
South Africa: How to use land reform programmes to drive job creation and economic inclusion?
Thirty-one years since the dawn of democracy, public discourse has been characterised by heated discussions on the land question, while scant attention has been paid to the support that successful land claimants require to ensure the long-term economic viability of their newly acquired assets.
When South Africans from all walks of life commemorated Freedom Day on 27 April, many took time to reflect on the gains achieved since the dawn of democracy.
There was broad agreement that the unresolved issue of land dispossession remains a major challenge in our political and social landscape. For many communities still landless due to past injustices and forced removals, any celebration of political freedom remains incomplete.
Land Reform: A moral, political, and economic imperative
Undoubtedly, the resolution of the land question is not only morally and politically right, but it is also an economic imperative in a country that has gained the reputation of being ranked the most unequal society in the world by the World Bank. A staggering 41,9% of our population swell the ranks of the unemployed in the fourth quarter of 2024 according to StatsSA's expanded definition of unemployment, which includes those discouraged from seeking work.
The increasingly uncertain geopolitical developments and the looming threat of US-initiated trade wars and soaring tariffs are cause for concern. Added to this is the possible termination of the African Growth and Opportunity Act (AGOA), which grants African nations duty-free access to the US market.
These challenges strengthen the case for not only an accelerated land reform programme, but also the deliberate enablement of rural economies. It's vital to empower beneficiary communities to make their land productive so they can actively participate in commercial agriculture, eco-tourism, and other economic activities within the land value chain.
The potential of land ownership to slam the brakes on the scourge of unemployment and deepening levels of poverty has been acknowledged by the National Development Plan (NDP), which envisaged agriculture as the sector that has the potential to create close to 1 million new jobs by 2030.
Importance of post-settlement support
The attainment of this ambitious plan hinges on the implementation of tailored, post-settlement support programmes that can attract much-needed investment and on fostering skills transfer and development and ensuring financial sustainability of the land.
Whilst there has been criticism levelled at the pace of land reform, the pockets of achievement and progress made thus far prove that a successful land reform programme can be a catalyst for job creation and skills development.
As an organisation that has worked at the coalface of the land reform programme for nearly 15 years, Vumelana Advisory Fund has changed the narrative of the land reform programme by helping claimant communities who acquire land under the land reform programme to successfully develop their land through partnerships to create jobs, boost incomes, develop communities and enable the transfer of skills.
By helping these communities to raise capital to develop the land, transferring skills to help them to effectively manage the business, we have enabled beneficiary communities to bring the transferred land into effective economic use.
Proof points of reform and job creation
Since our inception, we have supported 26 land reform projects, leveraging our transaction advisory support programme and capacity building and institutional support programme.
The programme provides the beneficiary communities with access to required resources while negating the need to give up ownership of the land or wait for government grants. The transaction advisory support programme facilitates commercially viable, mutually beneficial partnerships between land reform beneficiary communities and private investors that create jobs, generate income and transfer skills.
These successful land reform programmes include the 151-hectare Moletele-Matuma farm in Limpopo, the Barokologadi-ERP Melorane Game Reserve partnership in North West, and the Mkambati Nature Reserve Tourism partnership.
Through these interventions, we've collectively created over 2,500 jobs, benefited more than 16,000 households, mobilised over R1 billion in investments, and developed approximately 76,000 hectares of land.
A successful land reform programme using Vumelana's partnership model could go a long way in significantly reducing the vulnerability and food insecurity of the rural population, who make up one-third of the population, as well as for some urban residents. Enhancing employment and thus incomes is one key thrust of pro-poor land reform.
It is critical to develop innovative ways of financing land reform. Similarly, we need to develop effective mechanisms in conjunction with the finance sector which can address restrictions on access to affordable finance.
Government must play its part as an enabler to create an enabling environment and actively promote partnerships. In our submission for discussion at a colloquium of NEDLAC partners in preparation for a jobs summit planned for September 2018, we argued that public funding falls short of driving a comprehensive land reform programme.
In properly structured partnerships, private partners of land reform beneficiaries can raise finance off their balance sheets or in the capital market. This could expand the job creation potential of land reform projects.
In a review of just 25 projects, mainly in tourism and agriculture, that cover about 100,000 hectares and benefit 25,000 households, Vumelana estimates that 5,500 jobs would be created based on about R1.2 billion of private investment. Thus, the creation of a fund to finance transaction advisory and other post-settlement support services that would attract private investment into the land reform programme could have a significant impact on job creation.
Looking ahead
Thankfully, there is growing recognition that land reform cannot be viewed in isolation from broader economic development. When communities gain access to land, that is only the beginning. The challenge — and opportunity — lies in ensuring that the land becomes a source of economic benefit, creates jobs, exposes communities to access markets and enables skills development.
The conversation about land reform should not be limited to who owns the land, but it should also focus on how that land is used, and whether it delivers meaningful benefits for the communities who fought to reclaim it. Far greater attention needs to be paid to what happens after land has been transferred.
Through the partnerships we have facilitated between beneficiary communities and private sector investors, we have redefined the narrative of the land reform programme and provided a living testament of a resoundingly successful land reform outcome.
We don't have to reinvent the wheel. We already have a winning formula that we can build upon to leverage the land reform programme into a formidable initiative that can generate positive and far-reaching social and economic benefits for everyone.

Committee on Sports Summons South African Football Association (SAFA) to Round Two of Discussions After Many Unanswered Question
The Portfolio Committee on Sport, Arts and Culture will invite to Parliament the South African Football Association (SAFA) in its quest to get the governance and finances of the association back on solid ground. SAFA appeared before the committee on Tuesday where it informed the committee that its finances were not sound and that they were working on challenges. The Chairperson of the committee, Mr Joe McGluwa, said the serious issues that confronted the association necessitate that there be a follow up meeting. 'We need a way forward to pull SAFA from the financial stress it is in. It concerns the committee that a lot of crucial details to many issues at SAFA are being withheld from Members. Importantly, we could not find a sense that issues were being dealt with proactively.' Mr McGluwa said it worried the committee that SAFA lacked cogent programmes a challenge which has seen many aspiring footballers leave other provinces mainly to concentrate in Johannesburg. Among the many challenges that the committee was informed included the lack of sponsors, salary disparities related to national coaches, lack of consequence management, lack of budget with such consequence as having liabilities far exceed assets, etc. Mr McGluwa said the inability to generate revenue for the national association was worrisome and could spell disaster for provinces and regions of SAFA as many tournaments had been staged without any form of support. 'SAFA is not sustainable; SAFA cannot run its operations. This is the elephant in the room that all football loving people need to sort the mess out,' added Mr McGluwa. Home Affairs Committee Makes Decisions on Interest of Justice Criterion and Other Matters Contained in Immigration Amendment Bill
The Portfolio Committee on Home Affairs yesterday made concrete decisions on various contentious issues within the Immigration Amendment Bill, including the acceptable location to codify the interest of justice criterion of the Bill. This brings the Bill closer to completion to bring it in line with Constitutional Court judgements. The committee has resolved that the interest of justice criterion that guides immigration officials in making detention decisions for undocumented immigrants will now be codified in the Bill's regulations. Despite various views on the matter, the decision was premised on the view that the department's standard operating procedure are inaccessible to the public and can be amended without stakeholder interaction. Also, the committee was of the view that codifying it in the regulations would enable oversight accountability by Parliament. Meanwhile, the committee has resolved that the Bill directly and adequately addresses the unconstitutional provisions identified by the Constitutional Court and, at this juncture, will be ideal to remedy those defects. As a result, the committee has decided that some of the recommendations identified by the stakeholders during the public participation process, including the protection of the rights of immigrant children, should be deferred to the ongoing process to review of the White Paper on Citizenship, Immigration and Refugee Protection. 'The committee reiterates its view that the White Paper is even more urgent now to ensure policy certainty on immigration issues, hence its call for the department to expedite its processing. To avoid a piecemeal approach to legislation development, the White Paper should provide a clear framework of the migration system in the country. As a result of the committee's decision, which consequently requires the amendment of Section 7 of the principal Act and is not in the Bill, the committee will write to the National Assembly in line with NA Rules 286 (4)(c) to seek permission to amend a section of the principal Act that is not in the Bill. The Parliamentary Legal Unit, together with the Office of the State Law Advisor, have been mandated to draft the A list of the Bill reflective of the committee's resolutions. The A list will be considered in the scheduled meeting on 10 June 2025. The committee remains committed to concluding the process and ensuring the closure of gaps identified by the Constitutional Court judgement. South Africa: Select Committee on Public Infrastructure Is Briefed by Auditor-General
The Select Committee on Public Infrastructure and the Ministries in the Presidency received a briefing from the Auditor-General (AG) of South Africa on the audit outcomes for the Department of Planning, Monitoring and Evaluation (DPME), Brand SA and Statistics South Africa (Stats SA). The committee expressed serious concerns about the mixed performance of these critical government institutions that report to the department. Committee Chairperson Mr Rikus Badenhorst noted that while Brand SA maintained its clean audit status, the regression in the DPME's audit outcome from clean to unqualified with findings, as well as the persistent material findings at Stats SA, point to systemic weaknesses in expenditure management, internal controls and consequence management across the portfolio. "What emerges most clearly from the Auditor-General's presentation is a culture of stagnation. Recommendations are noted but not acted upon, plans are drafted but not internalised, and repeat findings accumulate without resolution. We cannot allow inaction to become institutionalised," said Mr Badenhorst. The committee was particularly concerned about the significant backlog of unresolved irregular and fruitless expenditure cases at Stats SA, some dating back over a decade. Members of the committee argued that the vacancies in key positions, including the CFO role which has been vacant for eight years, have severely weakened the control environment and accountability mechanisms at the entity. The committee said the credibility of the data and statistics produced by Stats SA is critical for effective government planning and service delivery. The persistence of these governance and financial management failures is deeply troubling and requires urgent intervention. The committee welcomed the Auditor General's recommendations for the accounting officers, including: - Ensuring vacant positions are timeously filled to maintain effective internal controls - Enhancing reviews of performance planning and reporting processes - Swiftly resolving all cases of irregular, fruitless and wasteful expenditure - Monitoring the implementation of action plans with a focus on daily controls and reconciliations Members emphasised the need for the executive authority and accounting officers to be held accountable for addressing these persistent weaknesses. The committee committed to regularly engage the DPME, Brand SA and Stats SA to monitor progress on implementing the AG's recommendations and achieving tangible improvements in audit outcomes, performance and accountability. 'This report must be our guide when we engage these departments during the upcoming budget process. We cannot allow inaction to become institutionalised. The people of South Africa deserve efficient, transparent and accountable public institutions that deliver on their developmental mandate,' concluded Mr Badenhorst.
