
Border Pillars To Be Placed In 5 "Disputed Areas" Along Assam-Meghalaya Boundary

In a definitive step towards the resolution of longstanding boundary differences between Assam and Meghalaya, the two state governments on Monday decided to erect border pillars in five of the disputed areas by Independence Day, the chief ministers of the two states said.
These are among the six disputed areas, out of the total 12, for resolving which both two states had signed an agreement in March 2022, they said.
Assam Chief Minister Himanta Biswa Sarma and his Meghalaya counterpart Conrad Sangma were addressing a joint press conference here after a meeting on various inter-state issues.
"Out of six areas for which agreement was signed, we will try to erect the border pillars in five of these areas by August 15," Sarma said.
"There is some difference in one of these five areas. Meghalaya wants a village that had been allotted to us, but they have given the assurance that the same amount of land will be transferred to us. We have asked for one week's time to consider and inform them," he added.
On the sixth area of dispute, Sarma said it relates to the Pilingkata area and there is some "difference of interpretation".
"The deputy commissioners of both states will sit and discuss it," he added.
Mr Sangma said the small issues are being resolved and border pillars in the five areas are expected to be erected by Independence Day.
"The resolution of the border dispute in a phased manner is a major milestone in our relations," the Meghalaya chief minister said.
Mr Sarma added that both states have decided to take forward discussions on the other six disputed sites, but no time frame has been fixed for completing it.
On the 55MW Kulsi multi-purpose project along the inter-state border, they said the two states have decided in principle to work on it together.
"Kulsi is a win-win project for both states. We have decided to work on it together with the condition that people living in that area will be taken into confidence," Sangma said.
Mr Sarma added that both states will work together on the hydel project, while Assam government will take forward the irrigation part of this multi-purpose project which will benefit large parts of Kamrup and Golapara districts in the downstream areas.
Assam and Meghalaya have a longstanding dispute in 12 areas along the 884.9-km-long inter-state border. The two states had signed an agreement in March 2022 in the presence of Union Home Minister Amit Shah in New Delhi towards ending the disputes in six areas.
Out of 36.79 sq km of disputed areas taken up for settlement in the first phase at six places, Assam got 18.46 sq km and Meghalaya received 18.33 sq km.
Meghalaya was carved out of Assam in 1972 and has since then challenged the Assam Reorganisation Act, 1971, which is recognised by Assam as its border.

‘False propaganda in my name': Asaduddin Owaisi files complaint over his deepfake AI video promoting investment scam
AIMIM president Asaduddin Owaisi has filed a complaint with the Hyderabad police in connection with a deepfake video of him promoting investment scams. The deepfake videos of Owaisi promoting the scam has been circulating online. The AI-generated fake video fraudulently used Owaisi's image and name. The fake video promised returns of ₹ 53,000 daily. Police said that the video has been made to mislead the public into believing that he is promoting an investment scam. 'The video was created and uploaded along with malicious content to lure innocent people and to make false propaganda in my name,' Owaisi said in his complaint. The video leads people to a website that promotes investment scam. The Hyderabad MP complained that it was putting innocent individuals at risk of losing money. As per police, the deepfake video also comes with AI-generated clips of Union Finance Minister Nirmala Sitharaman, billionaire industrialist Mukesh Ambani and Infosys founder Narayana Murthy. Owaisi requested the police to issue directives to social media platforms to take down the fake video, register a case and investigate and trace the origin of the video. Hyderabad police on June 5 registered a case based on the complaint filed by Owaisi. As per a report by The Times of India, the case has been registered under sections 66C (identity theft), 66D (cheating by personation), and 66E (violation of privacy) of the IT Act, 319(2) (cheating by personation), 336(3) (forgery for purpose of cheating), 336(4) (forgery for purpose of harming reputation), and 356 (defamation) of the Bharatiya Nyaya Sanhita (BNS). An investigation is on including removal of the video from the social media platform, an official said, according to PTI. Further investigations are on, the official said. AI-generated videos and audios of Pope Leo XIV are populating rapidly online, racking up views as platforms struggle to police them. An AFP investigation identified dozens of YouTube and TikTok pages that have been churning out AI-generated messages delivered in the pope's voice or otherwise attributed to him since he took charge of the Catholic Church last month.

Assam: Two more arrested in crackdown on ‘anti-nationals', says CM Himanta Sarma
Two more persons were arrested in Assam in a crackdown on alleged 'anti-national and communal elements', Chief Minister Himanta Biswa Sarma said on Saturday. With this, the number of arrests in such cases in the state since the terror attack in Jammu and Kashmir's Pahalgam increased to 90. While Goalpara Police arrested Sanidul Islam for allegedly 'offensive social media posts on Lord Ram', Kamrup Police apprehended Saniur Rahman for 'inciting communal discord' through social media, Sarma said on social media. The attack at Baisaran near Pahalgam town on April 22 left 26 persons dead and 17 injured. The terrorists targeted tourists after asking their names to ascertain their religion, the police said. All but three of those killed were Hindu. Since the attack, the Bharatiya Janata Party government in Assam has been arresting persons accused of alleged 'anti-national' activities. On June 1, the chief minister said that 81 'anti-nationals' were put 'behind bars for sympathising with Pakistan'. On April 24, Sarma had said that the state would take action against anyone directly or indirectly defending the 'horrific, Pakistan-sponsored terror attack in Pahalgam'. This came after Opposition All India United Democratic Front MLA Aminul Islam was arrested on sedition charges for claiming that the Pahalgam attack and the 2019 Pulwama attack may have been the results of conspiracies by BJP leaders. Islam got bail in the sedition case on May 14, but was detained again under the National Security Act on the same day, PTI reported. The Act allows for long periods of detention without trial and suspends important rights of the accused person, including the right to legal representation and immediate information about the cause of the arrest.

BJP names Kanad Purkayastha as candidate for Assam Rajya Sabha polls
Guwahati: The BJP on Saturday announced that the party's Assam state secretary Kanad Purkayastha would be its candidate for the June 19 Rajya Sabha election from the state. BJP's National General Secretary Arun Singh, in a statement, said the party's central election committee has approved the candidature of Purkayastha, who is currently the party's Assam state secretary. A party leader from southern Assam's Barak valley said that Purkayastha is the only son of veteran BJP leader and former Union minister Kabindra Purkayastha. Elections for two Rajya Sabha seats in Assam are scheduled on June 19, with counting of votes set to take place the same day. The last date for filling of nominations is June 9, and the last date for withdrawal of candidature is June 12. The ruling BJP had earlier announced that it would field a candidate for one of the seats, leaving the other seat to its ally, Asom Gana Parishad (AGP). The two Rajya Sabha seats from Assam would be vacated after the retirement of Mission Ranjan Das (BJP) and Birendra Prasad Baishya (AGP) on June 14. Assam has seven Rajya Sabha seats. After Trinamool Congress' Sushmita Dev, who was elected to the Upper House of Parliament from West Bengal, Purkayastha would be the second Rajya Sabha member from the Barak Valley. Hailing from Silchar, Dev, daughter of former Union Minister and late Congress leader Santosh Mohan Dev, was earlier elected to the Lok Sabha from Silchar parliamentary constituency. Over four million people, mostly Bengali speaking, reside in the three districts of the Barak Valley region in Southern Assam -- Cachar, Karimganj and Hailakandi. Political observers said that despite the Barak Valley's substantial population and political significance, no leader from this region, adjoining Tripura, has previously been elected to the Rajya Sabha on a BJP ticket. Purkayastha's nomination is an attempt to deal with this gap and aims to strengthen the BJP's base among Bengali Hindus in Barak Valley. The Purkayastha family has been influential in Assam's political circle as veteran leader Kabindra Purkayastha's legacy and Kanad's active participation in the BJP's political activities contribute to the family's persistent prominence in Assam politics.
