Delhi's First Trial Run of Artificial Rain to be Conducted From July 4-11: Environment minister

AAP, Delhi's former ruling party, which had earlier suggested cloud seeding to reduce air pollution, has raised questions about conducting the trial run in monsoon.

New Delhi: While it may bear good news to Delhiites hoping for better air quality, the timing may prove to be the spoiler.
Delhi environment minister Manjinder Singh Sirsa has announced that his government would go ahead with a trial run of artificial rain in the national capital to lower air pollution, a first of its kind and a much-awaited welcome move, but he also said that the trial would run between this July 14 and 11 which would be after the onset of the monsoons in the area.
Speaking to media persons on June 28, Sirsa said, 'The initiative marks a historic step in controlling urban air pollution. Our aim is to provide Delhiites with clean air. That's why we are taking this bold step of inducing artificial rain. We are hopeful that it will bring about a meaningful change.'
As per media reports, the trial would be carried out by the Indian Meteorological Institute as per a plan for cloud seeding submitted by the Indian Institute of Technology (IIT) Kanpur. 'The premier engineering institute has been tasked with implementing the project by overseeing deployment of aircraft, chemical disposal, scientific modelling, planning, and operational logistics,' stated The Hindu.
The report does quote the minister of the Bharatiya Janata Party (BJP) admitting that the weather conditions for the project 'were found to be unsuitable until July 3' but added that 'a widow has been identified between July 4 and 11.'
What is of concern, though, is whether the heavy waterlogging that usually happens after the rains across the city would get adequate time to clear up before the artificial rains drop on the city.
The report added that the Delhi government has sent a proposal to the Directorate General of Civil Aviation (DGCA), which would be providing the aircraft, requesting an 'alternative window' in case the weather conditions remain unfavourable after July 3 so that the trial could be carried out at a later date.
It must be noted that though the BJP government in Delhi has pushed for the trial, the Union government run by its party, did not move when the former Aam Aadmi Party's government had written letters to the Narendra Modi government to fast-track the clearances needed for cloud seeding even though it had called it an emergency measure to bring down air pollution in the city.
Then Delhi environment minister Gopal Rai, on November 19, 2024, had written to the Union government, seeking PM Modi's intervention for artificial rain in the national capital to combat the worsening air pollution levels. Addressing a press meet that day, Rai had then said that his immediate intervention was required as it 'is his moral responsibility' as it 'is a medical emergency'.
However, there was no response from the prime minister's office or his government then. He had also cited a letter addressed to Union environment minister Bhupendra Yadav seeking the approvals for artificial rain. He said, 'He (Yadav) has not called a single meeting on artificial rain despite my four letters sent in August, September, October and today.'
'PM Modi should ask his environment minister to convene a meeting on artificial rain. Either give a solution or clear the path for artificial rains. If central government cannot act, their minister should resign,' Rai had told reporters.
The Wire tried reaching out to Gopal Rai on the matter but failed to get a response.
Following the BJP's announcement, AAP spokesperson Saurabh Bharadwaj, however, questioned the idea for a trial during the monsoons. Who conducts an artificial rain trial during the rainy season, he asked.
Sirsa's response gave away his party's attempt at taking credit for it.
'We were the ones who signed the memorandum of understanding first, made the payment to IIT, Kanpur, and applied for the necessary approvals because we want to bring about actual change… AAP did not do anything except talk about inducing artificial rain. Our government (BJP's Rekha Gupta-led government), on the other hand, has worked sincerely. That is why, within just four months of forming the government, we are at the stage of finalising the date for Delhi's first artificial rain,' he claimed.

Ahead of the Bihar Assembly election due in October-November, Rajya Sabha member and senior Congress leader Digvijay on Sunday (June 29, 2025) slammed the Janata Dal (United)-led National Democratic Alliance (NDA) government in the State for 'ruining' the education system in the State. Mr. Singh, while addressing the media at the party office in Patna, said that the government schools in the State are in a poor condition and the dropout rate is highest in the country. The schools don't have electricity, teachers, computers and libraries. He shared data from the school education report, UDISE+ 2023–24, of the Modi government at the Centre. Expressing regret, Mr. Singh said that this is the worst performance in the whole country. He said that out of 78,120 government schools, 16,529 still do not have electricity and only 5,057 have computers, a mere 6.5%. 'There are 2,637 schools in Bihar where there is only one teacher, and 2.91 lakh students are enrolled in these schools. At the same time, there are 117 schools in the State where not even a single student is enrolled, yet 544 teachers are posted there. Bihar also has the highest school dropout rates: Primary (Classes 1–5): 8.9%, Upper Primary (Classes 6–8): 25.9%, Secondary (Classes 9–10): 25.63%,' Mr. Singh said. In budget 2025-26, the Bihar government claimed to have allocated ₹60,954 crore for education but the truth is that this money is lost to corruption, he alleged. '1.13 crore not enrolled for higher education' 'The BJP-JD(U) government has ruined Bihar's future in higher education as well. The recent report of AISHE 2021–22 (All India Survey on Higher Education) has once again exposed the plight of higher education in Bihar,' Mr. Singh said. Sharing data from the report, he pointed out that GER (Gross Enrolment Ratio) was 17.1%, i.e., the estimated population of the State in the age group of 18–23 years is 1.36 crore, but out of these, only 23.33 lakh are enrolled in undergraduate programmes. He said that it means 1.13 crore youth are deprived of higher education. 'Bihar has the lowest number of higher educational institutions per lakh population in the country, with a total of 37 universities, 1,092 colleges, 315 standalone institutions, totalling to 1,387 higher education institutions; but this number is very low for the population,' Mr. Singh said. The Congress leader also said that there are only seven colleges per one lakh population, against the national average is 30 colleges per lakh, which is the lowest in India. 'Future of youth being auctioned' Speaking on exam paper leaks in Bihar, Mr. Singh said that the future of the youth is being bid upon and the paper mafia is in cahoots with the government. 'In Bihar, under the patronage of the BJP-JD(U) government, a dirty business of scams is going on in government recruitments and competitive examinations. In the last seven years, more than 10 cases of exam paper leak have come to the fore in the State,' he said. The network of 'paper mafia' which is tarnishing the glorious legacy of education in Bihar is becoming increasingly active and the business of these mafias is worth thousands of crores, he said. Mr. Singh listed out rates fixed by the alleged paper mafia for every competitive exams: for NEET PG – ₹70-80 lakh, NEET UG – ₹30-40 lakh, banking exam (bank PO) – ₹15-20 lakh, police SI – ₹25 lakh and police constable – ₹10-15 lakh. Earlier in the day, he called on Congress ally Rashtriya Janata Dal (RJD) supremo Lalu Prasad along with Congress leader Akhilesh Prasad Singh at Mr. Prasad's 10, Circular Road residence to enquire about his health.

In the wake of public criticism that arrangements were not made properly on the Chamundi Hills for devotees during the first Friday of the 'Ashada' month on June 27, Minister for Social Welfare H.C. Mahadevappa visited the hills on Sunday and apprised himself of the arrangements at Sri Chamundeshwari temple. Officials were directed to pay adequate attention on crowd management and ensure that the devotees do not face any inconvenience. The temple draws lakhs of devotees during the four Fridays of the Ashada month. Peeved by the poor arrangements, the devotees raised slogans against the authorities and the State government. Many took to social media to give vent to their anger. Meanwhile, the BJP flayed the government for prioritising VIPs over the public. M.A. Mohan, a senior party functionary, told reporters that there are two traditions associated with Mysuru which the local people follow. 'One is Dasara celebrations and the other is darshan at the Chamundeshwari temple during the Ashada month. Though several meetings were conducted by the district administration, the end result is questionable,' he added. Mr. Mohan said many devotees have a tradition of climbing the Chamundi Hills on foot using steps the previous night, camp in front of the temple, and have the first darshan of the deity early in the morning. But the police barred the entry of devotees by road or steps from 11 p.m. on June 26 and deprived the devout of following their religious practice, he added. The BJP said the devotees were forced to stand in queue for over five hours to gain entry to the shrine and once inside, the darshan period lasted hardly a second or two as they were pushed out by private bouncers. 'However, the VIPs had darshan for 30 minutes as evident in their own statement made before the media,' the BJP alleged. The district administration should make proper arrangments for a hassle-free darshan for the remaining period of the Ashada month, the BJP said. The Chamundeshwari Vardanti celebration on July 17 is expected to draw more crowd, and hence, the district administration should take adequate measures to ensure that there were no lacunae in the arrangements. Deputy Commissioner G. Lakshmikanth Reddy, Police Commissioner Seema Latkar, and others were present.

Rajgir (Bihar): Union Minister Chirag Paswan on Sunday asserted that he wanted to contest the upcoming assembly polls "for the sake of Bihar," unfazed by what he called "jittery" detractors trying to put hurdles in the way. The Lok Janshakti Party (Ram Vilas) president addressed a rally titled 'Bahujan Bhim Sankalp Samagam' at Rajgir, in Chief Minister Nitish Kumar's home district of Nalanda. The Hajipur MP urged the people to be on guard against the "false narrative" of the opposition INDIA bloc, which had "alleged during the Lok Sabha polls last year that the Constitution will be under threat if Prime Minister Narendra Modi got a third consecutive term". "They are trying to play the same trick again in the run up to assembly polls. But you must remember that the worst attack on Constitution came during the Emergency when the Congress was in power and countless young men, mostly Dalits, minorities and OBCs, had been forcibly sterilised", alleged Paswan. He added, "Today the Congress and its allies are busy trying to present themselves as the champions of minorities by attending a rally in Patna where they are opposing the Waqf Act which had been brought for the benefit of poor Muslims. They should be asked about the Turkman gate massacre". Live Events Launching a frontal attack on RJD's Tejashwi Yadav for "allying with the Congress just for the sake of power", the Union minister challenged him to "seek an apology from Rahul Gandhi for excesses during the Emergency, the sufferers of which include his own father (RJD president Lalu Prasad)". Mocking Gandhi for carrying "a red copy of the Constitution", Paswan charged the Congress with having ignored, while in power, the contributions of Babasaheb Ambedkar . "It was the government of VP Singh, supported by the BJP, in which my idol and father late Ram Vilas Paswan a minister, that Bharat Ratna was given to Babasaheb, his picture was installed in Parliament and the report of Mandal Commission, put by the Congress in cold storage, was implemented", he pointed out. "The opposition keeps raising the false alarm that reservation will be scrapped. Let me give you the guarantee that this is not going to happen, as long as Chirag Paswan is alive", he added. The LJP(RV) president said that his interest in politics of the state was symbolic of "people returning to their home after having been forced to flee because of the lawlessness that prevailed under RJD rule ". "Many people are jittery that I want to come to Bihar. They are trying to know whether I will be contesting elections here. I wish to tell them, I want to contest assembly polls for the sake of Bihar. So that my dream of Bihar First, Bihari First is realised", said Paswan. He added, "Hurdles are being put in my way. But I am not going to dissuaded. Earlier attempts to break me by causing a split in my party and a rift in my family have failed to dishearten me. I urge my party cadre to fan out across all 243 assembly constituencies and fight for the victory of NDA, with the intensity as if Chirag Paswan were himself in the fray. You give me NDA's victory in assembly polls. I will give you a developed Bihar".
