
UK drivers fined nearly £1million extra after new rule starts
Motorists were hit with fines totalling nearly £1 million from just 36 yellow box junctions last year, after local authorities were granted new powers to enforce the rules, according to figures. The RAC, which revealed the data following Freedom of Information (FoI) requests, commented that the "enormously high number" of penalty charge notices (PCNs) should "send alarm bells ringing in council offices".
Yellow box junctions are designed to keep traffic moving at busy intersections by ensuring drivers do not enter unless their exit is clear or they are turning right.
Previously, only London and Cardiff had the authority to fine drivers for yellow box offences, but new legislation introduced in May 2022 now allows all English councils to apply for these enforcement powers. The RAC's FoI request to English councils uncovered that 36 yellow boxes outside London and Cardiff were enforced over the past year.
The enforcement resulted in a staggering 32,748 PCNs being issued, leading to drivers shelling out £998,640. Typically, PCNs carry a £70 fine, which is halved to £35 if paid within 21 days.
A breakdown of the figures by the RAC showed that Manchester City Council topped the list for issuing the most PCNs, handing out 13,130 for six junctions, raking in £446,706 – almost half of the total revenue generated from yellow box fines outside London and Cardiff, reports Bristol Live.
Kent's Medway Council has come in second, raking in £145,162 after issuing 4,433 Penalty Charge Notices (PCNs) for just five yellow box junctions it monitors. Buckinghamshire Council wasn't far behind, collecting £139,798 from 3,618 fines.
However, the single most lucrative spot was Dennis Roundabout in Guildford, Surrey, where drivers were hit with £81,445 in fines from 4,250 PCNs. In stark contrast, Gloucestershire County Council issued a mere 30 yellow box PCNs, totalling £945, and Leeds City Council handed out 50 fines, amassing £605.
Appeals against yellow box fines are relatively rare, with Manchester City Council area seeing the highest appeal rate at 18%. RAC's senior policy officer Rod Dennis commented that a yellow box yielding few fines suggests it is "working as it should", which should be the goal for councils rather than viewing them as a "revenue-raising opportunity".
He added: "Very few people set out to deliberately flout the rules and get fined. The large number of penalties being dished out over a small number of locations and in a short space of time should send alarm bells ringing in council offices.
"It's vital box junctions are used in the correct places and are only as big as absolutely necessary. They must be fairly set up so that drivers don't find themselves stranded through no fault of their own."
Chartered engineer Sam Wright, commissioned by the RAC, scrutinised the 100 most lucrative yellow box junctions in London and Cardiff from 2019. His findings, published in a report last year, revealed that 98 of them were oversized, not fitting their intended purpose of keeping crossing paths clear for traffic.
The research indicated that on average, these boxes were 50% larger than necessary. Medway Council's portfolio holder for community safety, highways and enforcement, Alex Paterson, insisted that the council's enforcement is "not about catching people out".
He highlighted that road markings have been updated so "nobody could reasonably claim not to have seen them".
Deputy leader of Buckinghamshire Council, Thomas Broom, commented on the region's congestion issues, noting that the volume of yellow box fines is "directly relates to the number of people who commit these traffic offences".
A representative for the Local Government Association stated: "All councils follow guidance to ensure motorists are treated fairly. There are processes for appeal if anyone believes they have been unfairly fined."
Manchester City Council was contacted for a response.

It's not clear how or when he is going to get out of jail.' The tycoon is understood to have been placed under travel restrictions in Dubai earlier this year after another alleged fraud was reported. He has been detained in the emirate's notorious Central Prison since his arrest on June 3. It has been described by inmates as a 'hellhole'. Prisoners have their heads shaved on entry and are then caged in terrifying conditions. Meanwhile, authorities in the desert state are also understood to be assessing other potential alleged cases against Bakhsh. Sources say he faces more claims from businessmen in Cyprus, Hungary, Switzerland and Singapore that he duped them out of large sums of money. In March 2012, it was reported he was the frontman for a possible bid for Gers after the club went bust under Craig Whyte's ownership. Several other 'dissolved' firms are linked to a property in the city's Hillhead. Occupations listed for him include company director, IT trainer and operations director. Sources say Bakhsh has operated in various sectors, including gold, currency and whisky. He has also amassed a fleet of luxury cars including Ferraris and Porsches. Documents show he paid £1.2million in 2015 for his sprawling home at Newton Mearns, near Glasgow. In 2019 he was behind plans for a £60million retirement village nearby with his company Scotsbridge. Last night a spokesman for the UK Foreign Commonwealth and Development Office said: 'We are supporting a British man who is detained in Dubai and are in contact with the local authorities.' They have agreed that the German serves a temporary medical leave agreement that frees up around 80 percent of his wages. The news that both Rashford and Garcia are available for this weekend's season opener vs Mallorca will be welcome news for boss Hansi Flick, who made his displeasure at the ongoing situation known. 'For me, the situation, you can imagine I'm not happy about that. But I know the situation and I believe in the club,' the German said on Friday. 'We have to wait till tomorrow. The tax office has admitted that some of those that were dismissed were found to have looked up taxpayers' confidential information. HMRC holds a huge amount of personal data about taxpayers, including address, salaries and National Insurance numbers. Staff are banned from looking up sensitive information unless they have a genuine business reason. Despite that, a number of employees have been caught accessing personal details using HMRC's IT system. Figures for 2024-25 indicate 96 staff were disciplined for data security breaches, with 50 of those later being dismissed. The information was revealed to The Telegraph following a Freedom of Information request. According to HMRC, that represents less than 0.1 percent of its almost 68,000 employees. The figure is down from the previous year when 138 employees were disciplined and 68 were let go. Those figures cover all data security breaches and not just employees searching for taxpayers' details. HMRC using AI to scan social media for tax evasion investigations These include things like making changes to records without authorisation, losing sensitive documents or not securely disposing of inadequately protected devices. One employee was sacked in 2023 having sent the data of 100 people to his personal email address. The employee was visiting a business as part of a compliance check and he emailed himself a PDF file which contained a list of staff members' details, which included their salaries and National Insurance numbers. The file was later printed off for the meeting using his home computer, according to court documents. The analytics team, which is responsible for highlighting data breaches, then flagged the incident to his line manager and the employee was dismissed for gross misconduct after an investigation was launched. The case was taken to an employment tribunal with the former employee claiming he had not been thinking clearly at the time due to anxiety. The tribunal though threw out his claim for wrongful dismissal. A HMRC manager who was cited in the tribunal claimed data breaches had been on the rise since the pandemic due to remote working. The line manager of the claimant wrote an email to staff reminding them never to send personal data outside the tax office's systems. It said: 'There have been more incidents of this recently as we are working from home a lot more since Covid, but never send anything to your own private email address to print off that contains any personal or business data.' Former HMRC inspectors said the importance of data security was drilled into employees from their very first day. Ronnie Pannu, from the advice firm Pannu Tanu told the paper: 'When I was in HMRC, there was always a strong message from above that viewing a taxpayer's records where this was not necessary for a particular purpose was a serious issue which could have serious consequences for the individual concerned.' John Hood, from the accountancy firm Moore Kingston Smith said: 'Any HMRC employee foolish enough to look up personal information that is not part of their usual responsibilities faces a ticking time bomb as most searches are tracked. 'As an additional security, some parts of the system are restricted so that only specifically authorised personnel can access them, such as the departments dealing with MPs and civil servants'. All HMRC employees are given mandatory data security training and the government body limits access so workers can only look up customer record if it necessary for their specific role. The tax office also tracks activity on its systems in order to deter record breaches and deter misuse. Any employee who breaks the rules is investigated and faces having penalties imposed on them but each incident is dealt with on a case-by-case basis. Ellen Milner, from the Chartered Institute of Taxation added that taxpayers must be able to trust that the private information they supply will not be leaked or supplied to criminals. Any serious data breach must be reported to the Information Commissioner's Office. There were six cases last year of employees changing customer records without permission. Another two staff lost inadequately protected devices, according to the HMRC's annual report. The HMRC is currently under mounting pressure to strengthen its data security as online criminal attacks become more sophisticated and it moves towards being a digital-first organisation. In the past year some 100,000 taxpayers had been affected by phishing attacks. Criminals used stolen credentials to access their accounts and claim rebates. There was no financial loss to any individual and a number of arrests have been made. It cost the taxpayer £47million though. A spokesperson for HMRC said: 'Instances of improper access are extremely rare, and we take firm action when it does happen, helping prevent a recurrence. 'We take the security of customers' data extremely seriously and we have robust systems to ensure staff only access records when there is a legitimate business need.' It comes after the HMRC revealed it uses AI to spy on workers' social media posts as part of a tax crackdown. The tax authority has been using the technology to look at internet posts that might provide evidence of cheating tax bills, An HMRC spokesperson has insisted the tools are only being used for social media monitoring in criminal investigations and it won't affect the average taxpayer. They said there are "robust safeguards in place" and it's believed that social media monitoring has been used for a number of years. But concerns have been raised about whether the technology could be used more widely in future. HMRC also looks at workers's financial records, spending habits and tax returns to look for evidence of cheating.
