SC asks Centre to respond over plea seeking implementation of action plan to manage heatwaves
NEW DELHI: The Supreme Court took notice of a Public Interest Litigation (PIL) drawing attention to the loss of more than 700 lives from heatwaves in 2024. It requested a response from the Centre regarding a plea that seeks directives for the strict implementation of national guidelines to develop an action plan for managing heatwave conditions.
A bench consisting of Chief Justice B.R. Gavai and Justice Augustine George Masih issued a notice to the Ministry of Home Affairs, the Ministry of Environment, Forest and Climate Change, the National Disaster Management Authority, and other relevant bodies, asking for their response within two weeks.
The plea, filed by environmental activist Vikrant Tongad, also requested directions to establish facilities for forecasting, issuing heat alerts, creating early warning systems, and providing round-the-clock helplines for redressal, among other measures.
The petitioner's lawyer, Akash Vashishtha, informed the court that over 700 people died from heat-related stress last year. He called for timely warnings and the establishment of a continuous redressal helpline to help mitigate the damage caused by heat-related stress.
The Indian Meteorological Department has been issuing monthly and seasonal warnings related to heatwaves. These predictions consistently indicate an increasing number of intense heatwave days, which is leading to more fatalities.
Vashistha has pointed current heat wave preventive management is not enough to deal with rising and intense heat stress.

Union Minister Jyotiraditya Scindia assures support to flood-affected north-eastern states
New Delhi [India], June 4 (ANI): Union Minister for Development of North Eastern Region (DoNER) and Minister of Communications, Jyotiraditya M. Scindia, on Wednesday, expressed deep concern over the ongoing flood and landslide situation in several Northeastern states caused by incessant heavy rainfall, as per a release. He also held a conversation with the Governor of Manipur, Ajay Kumar Bhalla, regarding the situation in the State and reiterated the Government's unwavering support to the affected people. Taking to social media, the Minister posted on 'X' to express solidarity with the people of the Northeastern region and reaffirm the Centre's commitment to a swift and coordinated response. Earlier in the day, Assam CM Himanta Biswa Sarma thanked Scindia for assuring support over the relief and rehabilitation amid the flood situation in the state. In a post on X, CM Sarma said, 'Grateful to Shri @JM_Scindia ji, Hon'ble Union Minister for DoNER, for his kind concern. A short while ago, he called me to enquire about the current flood situation in Assam and assured all possible support from the Central Government for relief and rehabilitation efforts. Assam deeply appreciates his gesture and solidarity during this challenging time.' The floods in Assam have claimed the lives of 12 people, with five more deaths attributed to landslides. According to the Assam Disaster Management, over 6.33 lakh people across 21 districts have been displaced, with rescue and relief operations underway. (ANI)

The impact has been this severe, and the monsoons are yet to reach their full might in the state. And this appears to be Assam's new 900 people have directly lost their lives to floods in Assam since 2019. In 2022 alone, the death toll was 278, according to the Ministry of Home Affairs. Who is to blame — the floods that are almost a recurring feature now, thanks to climate change, or the infrastructure that has outlived its reliability, which is now obviously vulnerable to extreme weather? Perhaps According to the Internal Displacement Monitoring Centre, 'Climate change, deforestation and erosion, and the lack of maintenance of dams and embankments were some of the main drivers of risk, a reminder of the need to continue strengthening disaster risk management to prevent future displacement.'Of more than 400 embankments built along the Brahmaputra and its tributaries since the 1950s, over half have outlived their intended lifespan, and a lack of resources to repair and maintain them means a growing number have been breached, a report by the international non-governmental organisation the government has stepped up, its efforts haven't shown any substantial impact. In August 2022, the Indian government applied for a loan from the World Bank for the Assam Integrated River Basin Management Programme Project. The objective of the project was to reduce the vulnerability of people to climate-related disasters and improve integrated water resources management in a letter dated 22 July 2024, the World Bank apprised that the money had been provided for the same project. The project is a three-phase programme with an overall financing of USD 625 Brahmaputra River and its tributaries are essential to the livelihoods of millions of people across Assam. But frequent floods cause lakhs of people to leave their homes for extended periods every year. Around 10 per cent of the state's population, or more than three million people, live on fertile islands known as chars, highly exposed to floods. Sikkim Governor Mathur reviews Indreni Bridge amid rising water levels in Singtam
Gangtok (Sikkim) [India], June 3 (ANI): In response to the increasing water levels in the Singtam area, the Governor of Sikkim, Om Prakash Mathur, conducted an on-site inspection of the Indreni Bridge on Tuesday. The visit comes amid growing concerns over the safety of local infrastructure and residents as water levels in the region continue to rise. Governor Mathur was accompanied by officials from various concerned departments and held detailed discussions with members of the Singtam Nagar Panchayat. Three army personnel died and six others went missing after a landslide triggered by heavy rain struck an Indian Army camp at Chaten in Lachen town on Sunday evening. Incessant rainfall and a cloudburst in northern Sikkim on the night of May 30-31 triggered widespread devastation, severely damaging critical roads and bridges. The River Teesta surged by 35-40 feet, snapping regional connectivity. (ANI)
