VIJAYAWADA: The Andhra Pradesh government and State police department have repeatedly asserted that they have strictly complied with Supreme Court directives to install closed-circuit security (CCTV) cameras in all police stations across the state. However, the latest India Justice Report 2025 presents a different picture. According to the report, only about 58.3% of police stations in the state are equipped with CCTV facilities, leaving the remaining stations without such surveillance infrastructure. This finding contradicts the government's claim of full compliance with court-mandated security measures. Responding to the IJR 2025 findings, DGP Harish Kumar Gupta disputed the report's data, stating that all police stations in the state are indeed equipped with CCTV cameras in accordance with Supreme Court directives. Meanwhile, neighboring Telangana state reported 88.9% CCTV cameras in their police stations, while Jharkhand state had the lowest percentage with 21.5%. In 2023, the Supreme Court of India took strong exception and gave three months to all police stations to comply with its December 2020 order to install CCTV cameras.

Vijayawada: State police have decided to continue 'Operation Safe Campus Zone', a comprehensive anti-drug initiative that was successfully conducted from July 8 to 12, 2025, across all districts in the state. The operation aimed to eradicate illicit drug sales within 100 yards of educational institutions, following the TOFEI (Tobacco Free Educational Institution) guidelines framework. While narcotic drugs, including ganja, are prohibited everywhere, this drive specifically targeted their elimination from school and college premises, along with other harmful substances like tobacco, gutka, and related products that endanger student health and safety. DGP Harish Kumar Gupta announced on Thursday in a statement that the police department has decided to extend the operation due to the excellent results achieved during the initial phase. He stated that the police verified 16,806 establishments across the state in five days and registered 25,807 cases against offenders who violated the rules by selling ganja and other banned products. A total fine of Rs. 40,62,092 was collected during the operation. Visakhapatnam district recorded 3,468 cases, Kakinada 3,115 cases, and Prakasam 4,015 cases. The police conducted searches for narcotic drugs, including ganja, NRX drugs, cough syrups, cigarettes, tobacco products, and gutka being sold near educational institutions. The operation followed a systematic approach, including intelligence-led targeting of hotspots within a 100-yard radius of educational institutions, multi-agency coordination involving the District Intelligence Wing and SB, and maintaining secrecy to ensure a surprise element. Comprehensive documentation was carried out through mandatory videography, and legal compliance was ensured under the NDPS Act 1985, BNSS 2023, and BSA 2023. Operation Safe Campus Zone will continue as an ongoing initiative to maintain sustained pressure on drug trafficking networks near educational institutions. The success of the initial five-day intensive phase has laid a strong foundation for regular monitoring and enforcement activities. The DGP stated that the operation successfully achieved its primary objective of disrupting drug sales near educational institutions, with the substantial number of cases registered and fines imposed demonstrating its effectiveness in creating a strong deterrent presence.

The Elite Anti-Narcotics Group for Law Enforcement (EAGLE), in association with the law and order police of various districts, conducted raids on shops near educational institutions under 'Operation Safe Campus Zone' and booked 25,807 cases. As part of the State-wide drive, the EAGLE and police teams conducted raids on 16,806 establishments in the last month to check for the sale of narcotic drugs, ganja, cigarettes, tobacco and gutkha products near educational institutions. In total, ₹40,62,092 lakh was imposed as fine on those who violate the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, said Director General of Police (DGP) Harish Kumar Gupta, in a release, on Thursday. The 'Operation Safe Campus Zone' aims at preventing the sale of cigarettes and illicit drugs within 100 yards of educational institutions, as per the Tobacco Free Educational Institutions (ToFEI) guidelines, the DGP said. Based on the intelligence inputs, the police will keep a strict vigil on the hotspots and conduct raids on the shops located near the schools and colleges across the State. 'The raids will continue to maintain drug-free zones around educational institutions and protect the youth from drugs,' the DGP said.

This drive aimed to eradicate illicit drug sales within 100 yards of educational institutions, following the TOFEI Guidelines framework in the state. The DGP stated that the five-day state-wide operation was conducted across all 26 district police units against the illegal sale of narcotic drugs, including ganja, NRX drugs, cough syrups, cigarettes, tobacco products, and gutka being sold near or within 100 yards of educational institution premises. The state-wide crackdown was executed by SPs/CPs of all 26 district police units under the strategic direction and coordination of EAGLE IG Ake Ravi Krishna. The DGP further said the police department verified a total of 16,806 establishments during the continuous five-day raids. This project aims to modernise the criminal justice system by deploying advanced hardware and infrastructure across its core pillars: police, prisons, prosecution, forensics, and courts. ICJS 2.0 facilitates seamless, paperless data exchange and technological integration to ensure swift and transparent justice delivery. DGP Harish Kumar Gupta inaugurated the initiative, which includes the procurement of critical equipment such as 4,575 All-in-One PCs, 1,259 webcams, 520 high-end laptops, 1,483 multifunction printers, 2,264 mobile data terminals, 5,510 integrated security solutions, 6,792 SD scanners, 1,051 QR code readers and printers, 1,109 fingerprint enumeration devices, and 208 biometric attendance devices. These resources are distributed strategically: four desktops per police station, two per court complex, five for the State Forensic Lab, three per Regional Forensic Lab, and additional units for prisons and prosecution offices. Webcams support video conferencing and evidence recording, while laptops equip public prosecutors, assistant public prosecutors, and field officers. Biometric devices enhance security and transparency in district and central jails. All equipment comes with a three-year onsite warranty and dedicated OEM support at district headquarters for operational reliability. ICJS 2.0 introduces a unified digital ecosystem to streamline criminal justice processes, leveraging advanced technology for efficiency and security.
