Rs 10,000 for booking slots for obtaining auto, which is another way of scamming auto drivers. Mahmood Makke said that the union also gave representation to the Chief Minister, transport minister, transport commissioner and others and urged them to take immediate action against the showrooms.
