Slow-moving Bengaluru Suburban Railway Project finally gets a special deputy commissioner
Nearly three years after Prime Minister Narendra Modi promised in a speech that the Bengaluru Suburban Railway Project (BSRP) would be completed in 40 months, the Karnataka government on Monday appointed Dr Vasanthi Amar as special deputy commissioner for K-RIDE, the implementing agency of the long-pending project.
The development comes amid calls for a full-time managing director to steer the slow-moving project on a war footing.
Currently, K-RIDE, a special purpose vehicle, is headed by managing director (MD) Dr Manjula N, who also holds an additional charge of secretary to government, infrastructure development, ports and inland water transport department.
Rail enthusiasts and BJP MPs have been demanding a full-time MD, who is also a technocrat, to undertake the 149 km BSRP network.

'With a Special Deputy Commissioner now appointed, I hope serious progress and focused action begin on this long-pending, crucial step for Bengaluru's urban mobility. But we still press our demand for a full time technocrat MD for the SPV,' he added.
Bangalore Central MP P C Mohan also expressed displeasure over the lack of a full-time MD for the last two years for the Rs 18,600 crore project. 'K-RIDE, executing the Bengaluru Suburban Rail project, has had no full-time MD for 2 years. Instead, a 2017-batch officer who has been awaiting posting for years has been made Special Deputy Commissioner. How can such a critical project run on part-time, inexperienced leadership?' the parliamentarian questioned in a post on X on Monday.
He also asked, 'My questions to the State Govt: Was this an existing post at K-RIDE, or was it specially created to accommodate a junior officer awaiting posting? Is this the seriousness with which a ₹15,767 Cr project is handled? A full-time MD must be appointed without further delay.'
The BSRP spans 149.348 km across four corridors: Sampige (KSR Bengaluru to Devanahalli, 41.4 km), Mallige (Benniganahalli to Chikkabanavara, 25.01 km), Parijaata (Kengeri to Whitefield, 35.52 km), and Kanaka (Heelalige to Rajanukunte, 46.24 km).
Of all the corridors, only Corridor 2 has seen some progression, yet at a slow pace, with less than 30 per cent of the works completed. The civil work tender was awarded to Larsen & Toubro (L&T) on August 26, 2022, for Rs 859.97 crore. However, L&T has reportedly hinted at pulling out of the project due to land acquisition hurdles. L&T has cited the non-availability of land as a primary reason for halting work.
Approximately 28.56 acres of private land and 91 acres of railway land are required for Corridor 2, but delays in land handover by South Western Railway and K-RIDE have stalled progress. Private landowners have obtained court stay orders, and some demand higher compensation, further complicating acquisition.
The 7.4 km section between Chikkabanavara and Yeshwantpur as part of Corridor 2 was targeted for completion by 2025 end, with the full corridor expected to be operational by December 2026. However, with the current pace of work, K-RIDE is doubtful of meeting its deadlines.
As for the rolling stock, the initial public-private partnership (PPP) model for procuring 306 rail coaches failed due to a lack of bids. A new equity model with 50:50 funding (Rs 2,135 crore from Karnataka, awaiting Union railway ministry approval) has been okayed by the Karnataka Cabinet in November 2024. Tenders are ready but await the central government order and Railway Board approval.

ACB summons Sisodia, Jain in case linked to construction of classrooms
THE ANTI-CORRUPTION Branch (ACB) of Delhi government on Tuesday issued summonses to former AAP ministers Manish Sisodia and Satyendar Jain over alleged corruption to the tune of Rs 2,000 crore in the construction of classrooms in government schools when their party was in power. While Jain has been summoned to the ACB office on June 6, Sisodia has been asked to appear on June 9. On April 30, the ACB had registered an FIR against the two AAP leaders in connection with alleged corruption in the construction of 12,748 classrooms or semi-permanent structures during the previous AAP government's tenure. While Sisodia held the finance and education portfolios in the AAP government, Jain was the minister of health, industries, power, home, urban development, and PWD. Following the summonses, AAP said in a statement, 'This is not a scam by any stretch — it's a calculated political ploy by the BJP. They are weaponizing institutions to attack AAP leaders and create a false narrative… When Aam Aadmi Party held power in Delhi, the BJP systematically defanged the ACB to strip it of any real authority. Today, they are using the same weakened institution as a tool to target AAP leaders and further their own agenda.' Joint Commissioner of Police Madhur Verma, who heads the ACB, had earlier confirmed the registration of the FIR. 'The Chief Technical Examiner's report of the Central Vigilance Commission (CVC) pointed out several anomalies in the project, and the report was kept under the carpet for about three years. The case was registered after permission under section 17-A Prevention of Corruption Act was received from the competent authority,' he said. In 2019, BJP leaders Kapil Mishra, Harish Khurana and Neelkant Bakshi had filed a complaint alleging financial irregularities in the construction of classrooms in government schools in three zones. According to the complaint, the construction cost per room came out to approximately Rs 24.86 lakh, exponentially higher than the roughly Rs 5 lakh it takes for similar constructions in Delhi. They also alleged that the project was awarded to 34 contractors, most of whom were associated with the AAP. According to ACB officials, 12,748 semi-permanent structures were supposed to be built at a cost of Rs 1,200 per sqft but the cost shot up to around Rs 2,292 per sqft during construction. This cost escalation, which BJP leaders allege was a result of corruption, is now being probed by the ACB. Earlier, the CVC's report in 2020 said there were violations of government financial rules, CPWD manuals, and tendering processes. These include awarding contracts to firms allegedly associated with the ruling party without proper bidding, escalating project costs by 17% to 90% without inviting fresh tenders, engaging private consultants without following due procedure and duplication of work, execution of work without demand from schools, and mismanagement of timelines and funds, the report said. Sisodia and Jain were arrested by the CBI and ED in unrelated cases in the past and are currently out on bail. Varthur requires Metro transit, say Bengaluru residents as officials push for flyover
Bengaluru: What most residents of Varthur area want is a mass transit solution, but Karnataka Road Development Corporation Ltd (KRDCL) is moving forward with the construction of a flyover. Locals say Metro connectivity suits the area's growing population more than a flyover. At present, KRDCL has taken up road-widening work on the SH-35 (state highway) from Varthur to Gunjur, covering 1.9km. The road will be expanded from 30 metres to 100 metres in width. Alongside this, the corporation has proposed building a flyover from Vinayaka Theatre to Varthur lake. However, residents are opposing the plan, questioning the need for a flyover over such a short stretch. While the total cost of the project is Rs 482 crore, around Rs 190 crore is being spent just on the flyover. Although the chief secretary recently visited the site and asked officials to consider Metro connectivity, residents claim that despite the matter still being under discussion, pillars for the flyover have already started coming up near Varthur lake. The industries too have agreed to the concept and hence emphasis has been laid to provide more employment opportunities to Kannadigas, he said. Patil stated that the Global Investors' Meet has been a success. It attracted proposals worth Rs 10 lakh crore. "We expect at least 70% of these proposals turn into a reality and the department is constantly following up with the companies", he added. The govt, in a bid to correct regional imbalance and facilitate setting up of industries in tier-two cities, has launched 'Beyond Bengaluru' scheme. The GIM too has focussed on this policy. 75% of the proposals have been asked to look for land outside Bengaluru and 40% of them in North Karnataka. It will generate 800 direct and 900 indirect employment thus supporting 3,000 families. The company which manufactures batteries and convertors in collaboration with Japan and France has plans to expand its operation and will generate over 4,000 employment in next two years, he said. The product will be exported to US and other countries.
