Proposal for gangster Abu Salem's premature release under consideration: Maharashtra govt tells HC

Mumbai, The Maharashtra government has informed the Bombay High Court that the proposal for the premature release of extradited gangster Abu Salem is under consideration, and a decision will be taken on it soon.
Salem has spent only 19 years in jail since his extradition from Portugal in November 2005, the government stated in its affidavit in response to the convicted gangster's plea seeking release from prison.
The state government on Wednesday submitted two affidavits in response to Salem's petition to a bench of Justices Girish Kulkarni and Advait Sethna.
In his petition filed through advocate Farhana Shah, Salem claimed he had already undergone the 25-year imprisonment term if the remission for good behaviour was included.
The plea stated that when Salem was extradited from Portugal, the Government of India had assured that he would not be handed the death penalty in any case and that he would not be imprisoned for a term beyond 25 years.
The state government, in its affidavit filed by Sugriv Dhapate, joint secretary of the home department, said the proposal for Salem's premature release is under consideration and will be decided soon.
As per the government affidavit, Salem was extradited from Portugal in November 2005, and his actual imprisonment was 19 years, three months and 20 days as of February 28, 2025.
Another affidavit filed by Suhas Warke, additional director general of police and inspector general of prisons, stated that as per provisions of the Maharashtra Prison Manual, the proposal for Salem's premature release was submitted to the state government for approval along with the opinion of the advisory board and the trial court.
"The petitioner, Abu Salem, has a history which is not a palatable one at all. He has committed many offences in India. Thereafter, he absconded to a foreign country," Warke said in the affidavit.
As per the affidavit, Salem has been convicted and sentenced to life imprisonment in two cases, including the 1993 bomb blast case.
Till March 2025, Salem has undergone imprisonment of 19 years, and hence, the period of 25 years is not completed till date, it stated.
"The final date of completion of 25 years of the petitioner will be decided only after a decision is taken on his premature release by the home department of the Maharashtra government," it said.
The bench posted the matter for hearing in June.

Unoccupied buildings and those still under construction were among the primary targets for demolition, TMC deputy commissioner (encroachment) Shankar Patole said. Wednesday's demolition drive was in line with the directives of the Bombay High Court. Earlier on Monday, 30 illegal structures were demolished in nine administrative wards in Thane, including Naupada-Kopri, Diva, Mumbra, Kalwa, Uthalsar, Majivda-Manpada, Vartak Nagar, Lokmanya Nagar and Wagle Estate. An official said that 13 of the 17 illegal buildings identified in Diva ward have now been demolished. Two more buildings were brought down on Sunday amidst some local resistance, prompting authorities to carry out the operation under full police protection. A case was also registered under the Maharashtra Regional and Town Planning (MRTP) Act for an unauthorised structure in the Lokmanya Nagar-Savarkar Nagar ward. "The action is part of a continuing drive to identify and remove illegal structures in all nine ward committees. The drive targeted a wide range of illegal construction activities, ranging from complete buildings and column erections to plinth works and additional structures," the official said. Earlier, 33 structures were demolished, taking the total to 63, he said. Thane Municipal Corporation said in a release that as beat inspectors continue surveys and field verification, more demolitions may follow in the coming weeks.

The Union cabinet on Wednesday approved the second phase of the Pune Metro Rail Project, consisting of two corridors, at an estimated cost of Rs 3,626.24 crore. The project includes an extension from Vanaz to Chandani Chowk (Corridor 2A) and from Ramwadi to Wagholi/Vitthalwadi (Corridor 2B), as continuations of the existing Vanaz–Ramwadi corridor under Phase 1. 'These two elevated corridors will span 12.75 kilometres and include 13 stations, connecting fast-developing suburbs such as Chandani Chowk, Bavdhan, Kothrud, Kharadi and Wagholi. The project is scheduled for completion within four years,' the cabinet said in a statement. The project cost will be equally shared by the Government of India, Government of Maharashtra, and external bilateral or multilateral agencies. 'After completion of these corridors, the projected incremental daily ridership for the entire Line 2 is estimated at 0.96 lakh in 2027, 2.01 lakh in 2037, 2.87 lakh in 2047, and 3.49 lakh in 2057. The project will be implemented by Maharashtra Metro Rail Corporation Limited (Maha-Metro), which will execute all civil, electro-mechanical and related works,' the cabinet said. The proposal aligns with Pune's comprehensive mobility plan. According to Union Minister of Information and Broadcasting Ashwini Vaishnaw, the extension will connect the central part of the city to fast-growing suburbs on both the eastern and western ends. It will also link IT hubs, academic institutions and residential areas. Under long-term mobility planning, intercity bus services from cities like Mumbai and Bengaluru will be integrated at Chandani Chowk, while those from Ahilya Nagar and Chhatrapati Sambhaji Nagar will connect at Wagholi, allowing passengers to seamlessly access Pune's metro system.

The Bombay High Court on Wednesday directed an independent candidate who contested last year's Maharashtra Assembly elections from Mumbai's Jogeshwari East seat to deposit Rs 3,50,000 in court as security of costs incurred by the Shiv Sena UBT candidate against whom he filed a petition, challenging his candidate Rohan Satone, who sought the election of Anant B Nar be declared void, has been directed to deposit the amount within two won the 2024 elections after he polled 77,044 votes and defeated his nearest rival, Manisha Waikar of the Shiv Sena (Eknath Shinde), by a margin of 1,541 votes. Petitioner Satone was among the candidates contesting the elections, who filed a petition on January 4, following which notices were served to other candidates. The bench said that this kind of practice was "unheard of" and deprecated court then directed a new lawyer's Vakalatnama to be filed within two weeks. Meanwhile, Karande requested the court to impose costs on the petitioner as Nar was entitled to costs incurred by him in contesting the June 9, advocate Sholden D'Souza appeared for Satone and sought two weeks' time, arguing he had just been handed over the opposed it as the Vakalatnama had been filed by the lawyer on May June 23, another lawyer, Surbhi Agarwal, appeared for Satone, and while arguing, also sought leniency from court in withdrawing the Election court then considered Karande's application for costs and saw that Nar had incurred Rs 3,50,000 as fees towards his counsel, and asked Satone to pay the same.- EndsMust Watch
