The Commission on Elections (Comelec) formally proclaimed Tuesday Benny Abante as the duly-elected representative of Manila's 6th district for Eleksyon 2025.
The Comelec-Manila administered the proclamation in Ermita, a day after the poll body en banc issued a certificate of finality and entry of judgment on the disqualification of Joey Chua, nullifying his proclamation as the congressional winner in the city district, and clearing the way for Abante's proclamation.
According to the Comelec en banc, the certificate was issued after their previous ruling that dismissed the motion for reconsideration filed by Uy against the June 18 resolution that voided his certificate of candidacy (COC) became final and executory after the Supreme Court (SC) did not issue a temporary restraining order (TRO) against the decision within the five-day reglementary period.
'The records show that no restraining order has been issued by the SC with five days from receipt of the parties of the Resolution that would preclude the June 30, 2025 resolution of this Commission (En Banc) from being final and executory,' the certificate of finality reads.
'Now therefore, in view of the foregoing, the Resolution of the Commission (En Banc) promulgated on 30 June 2025 is hereby declared immediately executory in accordance with the Comelec Rules of Procedure,' it added.
On Facebook, Abante expressed gratitude to the poll body as he called for unity.
"I have always believed that public service must rise above politics, and today, we recommit ourselves to serving our kababayan with humility, compassion, and integrity. Panahon na para tumutok sa taumbayan, para tugunan ang kanilang pangangailangan,' he said.
'It is time to set aside partisanship for the sake of our people—to restore focus and work together to deliver the services, opportunities, and justice our constituents deserve,' Abante added. — RSJ, GMA Integrated News

'We are at 90% to 95% done with the preparations for the SONA, and it is still ongoing even amid the inclement weather. The SONA will push through, as we have prepared for, on July 28,' Abante said in a press conference. Asked if a possible weather-related postponement is on the table, she replied, 'We are yet to talk about any postponement of the physical gathering for the SONA.' Likewise, Abante said that the House is expecting to welcome around 1,500 guests this year, or similar to last year's number of attendees. 'Last year was one of the most attended SONAs, if not the most attended, with around 1,500 guests. We expect this year to have more or less the same as last year's figures,' Abante said. Further, Abante said that while the police and the security forces are already all systems go for the SONA next Monday, there is no specific threat that would warrant a heightened alert. In a separate announcement, House Secretary General Reginald Velasco said the House has prepared three viewing rooms in Batasang Pambansa complex for more guests, apart from the plenary hall where the President will deliver his SONA: the Daniel Romualdez Hall for 290 guests; the Ramon Mitra Room for 70; and the Jose de Venecia Hall for 80. — BM, GMA Integrated News

The House of Representatives has submitted additional information on the impeachment of Vice President Sara Duterte to the Supreme Court, House spokesperson Atty. Princess Abante said in a statement released on Saturday. 'The House of Representatives, through its counsel, the Office of the Solicitor General, filed Friday its compliance to the Supreme Court's directive to provide information on the impeachment proceedings against Vice President Sara Duterte,' Abante said. Abante added that the Office of the Solicitor General (OSG), serving as the House's legal counsel, has electronically filed the required compliance through the Philippine Judiciary Portal and served all parties. Further, a physical copy is set to be formally submitted to the high tribunal on Monday. The SC previously required the Senate of the Philippines and the House of Representatives to comment and submit information regarding the impeachment trial of Vice President Sara Duterte. That's after the SC En Banc consolidated the petition filed by Duterte against the validity and constitutionality of the fourth impeachment complaint against her and the petition filed by lawyer Israelito Torreon and others seeking to declare the articles of impeachment null and void. The High Court required the House to submit information regarding the status of the first three impeachment complaints filed against Duterte, the exact dates these were endorsed, and whether the secretary general possesses discretion on when to transmit these to the speaker of the House of Representatives. Aside from this, the Court also asked the House to provide the basis and authority of the secretary general to refuse the transmittal of the complaints. The House maintained that all four impeachment complaints were processed in "full accordance with constitutional mandates." Due process The House spokesperson said the three initial impeachment complaints were included in the Order of Business within the 10-session-day period prescribed by the Constitution. 'The fourth complaint, signed and verified by more than one-third of House Members, effectively constituted the Articles of Impeachment and was transmitted directly to the Senate, rendering the earlier complaints moot and subject to archiving,' Abante said. The Articles of Impeachment was endorsed by 215 House members and approved by the plenary last February, accusing Duterte of graft and corruption, bribery, betrayal of public trust, among other crimes. It was the fourth impeachment complaint that was endorsed by over one-third of lawmakers from the House of Representatives, and was later transmitted to the Senate. 'We reiterate that the Vice President's right to due process is fully preserved through the impeachment trial itself—where she will have the opportunity to defend herself and present evidence,' she said. The lower chamber's filing, Abante said, demonstrates its exclusive authority over internal deliberative matters, based on the principle of separation of powers and the legislature's status as a co-equal branch of government. 'There is no constitutional requirement detailing how individual members must review the complaint before signing, nor is there any basis for questioning their certification under oath that they studied and understood the charges and supporting documents,' she said. Imee Marcos eyes new Omnibus Election Code

SANDRA AGUINALDO/ GMA Integrated News Senator Imee Marcos has filed a measure seeking to revise and recodify all the election statutes, paving the way for the New Omnibus Election Code of 2025. In the explanatory note of Senate Bill 425, Marcos, chairman of the Senate committee on electoral reforms and people's participation, said certain provisions of the 1985 Omnibus Election Code are "outrightly ill-suited for modern times." "The [OEC] is well more than three decades old. Since the inception of the OEC, there have been many significant changes in the manner by which elections are conducted," the senator said. "Likewise, regulations and limitations under the OEC have since been proven inadequate to realistically ensure a more level-playing field for candidates," she added. In 2023, the Commission on Elections (Comelec) finished a 964-page draft of proposed amendments to the Omnibus Election Code, according to poll chairman George Garcia. He said the proposed revisions include provisions on the overhaul of the party-list system and changes in campaign finance. The European Union (EU) Election Observation Mission, which sent a delegation to monitor Eleksyon 2025, said in its report that nearly half of the provisions of the Omnibus Election Code, including those for campaign finance and election offenses, are already "outdated." Those provisions, the report said, were already superseded by the 1987 Constitution and by numerous subsequent laws and regulations. BSKE term of office Under Marcos' bill, the Comelec shall have exclusive charge of enforcement and administration of all laws and regulations to the conduct of election, plebiscite, initiative, referendum, and recall for the purpose of ensuring free orderly and honest elections. The measure also provides for the conduct of a hybrid election system—a combination of the automated election system and the manual election system—to ensure transparency and credibility of the electoral processes. This hybrid election system shall be applicable to the May 2028 elections and all national, local, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) polls thereafter. The bill also stated that the term of office of all elected barangay and Sangguniang Kabataan (BSKE) officials shall be four years. The BSKE elections will be held on the first Monday of November 2026 and every four years thereafter. No elective barangay official shall also serve for more than three consecutive terms in the same positions, while no elective SK official shall serve for more than one term in the same post. Party-list, substitution The bill also classified the party-list system into: a) political parties or coalition of political parties; and b) sectoral parties or organizations. Each of these classifications shall have 50% of the seats allocated for the party-list. Each registered party, organization, or coalition shall submit to the Comelec a list of names of not less than five nominees from which party-list representatives shall be chosen in case it obtains the required number of votes, together with the certificates of nomination and acceptance of all the nominees in such list. Substitution shall also be allowed for any nominee who dies, becomes physically incapacitated, or has been disqualified. "No substitution shall be allowed for nominees who withdrew their acceptance to the nomination. In the event the list of nominees of a party-list group is exhausted because of the withdrawal of all its nominees, such party, organization, or coalition shall be deemed to have withdrawn its manifestation of intent to participate in the elections," the bill noted. Only a person belonging to and nominated by the same political party may file a certificate of candidacy to replace any official candidate who died, became incapacitated, or was disqualified after the last day of the filing of certificates of candidacy (COCs). In all cases of substitution after the period for filing of COCs, the substitute candidate must have the same surname as the candidate being substituted for. Cha-cha The proposed measure also states that a petition for an initiative on the 1987 Constitution must have at least 12% of the total number of registered voters as signatories, of which every legislative district must be represented by at least 3% of the registered voters. Initiative on the Constitution may also be exercised only once every five years. So far in the 20th Congress, only Senator Robin Padilla has filed a resolution seeking to revise the 1987 Constitution of the Republic of the Philippines through a constitutional convention. — VDV, GMA Integrated News
