
CASA and the World Bank
EDITORIAL: As per a Business Recorder exclusive, the World Bank is likely to extend the closing date of Central Asia South Asia 1000 (CASA-1000) electricity transmission and trade project for three years (till December 2028). The reason: delays attributed largely to a restive Afghanistan as the required infrastructure is complete in Tajikistan and Kyrgyzstan (including the testing of the High Voltage Direct Current — HVDC — converter station) while in Pakistan the transmission line connecting the Nowshera grid to the electricity grid is 99 percent complete with 375 out of 376 towers complete and the remaining expected to be completed by June this year though the World Bank mission has submitted that (i) HVDC facilities will be tested only after the Afghanistan line is completed; (ii) additional financing will be required once the project goes into operational readiness in 2028 to meet NTDC's legal and technical obligations; and (iii) NTDC must update the information in STEP (step-by-step approach) by end of 2025.
Two observations are critical. First and foremost, this project envisages export of hydroelectricity from Kyrgyzstan and Tajikistan (upstream countries relative to Uzbekistan, an agricultural country, whose water supply may be negatively impacted) coupled with the worsening Afghan-Pakistan relations with rising terror attacks in Pakistan from across the border and retaliation by Pakistan armed forces as well as the decision to expel illegal Afghan refugees from Pakistan. It must be recalled that India pulled out of the Iran Pakistan gas pipeline due to its energy security concerns, and Pakistan may do well to take similar concerns on board with respect to CASA-1000, given the opposition to the project from within and outside the four CASA countries.
And secondly, CASA project began in 2016, a time when the country was suffering from massive daily load-shedding and this particular project was rightly viewed as one that would solve the country's energy shortfall at the cheapest rate possible without the need to construct expensive dams that would have required external financing — dams that are increasingly being opposed by multilaterals as challenging for the environment. Nine years later the situation is different on multiple counts: (i) insurance coverage costs for the required infrastructure in Afghanistan are expected to be prohibitive; (ii) Pakistan has surplus energy reliant on more expensive fuel, furnace oil. Though contracts signed by successive administrations with Independent Power Producers (IPPs) are in the process of being renegotiated — that include capacity payments and repatriation of profits in dollars — yet any additional power supply must take a back seat to first ensuring 100 percent vacation of existing generation, barring government operated generation companies that are at the bottom of the economic merit order; and (iii) the envisaged competitive electricity market may be further delayed as CASA is a government-to-government venture that would require a pledge by the government of Pakistan to pay Afghanistan the transit fees in dollars.
World Bank website indicates that since August 2001 it has provided 2 billion dollars to Afghanistan with 280 million dollars to Afghanistan Resilience Trust Fund (ARTF) — to UNICEF and the World Food Programme as Approach 1.0; it has supported the people of Afghanistan since 2022 by extending funds for health, education, food security, water services and livelihoods as Approach 2; and pledged to continue to make IDA funds to complement ARTF financing as Approach 3.0, which will include assuming CASA-1000 project in a ringfenced manner to ensure construction payments and future revenue to be managed outside Afghanistan and do not involve Interim Taliban Administration (ITA). Without active participation, the vacation of the electricity to Pakistan through CASA-1000 will remain dicey at best.
To conclude, given these circumstances, Pakistan, at the tail end of the supply chain, should reconsider delaying this project's implementation.

Govt urges World Bank to restructure KWSSIP
ISLAMABAD: The government has requested the World Bank for restructuring of Karachi Water and Sewerage Services Improvement Project (KWSSIP) to complete activities that suffered from the implementation delay due to the Covid-19 pandemic, the 2022 floods and delays in procurement of critical activities. Official documents revealed that this restructuring for KWSSIP involves: (i) change in client name, (ii) closing date extension and subsequent change in disbursement and implementation schedule, (iii) reallocation between expenditure categories, and (iv) change in results framework. The $40 million International Bank for Reconstruction and Development loan for KWSSIP was approved on June 27, 2019. The project is co-financed with a loan of $40 million from the Asian Infrastructure Investment Bank (AIIB). The Project Development Objective (PDO) is to improve access to safe water services in Karachi and to increase the Karachi Water and Sewerage Board (KWSB)'s financial and operational performance. World Bank approves $240m for Karachi's water & sanitation project The current project closing date is June 30, 2025. The project comprises three components: Component 1—Operational and Enabling Environment Reform; Component 2—Infrastructure Investments; and Component 3—Project Management and Studies. This is the first restructuring of the project. The implementation arrangements of the projects will remain the same. Government has requested a twelve-month project closing date extension for both the World Bank and the AIIB's loans until June 30, 2026. This extension is required to complete activities that suffered from the implementation delay due to the COVID-19 Pandemic, the 2022 floods and delays in procurement of critical activities (bulk meters and customer meters). Activities include the establishment of pilot District Metering Areas (DMAs), works to reduce energy consumption, development of an asset management program, completion of the water and sewerage masterplan and commissioning of the chlorination dosing stations will be completed within the 12 months closing date extension and hence, achieving the PDOs. Due to higher-than-expected costs in component 1 for building customer service centers and of the Institutional Reform Studies, some funding is reallocated from components 2 and 3 to component 1. Relative to the original investment plan at preparation, this will result in a reduced scope of energy efficiency investments in component 2 and of studies conducted in component 3. It is proposed to change the target date of all unachieved indicators to match the closing date extension as all indicators are expected to be achieved by then. Progress toward achieving the PDO and Implementation Progress are rated Moderately Satisfactory as of the last Implementation Status and Results Report (ISR) in November 2024. The performance ratings for components, financial management, project management, procurement, monitoring and evaluation (M&E), and safeguards are also moderately satisfactory. As of May 6, 2025, disbursement from the IBRD allocation reached $30.62 million out of the allocated budget of $40 million (76.55 per cent) in addition to $33.248mn (83.12 per cent) from the AIIB co-financing loan. More than 90 percent of the project proceeds are committed in signed contracts and the remaining balance are planned to be fully committed by June 30, 2025, through variation orders to some ongoing works contracts and awarding of the remaining studies envisioned under the project such as the updating of the Geographical Information System (GIS) and the development of asset management system. Implementation progress, financial utilisation, and reforms momentum have improved recently (though the latter is still slow). The Project is expected to utilize around $2.0 million by June 30, 2025. 'Don't do unto others what you don't want done to you': Victor Gao warns India
Listen to article Vice President of the Center for China and Globalization Victor Gao said the Indus Waters Treaty must be respected in letter and spirit, and warned against using water as a tool of coercion. 'Never use the Indus River as blackmail against the people of Pakistan,' he remarked. 'Do not do unto others what you do not want others to do unto you.' In an interview with an Indian news channel, he called for regional cooperation on water sharing and criticised any unilateral moves to divert shared water resources. He reaffirmed China's commitment to its 'iron-clad friendship' with Pakistan, stressing that Beijing will not tolerate any attempts to undermine Pakistan's legitimate interests, particularly with regard to the peaceful use of Indus River waters under the long-standing treaty with India. 'China and India need to come up with a protocol so that the waters of the Brahmaputra can be better managed,' he said, referring to recent concerns over India's river management policies. 'This becomes more important in light of Indian government's attempt to divert water from rivers to Pakistan.' He underscored the geographical reality that most major rivers in South Asia originate in Tibet, placing China in a strategic position in terms of regional water diplomacy. 'China is in the upper stream, India in the midstream. It is not appropriate for India to interfere unilaterally with shared waters,' he said. Gao expressed hope that China, India, and Pakistan would be able to engage in dialogue on equitable water sharing in both the western (Indus) and eastern (Brahmaputra) river systems. 'Only through mutual understanding and cooperation can the region ensure the sustainable and peaceful use of these vital resources,' he concluded. Under the treaty, Pakistan holds rights to the Indus, Jhelum, and Chenab rivers, while India controls the Ravi, Beas, and Sutlej rivers. Islamabad has warned that any attempt by India to divert or obstruct Pakistan's share of water would be treated as "an act of war," with a commitment to employ all elements of national power in response.

PHCIP implementation rate termed moderately unsatisfactory
ISLAMABAD: The World Bank (WB) has rated the Punjab Human Capital Investment Project (PHCIP) implementation progress, worth around revised $146.31 million, as moderately unsatisfactory. The project was approved in March 2020 with the development objective of to increase the utilisation of quality health services, and economic and social inclusion programs among poor and vulnerable households in select districts in Punjab. The closing date of the project was 30 June 2025, which is revised to 30 June 2026. The original cost of the project was $200 million, which is revised to $146.31 million. Official documents revealed that $122.19 million of the revised $146.31 million were disbursed while $32.74 million remain un-disbursed so far. Govt approaches WB for $200m PHCIP restructuring The project remains on-track to achieve its development objectives, although there have been some delays in the pace of implementation. A total of 1,084,186 pregnant and lactating women have been registered under the Aaghosh program across the project districts. Under the economic inclusion component, economic inclusion assets have been transferred to 64,592 families. The sub-component of education is providing Early Childhood Care and Education (ECCE) intervention (books, furniture, learning kits) to 9,397 schools, exceeding its revised target of 8900 schools.
