PETALING JAYA: The construction sector will continue its upcycle into the second half of this year, supported by both public infrastructure and private sector developments, analysts say.
After a lacklustre start to the year, sentiment in the construction sector rebounded strongly in the second quarter, said Kenanga Research.
Although the timeline for the mass rapid transit three or MRT3 project in the Klang Valley remains uncertain, several key projects are progressing, including packages two and three for the Penang light rail transit (LRT) project's Mutiara Line and the Penang Airport expansion.
Others include the second phase of the Pan Borneo Highway, Sabah-Sarawak Link Road, the Subang Airport redevelopment plan and the Johor transit project.
It said the high-profile KL-Singapore high-speed rail project remains a medium-term catalyst.
Beyond data centres, industrial developments such as semiconductor foundries could support further private-sector growth.
The research house maintains its assumption of average annual contract awards at RM180bil for 2024 to 2026.
As of end-May 2025, RM75.5bil in main contractor construction contracts had already been awarded, compared with RM226.5bil in total awards for last year, the research house said, citing the Construction Industry Development Board.
The research house retained its 'overweight' call on the sector.
It said all stocks under its coverage were rated 'outperform', except Sunway Construction Group Bhd , for which it has a 'market perform' call and a target price of RM5.94 a share.
Its top picks are Gamuda Bhd and IJM Corp Bhd , as large caps tend to outperform during sector upcycles.
It said it also likes Gamuda for its leadership in the Penang LRT Mutiara Line, its success in securing overseas projects, strong earnings visibility backed by a record RM37bil order book, and its expansion into the renewable energy space.
It also favours IJM for its potential participation in the Penang LRT work due to past project involvement, strong earnings visibility with a RM6.6bil domestic order book and RM1.5bil in new property sales, and Kuantan Port's strategic role in east coast trade flows.
The potential divestment of IJM's toll road assets may improve its balance sheet and act as a re-rating catalyst.
Among mid-caps, the research house said Kerjaya Prospek Group Bhd , with an 'outperform' rating and a target price of RM2.30, offers attractive dividend yields of over 5%.
It said small-cap Kimlun Corp Bhd , with an 'outperform' rating and a target price RM1.39, is expected to benefit from upcoming public infrastructure roll-outs.
The listing of Paradigm Real Estate Investment Trust marks a potential re-rating for WCT Holdings Bhd , which has an 'outperform' rating and target price of RM1.25.
The research house also expects a neutral impact on builders from the recent change in electricity tariffs, as it involves tariff rebasing while users have already been paying market prices.
The newly introduced Employees Provident Fund contribution for foreign workers was also expected to have an immaterial earnings impact on contractors, estimated at less than 1%, it added.

PETALING JAYA: HPP Holdings Bhd 's (HPPHB) earnings recovery may remain 'bumpy' but a better-than-expected performance in its financial year ended May 31, 2025 (FY25) has prompted Kenanga Research to revise its call on the stock to 'market perform' from 'underperform' previously. The packaging solutions provider posted a core net profit of RM3.2mil in FY25 – 49% above Kenanga Research's forecast. 'The variance against our forecast came largely from a more favourable margin mix brought by stronger contributions from the high-margin moulded pulp packaging,' the research house said in a note. Despite the upbeat, Kenanga Research cautioned that HPP's 'earnings recovery path looks bumpy as its core electrical and electronics (E&E) space faces tariff-driven uncertainty.' Nonetheless, it acknowledged that HPPHB is 'not short of earnings drivers' going forward. These include the introduction of new high-margin recyclable paper pulp moulded packaging products and a potential pickup in orders, particularly from the E&E and sheath contraceptive segments, as restocking and new product launches gain momentum.

THE huge development expenditure allocated to the 13MP ought to translate into many meaningful construction jobs from 2026-2030 even without KVMRT3. Notable 'megaprojects' in the 13MP are port related, from which Muhibbah Engineering, IJM and WCT ought to benefit. Other notable projects involve water, flood mitigation, industrial parks, highways, roads and hospitals, from which IJM, Gamuda and WCT ought to benefit the most. Cahya Mata Sarawak gets a special mention too. We were positively surprised by the MYR611 bil development expenditure (DE) allocated to the 13MP. Although only MYR430 bil will be financed by the government, it is still 8% higher than the MYR400 bil DE allocated to the 12MP. This bids well for the construction sector in terms of the number and value of jobs to be awarded from 2026 to 2030. Recall that the 12MP DE of MYR400 bil was 54% higher than the 11MP DE of MYR260 bil. Thus, we believe the 13MP is positive for the Malaysian construction industry. We were rather underwhelmed that the KVMRT3 line was not mentioned in the 13MP despite positive vibes 2 weeks ago. Recall that KVMRT1 and KVMRT2 yielded huge jobs of MYR21 bil and MYR31 bil respectively. Other projects mentioned like the East Coast Rail Link, Gemas-Johor Bahru Double Track, Iskandar Region Elevated Autonomous Rapid Transit and Mutiara Line Light Rail Transit Project have been well flagged with the former 2 in advanced stages of completion. Carey Island cargo port, Westports 2 expansion and Port of Tanjung Pelepas expansion were mentioned. We estimate that they could avail a whopping MYR45.5 bil worth of jobs. Potential beneficiaries of the port 'megaprojects' are Muhibbah Engineering, IJM and WCT. Other than ports, the 13MP also mentioned many potential water, flood mitigation, industrial parks, highway and road and hospital projects. We flag 18 potential beneficiaries, which is by no means exhaustive. In our view, potential beneficiaries which are likely to benefit the most from the aforementioned projects are IJM, Gamuda and WCT. These three companies have the experience and expertise to construct most of the aforementioned infrastructure assets. Train testing and commissioning is underway. — KK SHAM/The Star PETALING JAYA: Prasarana Malaysia's Shah Alam Line (formerly known as LRT3) that connects Bandar Utama in Petaling Jaya with Klang is set to miss its widely expected Sept 30 opening date. Just last week, it posted a Facebook update announcing that the LRT sets will have to undergo '24-hour train testing and commissioning' until Oct 30. This means that the entire checklist of electrification, signalling and communications infrastructure has yet to pass regulatory muster, even if all of the physical infrastructure such as stations and track work are completed. On July 30, Transport Minister Anthony Loke said in Parliament that the Shah Alam Line is 99% complete, but did not indicate the date of passenger service commencement. When contacted, a Prasarana official declined to provide any specific date, beyond saying 'the project team is still conducting some key tests before they can conclude'. The Shah Alam LRT is a project built, owned and operated by Prasarana. It is an eagerly awaited service as it provides a critical alternative for Klang residents who have to endure service disruptions of the KTM Komuter due to the ongoing Phase II of the Klang Valley Double Track Rehabilitation project. This disruption is set to last for years, with no clear end date. According to rail professionals, rail testing and commissioning is the most challenging phase of a railway project due to the complexity of integrating various systems as this is a high-stakes area that will impact safety and reliability, more so with the complexities of modern rail systems. 'This phase requires meticulous planning, precise execution and thorough documentation to ensure all systems function together as intended. 'It is a process that cannot be rushed through,' said Yuslizar Daud, a railway systems specialist who once headed the Land Public Transport Commission's Rail Division. The seemingly rushed opening of KL International Airport's aerotrain on July 1 is a lesson for all, particularly after electrical problems on July 12 halted a train set just before it reached the satellite terminal building. Passengers had to disembark and walk the rest of the way. To date, contractors are still conducting tests and rectification of the system. Yesterday afternoon, only one aerotrain was available for service, leading to congestion at the airport. As for the KTM Bhd's electric train service to Johor Baru, Sunday Star reported yesterday that the service will not be able to reach Johor Baru this quarter. Questions linger on whether it will be able to meet its target by end of the year. In response, KTMB said the government is committed to the project's full completion in 'a phased approach', though the statement stayed clear of committing to any particular timeline or date.
