Nigeria's economy restructuring is still the way to go
TWO years into the Bola Tinubu administration, it has become clear, more than ever, why Nigeria requires a fundamental tinkering with the structure of governance to deliver optimum results. In the aftermath of the removal of subsidy from petroleum and the floatation of the naira, Nigeria's poverty situation spiked, and the N70,000 minimum wage agreed with the organised labour after long negotiations failed to guarantee a decent living for workers. It is a fact that as the administration marks two years in office, the cost of living remains prohibitive, and insecurity has forced many farmers to abandon food production as terrorists of different hues launch attacks everywhere. Per the World Bank, the poverty rate among Nigeria's rural population has reached an alarming 75.5 percent. The power sector is also in shambles. Apparently, the policies need to be tweaked to save the generality of Nigerians from immiseration and despair. But more than that, fundamental changes are also required to make the country fit for purpose. To be sure, the administration has harped on the steps to reinvent the economy and address poverty. According to the Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, Nigeria's economy is witnessing a significant turnaround, driven by bold reforms, improved coordination, and a renewed focus on national priorities. Hear him: 'We have seen four quarters of successive economic growth, stability in foreign exchange, and appreciation by Nigerians and the international community. Rating agencies have consistently appreciated what we are doing. We have seen investors from Brazil, Belarus, and Saudi Arabia increasingly entering our agricultural space. The world economic community and multilateral institutions are putting more faith in our economy. For the first time in 25 years, Nigeria is refining oil.' His counterpart in the Ministry of Solid Minerals Development, Dr Dele Alake, has been keen to stress the fact that the Tinubu administration's new policy of local value addition and a tightened licensing regime attracted over $800 million in processing projects last year, and that the sector also generated over ₦38 billion in revenue in 2024, up from just ₦6 billion the previous year, despite receiving only 18 percent of its ₦29 billion budgeted allocation. Alake said 250 mining cooperatives had been established nationwide to absorb informal miners into the formal economy. The administration is also harping on key road projects, including Abuja-Kaduna-Zaria-Kano Road, the Ninth Mile-Oturkpo-Makurdi Road; Sokoto-Badagry Highway; Abuja-Lokoja-Benin Road, Lagos-Calabar Coastal Highway (Phase 1): Enugu-Onitsha Expressway, Benin-Asaba Superhighway, Oyo-Ogbomoso Road, Bode Saadu-Kaima-Kosubosu Road, Enugu-Port Harcourt Expressway, Second Niger Bridge Access Road, Lagos-Ibadan Expressway and Bodo-Bonny Road. It says that in support businesses across the country, it established three funds, namely the Presidential Conditional Grant Scheme, FGN MSME Intervention Fund, and FGN Manufacturing Sector Fund, totalling N200bn. As many Nigerians have pointed out, there have been positive changes in passport application processes and the Minister of Interior, Olubunmi Tunji-Ojo, has also rolled out e-surveillance for border security. It is also salutary news that in the bid to diversify the economy, sectors namely ICT, are bringing significant revenue for the government, which has been keen to make the impression that it is not depending solely on the oil sector to manage the economy. However, regardless of any achievements the Tinubu government or any other administration may point to, the fact remains that Nigeria as presently constituted cannot witness any fundamental change. While much of the challenges that the country continues to confront are rooted in irresponsible leadership, the fact remains uncontested that the fundamental changes required to make the country functional are yet to be made. For instance, as we have pointed out time and again, there is no way an ethnically, linguistically and religiously diverse society like Nigeria can be policed centrally. In this regard, it is disappointing that the Federal Government has recently scaled down action on state policing, with the effect that Nigerians continue to live in fear as terrorists go on the rampage on a daily basis, littering the land with innocent blood. Recently, the president directed the creation of a forest guard unit to curb the onslaughts of terrorists who use Nigeria's vast forests as a base for their nefarious activities. The president also recently directed an immediate and comprehensive overhaul of national security strategies, demanding urgent action to end the escalating violence in Borno, Benue, Plateau and Kwara states, saying that the senseless targeting of innocent Nigerians must stop. But while not condemning the president's directive, it is important to point out that each day Nigeria continues to operate without state policing is a day that the government continues to put the lives of Nigerians in peril. Insecurity is at the heart of a lot of the ills that plague the country, and there is no getting out of the rut without decentralising the security architecture. It is time to have state policing. In this regard, it is significant that an all-inclusive pan-Nigerian group, The Patriots, recently released part of a detailed programme for its forthcoming national conference designed to evolve an acceptable constitutional framework for the country. The Patriots' agenda addresses questions regarding the most suitable system of government for Nigeria, appropriate tenure for elected political office holders, and the essentials of democratic federalism, questions which, we believe, the Tinubu government can begin to address using the report of the 2014 National Conference as a guide. Without prejudice to any new recommendations that may emerge from ongoing consultations and conferences by elder statesmen, the 2014 report contains a number of recommendations which, if well implemented, will assist in turning the country around. Bahrain-listed companies' net profits rise 2.2%
Bahrain - Bahrain-listed companies saw a modest uptick in net profits during the first quarter of 2025, climbing 2.2 per cent year-on-year to $465.3 million. Analysis by Kuwait-based Kamco Invest shows that this slight increase was primarily driven by strong performance in the banking, transportation, and capital goods sectors, which helped offset declines across the majority of the exchange's 14 industry segments. The banking sector emerged as the clear leader, with its net profits surging 16.8pc to $289.4m in Q1-2025. This boost largely stemmed from Bahrain Islamic Bank, which reported a multi-fold increase in net profits to $26.5m. The bank's improved performance was attributed to higher net interest income, despite a dip in non-interest income and increased impairments. Arab Banking Corporation (Bank ABC) posted the highest net profits among Bahraini banks, reaching $76m, a slight rise from the previous year, aided by reduced impairments. National Bank of Bahrain also saw a 2.2pc gain in net profits, hitting $74.6m, propelled by an increase in non-interest income. In contrast, the materials sector experienced a significant setback, with net profits plummeting 25.9pc to $48.1m. Alba, the sector's sole constituent, cited higher production costs as the main culprit, which eroded its EBITDA and ultimately its bottom line. This occurred despite a 20pc rise in LME aluminium prices and a 38pc increase in premiums. The telecom sector also faced headwinds, with total net profits declining 3pc to $51.1m. Batelco (Beyon), the dominant player, reported a 3.8pc drop in net profits to $48m. The company attributed this decline to the implementation of Domestic Minimum Top-Taxes (DMTT), which took effect on January 1, 2025, as well as costs associated with acquisitions completed in 2024. Meanwhile, aggregate net profits for companies listed on GCC exchanges rose 2pc year-on-year in the first quarter of 2025, reaching $58.6 billion, primarily driven by strong performances in the banking, telecom, and real estate sectors. This modest improvement came despite a 5.7pc decline in profits from the energy sector, largely due to a 7.5pc year-on-year drop in net profits from Saudi Aramco. Excluding Aramco's results, total GCC corporate profits would have increased by 10.7pc in Q1 2025. The GCC banking sector was a significant positive contributor, with aggregate earnings surging 10pc year-on-year to $16bn. Banks in Abu Dhabi, Saudi Arabia, and Bahrain all reported double-digit profit growth. While the energy sector as a whole saw a decline, 17 out of 27 listed energy companies reported improved net profits. The GCC telecom sector experienced a robust 45.3pc year-on-year growth in net profits, reaching $3.5bn, with broad-based double-digit gains across most GCC countries. The GCC real estate sector also posted a strong performance, with net profits increasing by 55.5pc year-on-year to $2.9bn. This growth was led by substantial gains in the UAE, where real estate company profits rose 38pc to $2.1bn, and in Saudi Arabia, which saw a multi-fold increase to $472.7m. The Standing Committee on Public Accounts (SCOPA) Receives Briefing from Road Accident Fund (RAF) on Chief Executive Officer (CEO) Special Leave and Ongoing SIU Investigation
The Standing Committee on Public Accounts (SCOPA) has instructed the minster to take urgent steps to restore the effectiveness of governance systems at the Road Accident Fund (RAF). The RAF Chief Executive Officer, Mr Collins Letsoalo, was placed on special leave on Monday, 26 May 2025. The committee has a litany of concerns, which include but are not limited to: That the board has failed properly to ensure that its senior officials are vetted for suitability, with the Chief Executive Officer informing the committee on 16 October 2024 that he had been vetted when this was not the case. Misleading Parliament is a serious breach of trust. Failure to perform background checks on a senior official, also unvetted, even though he escaped disciplinary charges at his previous state employer. The committee has consistently expressed extreme displeasure at the practice of state employees escaping accountability for serious misconduct by securing employment elsewhere in the state. Continuing for more than two years without ahead of legal services while pursuing litigation against the Auditor-General,and against the instructions of more than one Minister of Transport. Failure to appoint a Chief Claims Officer for more than two years despite a serious backlog of claims. Accumulating over R4bn in default judgements while failing to appoint either a head of legal services or Chief Claims Officer. The RAF has on numerous occasions been excoriated by the courts, including a case last week where the RAF attempted to overturn a R6m judgment by filing false statements with the court, and then proceeding not to argue its own application. Just two law firms in a panel of over 40receiving over 83% of legal fees (R83m) paid during the most recent financial year. The two law firms also received the bulk of payments in the previous financial year. The decision to place the CEO on special leave was taken by the board yesterday and announced to SCOPA by the Deputy Minister of Transport Mr Mkhuleko Hlongwa today in a meeting that was meant to discuss updates on the ongoing SIU investigations at RAF. RAF board Chairperson, Ms Zanele Francois, told SCOPA that the reason for the CEO special leave was due to a disagreement over whether the RAF should agree to account to Parliament, the content of the presentation and potential conflict in relation to the ongoing SIU investigation. The committee has instructed the board to provide comprehensive reasons in writing to the committee within a week. SCOPA has resolved to recall RAF to return with detailed explanations regarding the special leave of the CEO, a breakdown of spending on cases with a list of law firms, attorney and council fees. 'The Road Accident Fund is funded by taxpayers. It is unacceptable that any official thereof refuses to account to Parliament in the manner we have experienced during the past week. It is also unacceptable that the institution can accumulate billions in default judgments due to its failure to manage litigation properly, leaving the institution vulnerable to expensive default judgments that accumulate interest taxpayers must pay,' said Songezo Zibi, the Chair of the Standing Committee on Public Accounts.
