
Ghaziabad: Councillors suspend their round-the-clock agitation
The June 30 board meeting was called by mayor Sunita Dayal, and the councillors with a resounding majority rejected the proposal of a property-tax hike as per the new structure, saying the tax will burden residents by multiple times.
The councillors later started protesting on July 18 seeking minutes of the board meeting which had discussed the proposal for hiking property tax on June 30.
'Since the June 30 meeting, we have been demanding official minutes. But officials were not ready to give us. On Sunday, the officials arrived and accepted three demands. They also issued a letter to this effect. So, we suspended our agitation,' said Gaurav Solanki, councillor from ward 76 of Vaishali – 1.
On Sunday, the corporation officials issued a letter to the councillors saying minutes of the meeting will be issued on July 25 and made available to the mayor by 10am. The letter also stated that hiked property tax bills being sent to the mobile numbers of the taxpayers will be stopped till further order. Also, the rebate of 20% (applicable upon payment of taxes till July 31) will be extended till September 30, and its proposal will be put in the upcoming board meeting, it added.
'The Kanwar Yatra is going on well and officials and staff are engaged in different works along with the councillors. Another meeting was held today (on Sunday) with the councillors at the corporation headquarters. The secretary of the House was instructed to take immediate action on the three demands and issue a letter to the councillors,' municipal commissioner Vikramaditya Malik said in a statement on Sunday.
A public interest litigation filed by three former councillors against the proposed hike is pending in the Allahabad high court, with the next hearing on July 29.

Goa govt to legalise over 1 lakh houses existing prior to 1972
Panaji: In a major decision to legalise houses in the state that are facing the threat of demolition, state govt on Friday issued two circulars. One was by the revenue department and the other by the directorate of panchayat, to legalise over one lakh illegal houses that existed prior to 1972 on any land. Chief minister Pramod Sawant said that these circulars do not give any ownership rights on the land, but they legalise the structure and clarify the land status. 'We are making houses legal. The revenue department will give sanand, and the panchayat will give status as legal,' he said. Sawant said that with these circulars, there is no need to bring any bills in the assembly. A few minutes before the press conference to announce the circulars, both Sawant and revenue minister Atanasio 'Babush' Monserrate made a statement on the floor of the House that govt will bring a bill to regularise the houses. Sawant said that to clear the confusion in villages about illegal structures, govt has issued two circulars. He said that if the house is shown on the survey plan but does not have any document, then the owner of the house should go to the deputy collector and apply for the sanad. This is provided the survey records of such survey show the existence of a structure on the said land, the total area of the survey holding does not exceed 1,000sqm, and the existing structure, as shown in the survey map, covers at least 25% of the total area of the said plot. However, govt found that in several cases, structures which are already in existence and are duly reflected in the records of rights (Form I and XIV) as well as in the survey plans prepared under the provisions of the Goa, Daman and Diu Land Revenue Code, 1968 (during the period 1970 to 1972) are being required to obtain a fresh conversion sanad at the time of reconstruction. 'This has led to certain ambiguities and inconsistent interpretations across departments regarding the applicability of the conversion provisions under the Goa Land Revenue Code, 1968,' govt said.

Viresh Borkar evicted from House after ruckus over Goan origin resolution
Porvorim: The state legislative assembly witnessed a ruckus on Friday when the Speaker prevented Revolutionary Goans MLA Viresh Borkar from speaking on a private members' resolution recommending that the terms 'Goans' and 'persons of Goan origin' be defined. Borkar, who moved the private members' resolution, was eventually removed from the House by marshals after his private members' resolution was rejected. The St Andre MLA wanted the House to pass a resolution calling for a proper policy 'to benefit Goan people and prevent demographic change in the Goan landscape'. The opposition also rushed into the well of the House after chief minister Pramod Sawant demanded that speaker Ramesh Tawadkar 'throw out' Borkar's resolution despite the resolution being listed for discussion in the business of the day.
