Andhra Pradesh government extends director general of police Harish Kumar Gupta's service by two years

Time of India26-05-2025

Vijayawada: The Andhra Pradesh govt has officially appointed senior IPS officer, Harish Kumar Gupta, as the DGP of Andhra Pradesh, for a fixed tenure of two years. This decision comes even as Gupta, a 1992-batch officer, is due to superannuate in August 2025.
Currently serving as DGP since February in full additional charge, Gupta also holds the post of director general, vigilance and enforcement, and ex-officio principal secretary to the govt in the general administration (V&E) department. Despite being on the verge of retirement, the state govt exercised its discretion to extend his service in line with the supreme court guidelines, which allow a fixed two-year term for DGPs recommended by the Union Public Service Commission (UPSC).
The UPSC convened the empanelment committee meeting on April 30 at its office in New Delhi following a formal proposal sent by the state govt. After careful scrutiny, the commission submitted a panel of eligible officers for the top police post. Among the contenders were three other senior IPS officers, but the state govt ultimately selected Gupta based on merit and suitability.
The state govt cleared his appointment after reviewing the UPSC panel and examining the service records of all shortlisted officers.
His appointment is for a fixed period of two years from the date he assumes charge, with conditions under which he may be relieved. These include disciplinary proceedings under AIS (Discipline and Appeal) Rules, conviction in criminal or corruption cases, incapacitation, reassignment with consent, or any other administrative reason recorded in writing.
Gupta's continuation in the role beyond his superannuation marks a rare move, signalling the state's intent to ensure leadership continuity in the police force at a time when the administration is preparing to implement major reforms in law and order, public safety, and enforcement mechanisms.

Chief Minister Rekha Gupta on Friday said the Delhi government will set up 7,000 smart classrooms in its schools by the end of the year. She added that 175 digital libraries and 100 A.P.J. Abdul Kalam

Chief Minister Rekha Gupta on Friday said the Delhi government will set up 7,000 smart classrooms in its schools by the end of the year. She added that 175 digital libraries and 100 A.P.J. Abdul Kalam Language Labs offering foreign language instruction in English, French, and German will also be made operational in the Delhi government-run schools. The CM made the announcements following a meeting she chaired with the principals of Delhi government schools in her Assembly constituency of Shalimar Bagh. 'Intimidating parents' In a social media post later in the day, she spoke about the 'alarming reports of schools employing bouncers to intimidate parents and students'. 'Education is a right, not a business. Our children deserve compassion, not coercion. Schools must remain spaces of learning, values, and nation-building,' the CM said. Her comments come a day after the Delhi High Court expressed dismay at the 'reprehensible practice' by Delhi Public School, Dwarka, of allegedly hiring bouncers to block the entry of the students who had not paid the increased fee. Ms. Gupta hit out at the previous Aam Aadmi Party (AAP) government for engaging in 'propaganda about improving education' while 'failing to provide' basic education infrastructure despite being in power for 11 years, citing the state of a government school in her constituency's Haiderpur village. 'The area neither has an English-medium school nor a higher secondary school where science is taught,' she said. The CM added, 'Their much-celebrated school buildings were structurally weak — one built in 2018 deteriorated within just two years. This exposes their 'education model' and shows that it was merely a facade.' She said that many government schools lack proper sports grounds, face hygiene and security issues, and suffer from acute staff shortages. 'Ad hoc hirings' 'Many still do not have full-time principals and are run on ad hoc arrangements,' said Ms. Gupta. 'We are ensuring recruitment for all vacant positions, appointment of permanent principals, and deployment of adequate security and sanitation employees in our schools,' said the CM. She also criticised the Delhi Board of School Education, which was started by the previous AAP government, saying, 'This parallel board could pose issues for students seeking college admissions and may affect the recognition of their certificates in India and abroad. Such decisions [to create a new board] endanger the future of our children.' Ms. Gupta also inaugurated a water cooler at a school in Shalimar Bagh and said that plans are being made to instal such machines in all the nearly 1,000 schools run by the Delhi government as well as in other parts of the city. AAP did not issue any response to the allegations levelled by the CM.

Bogus govt office: Special prosecutor declines role over low pay

Vadodara: The govt may have to look for another special prosecutor for the Bodeli fake govt office case, as the advocate who was offered the job turned it down. Hitesh Gupta told Chhota Udepur police that he wouldn't be able to appear for the trial due to remuneration issues. "I was keen to appear as the special public prosecutor, but the remuneration offered was too low. It wouldn't even cover my fuel expenses. Considering the bulky records and the 670 witnesses, there would be hundreds of trial dates for which I would have to travel from Vadodara to the Chhota Udepur court," Gupta told TOI. "When I worked out the expenses, it was quite a bit more than the remuneration offered. I then communicated verbally to Chhota Udepur police that I wouldn't be able to appear as the special prosecutor for the trial," Gupta said. The fake govt office case surfaced in 2023, where a bogus office was operating under the name of "executive engineer, irrigation project division, Bodeli". The office, set up in a commercial complex in Bodeli town, sent several proposals for development works under govt schemes, including the New Gujarat Pattern, Border Village and Mahila Ghar Angne Pani, for over two years, starting July 2021. These proposals were submitted to the office of the project administrator (tribal sub-plan) in Chhota Udepur district and were cleared too. Payments worth Rs 4.15 crore were released based on claims of completed works. The scam surfaced when the actual project administrator, Sachin Kumar, sought details of the irrigation projects of Division-2 Bodeli, worth Rs 3.74 crore, from the executive engineer. He then asked officials to dig up details of proposals previously made by the office, and it was then that the racket surfaced. The accused executed a similar racket in Dahod district and stole public money. Get the latest lifestyle updates on Times of India, along with Eid wishes , messages , and quotes !
