4 years after Toronto bought land to honour heritage oak, residents still waiting for promised parkette

Four years after the city of Toronto purchased a property where one of its oldest trees stands, the land around it still hasn't been transformed into the promised parkette — and locals say they want to know why.
The city bought the suburban property at 76 Coral Gable Dr. in 2021 with the intention of demolishing a bungalow that sits on the 700-square metre lot and transforming the property into a parkette showcasing the tree. Estimated to be at least 250 years old and at about 24 metres tall, it towers over other trees in its Sheppard-Weston Road neighbourhood, about 300 metres from the Humber River.
Construction had been scheduled to begin on the parkette in 2022 but the local councillor, Anthony Perruzza, told CBC Toronto the project has been hampered by a series of unforeseen delays.
"I'm absolutely appalled," said Edith George, who lives around the corner from the tree and who has been campaigning to preserve the red oak for more than 20 years.
"I'm not getting any younger and I want to see a parkette finished."
Perruzza hopes to see shovels in the ground by the end of the year, but as yet, says "there's no commitment to an opening day for the parkette."
That's frustrating to people who live in the area and who campaigned to help raise about half the property's $860,000 purchase price back in 2020 — a condition city councillors insisted had to be fulfilled for the city to buy the property and turn it into a parkette.
Perruzza told CBC Toronto that when the city bought the property in late 2021, staff didn't realize there were tenants living in the house.
Demolition work couldn't start until they moved out, which happened about two years ago, according to George.
Roots and branches nearly envelop house
Then there were bureaucratic snags with the demolition permit. Perruzza pointed out that city rules dictate a demolition permit can't be issued until a property owner — in this case the city — has presented a plan for the property's future development.
Although a contractor has been hired, Perruzza says demolition can't start until the city has a design for the parkette. That still hasn't happened and won't until the landscape designer has been hired and has finalized a concept, in conjunction with members of the public.
That work is expected to happen this summer, according to the city's website, although the page also warns "this timeline is subject to change."
Once a demolition permit is issued, removing the structure won't be simple, Perruzza said, because the oak is only about a metre from the house. Its roots and branches virtually envelop the structure.
"This isn't a place you can come into and tear down with machinery," he said. "People have to come in here and, by hand, remove it brick by brick and piece by piece."
'Living history'
Alice Casselman, 87, a retired teacher and an environmental educator, helped with the fundraising campaign. She says she understands that park projects take time, but "bureaucracy should not take this long.
"This parkette would be a fine statement of how we protect our heritage."
Trevor Comer, a neighbourhood resident of Métis heritage, says the tree was a well-known wayfinding marker for both European explorers and Indigenous people as they travelled the nearby Humber River.
"It's living history," Comer told CBC Toronto. He called the delays "disheartening."
"We know things take time, but it's been a while."
Judy Fricker, who's lived in the neighbourhood for 37 years, agreed.
"It's very important to honour our past and to have something positive happening in our neighbourhood," she said. "The delays are such a disappointment."
City staff told CBC Toronto in an email they "will develop a detailed tree protection plan for the demolition process. The City is considering the health and protection of the heritage oak tree at every stage of the process."
Perruzza said he hopes that by the end of this year, the house will have been removed and the property graded, so the future parkette — and the red oak — will at least be accessible to the public.

On Saturday, as celebrations across Canada honour National Indigenous Peoples Day, calls to return sacred artifacts scattered around the globe are being renewed. A letter-writing campaign, launched by the Alberta Museums Association, urges the federal government to show leadership regarding the soon-to-be auctioned off collection of the bankrupt Hudson's Bay Company. A spokesperson for the Department of Canadian Heritage said it is actively monitoring HBC's upcoming auction, mindful that some items "may be of great significance to Indigenous Peoples." The federal government has no overarching legal framework to guide the complex process of repatriation, but Alberta stands out as an example "Alberta is actually the only jurisdiction in Canada that has enacted legislation about repatriation of sacred and ceremonial artifacts," said Jack Ives, a retired University of Alberta anthropology professor. He helped craft the First Nations Sacred Ceremonial Objects Repatriation Act, which passed in 2000. Ives said a careful, deliberate pathway is needed to ensure the right groups are consulted and items end up where they're supposed to. In a black market, he added, they could be worth millions. Since the legislation passed, more than 2,000 sacred objects have been repatriated to First Nations from government collections at the Royal Alberta and Glenbow museums, in consultation with communities. Museum culture has shifted, too, with an emphasis on amplifying diverse, authentic voices, cultivating understanding and building community, said Meaghan Patterson, executive director of the Royal Alberta Museum (RAM). "Sometimes they're identifying objects, they're telling stories, and then they're deciding what they'd like to have returned to the community," Patterson said. A case in point is the Manitou Stone — or Manitou Asinîy, as it's known in Cree. The 145-kilogram meteorite was repatriated from a college in Coburg, Ont., east of Toronto, in 1972 after 160 years. A Manitoba designer is honouring his culture and defying gender stereotypes through the creation of traditional Indigenous fashion. Tyler Moody, 28, is a fashion designer and youth advocate from Nisichawayasihk Cree Nation, also known as Nelson House. The Rocky Cree designer's journey began six months ago while working as a cultural support worker for a non-profit Indigenous organization. When Moody, who had never used a sewing machine before, created a ribbon skirt as part of this job, he discovered a newfound talent. 'It took me about four hours to make my first ribbon skirt, and it was beautiful. I was very impressed. Everyone else was impressed,' he said. 'I've never seen a man sew before, so I'm happy I'm able to take this role to make these designs and create something that you don't see coming from a man.' Though Moody's career in fashion has only just begun, he's already making an impact and inspiring those around him. Where it began Moody's story begins in northern Manitoba—more than 800 kilometres away from his current home of Winnipeg. He said he grew up in the bush, where he hunted, fished and spent time out on the land. However, Moody's childhood involved many hardships as well, as he was exposed to alcoholism and drug use. He also had to help raise his siblings from a young age. 'It was very hard growing up. It was challenging to even try to get to school or things like that,' he said. 'But I always pushed my siblings. I always made sure that they ate and things like that… I risked a lot growing up, but I was grateful enough that I was able to make it happen.' Despite these challenges, Moody was able to break these generational cycles and move away from his community, even spending some time living in South Korea. He said his upbringing contributed to his success because it showed him that anything is possible no matter what you've been through. 'I decided to break those cycles and those intergenerational traumas and just healing, not just myself but a whole generation—a new generation for my Moody side of my family,' he said. What he creates In his first six months as a designer, Moody has been making ribbon skirts—a cultural garment for Indigenous women that represents identity, heritage and strength. His design process involves picking out a fabric and colours, creating cutouts and layouts, and sewing it all together. Moody said each skirt takes him a few hours, depending on the details and sizing. 'The more ribbons you add, the more work that is,' he said. 'The bigger it is, the harder it is. It just depends on how big you want it.' Moving forward, Moody wants to expand his offerings to traditional menswear, as well as regalia and jingle dresses. He added the work helps to stop him from overthinking and calms him down. 'Just seeing a finished product that I made with my own hands really helps me see the visions that I see for my future self, and it really does inspire me to make these pieces,' he said. Moody, who has a TikTok following of more than 110,000, said he also enjoys the way his work is able to impact and inspire others. He noted he's received plenty of positive feedback and is proud to be representing his culture across the world. 'I pretty much made my own journey, my own life story, within these years, and I'm grateful that I was able to share it across Turtle Island… No matter where I am in this world, I will always represent where I came from.' Marshall Fabrics retail manager Erin Kembel said local designers like Moody make up the bulk of the store's customers and help to sustain the retailer's success. She added that they wanted to feature Moody because they are impressed by the work he is doing. 'We just loved what he is doing to celebrate his community and the work he was doing and just how ambitious he is,' she said. Currently, Moody's receiving lots of orders, including people wanting him to make them wedding dresses. '[My work] started off very little. I did not know what I was doing, but I started getting better and better every month,' he said. 'People have seen how much I have grown within the six months I've now been sewing.'
