Uttarakhand approves Geo-Thermal Energy Policy 2025 to tap geothermal resources

Dehradun: The Uttarakhand cabinet on Wednesday approved the Uttarakhand Geo-Thermal Energy Policy 2025, aimed at promoting scientific and technological research to explore and develop economically and environmentally viable geothermal resources in the state. Chief minister Pushkar Singh Dhami chaired the cabinet meeting on Wednesday, officials aware of the development said, adding that the policy aims to promote the use of geothermal sites for power generation, heating and cooling, water purification, and community development.
The energy department of the state, in collaboration with the Uttarakhand Renewable Energy Development Agency (UREDA) and Uttarakhand Jal Vidyut Nigam Limited (UJVNL), will implement the policy, which applies to all geothermal projects in the state.
The government plans to strengthen the state's energy security through geothermal energy by reducing carbon emissions and contributing to long-term environmental and energy goals.
According to officials, projects under the policy will be allotted for a maximum period of 30 years from the date of commissioning and sites identified for development can be allocated to central or state enterprises or private entities through competitive bidding or specified processes.

If financial assistance (FA) is not available from the central government, the state government may provide financial assistance for the first two projects, subject to approval. 'The state government will provide up to 50% financial assistance, up to ₹3 crore, to developers for preparing detailed geothermal project reports or assessing the feasibility of existing projects,' an official said.
Also, permission for the transfer or approval of private land will be granted as per the revenue department's reporting standards. 'For forest land or other reserved areas, leases/pattas will be granted as per the provisions of the state's proposed lease policy, subject to state government approval or forest clearance,' the official added.
Hot springs or geothermal sources form in the Himalayan region when water percolating beneath the Earth's surface reaches a geothermal point and exits through a thermal vent. As one goes deeper into the Earth, the temperature increases due to thermal activities such as volcanic activity, rock formation, and tectonic plate movement, which release heat and energy. When a water source passes near these zones, it absorbs the heat and emerges through thermal vents as hot springs.

Experts said that geothermal points in the Himalayan region are scattered along the geological fault line of the Main Central Thrust—where the Indian plate has pushed the Eurasian plate along the Himalayas—and hot springs are found along this fault line.
At the sixth meeting of the governing body of the National Mineral Exploration Trust on Wednesday, the cabinet also approved the Uttarakhand State Mineral Exploration Trust Rules, 2025, encouraging the formation of State Mineral Exploration Trusts. Additionally, it approved the Uttarakhand District Mineral Foundation Trust Rules, 2025, following amendments to certain provisions of the Uttarakhand District Mineral Foundation Trust Rules, 2017.

The cabinet also gave its consent to the formation of a Project Management Unit (PMU) to study the carrying capacity of bridges under the public works department (PWD), and to establish a digital forensic laboratory in the state tax department to ensure effective compliance with taxation laws through the collection, retrieval, and analysis of information and evidence.
It also decided to enlist seven companies listed by the ministry of electronics and information technology for the supply of IT-related services and materials in the state.
The cabinet also said that disabled persons will continue to receive disability pension even after their son or grandson attains adulthood (20 years)

The meeting, convened at Udaan Bhawan under the chairmanship of Minister of State for Civil Aviation Murlidhar Mohol, was attended by Sikkim MP Subba, senior ministry officials, and representatives from SpiceJet, IndiGo, and Alliance Air. Pakyong Airport Director Balasaheb Pote presented the current operational status, recent developments, and proposed infrastructure upgrades aimed at ensuring sustainable and consistent flight operations. According to an official statement, Subba stressed the strategic role of Pakyong Airport in enhancing connectivity between Sikkim and the rest of India. He cautioned that the continued suspension of services was adversely affecting the state's residents, tourism sector, and overall economic activity. Key operational and technical challenges were discussed, including the impact of weather conditions on flight schedules, the need for deployment of suitable aircraft, and strategies for more reliable and predictable operations. Mohol assured the Sikkim MP that the Ministry of Civil Aviation would extend full cooperation to expedite the resumption of services. He said the ministry would work closely with airlines and other stakeholders to address the issues hindering operations. Representatives of the participating airlines expressed readiness to coordinate with authorities to ensure dependable, long-term connectivity to the Himalayan state. Subba thanked the Union minister, officials, and airline representatives for their commitment to restoring the crucial air link. "Pakyong Airport is not just an infrastructure project - it is a lifeline for Sikkim. We must ensure that services resume at the earliest and in a sustainable manner," he said in the statement. Pakyong Airport, located about 31 km from Gangtok, was inaugurated in 2018 as one of the highest airports in India. While it initially boosted air connectivity to the state, operations have faced repeated disruptions due to technical and weather-related constraints. The latest suspension, which began in June this year, has forced passengers to rely on airports in neighbouring states, increasing travel time and costs.

Nepal to export additional 200 MW electricity to India

Agency: Kathmandu, Aug 13 (PTI) Nepal will export nearly 200 MW electricity to India in addition to the existing 940 MW, officials said, a development that will earn little more than NRs 80 billion for the Himalayan nation. This is part of the long-term agreement that Nepal signed for the export of 10,000 MW power to India over the next 10 years, most of it during the rainy season between June to November. 'The Central Electricity Authority of India on Tuesday approved the import of additional 199.70 MW electricity from Nepal to Haryana," Nepal Electricity Authority spokesperson Rajan Dhakal told PTI. The news about additional export prompted Prime Minister K P Sharma Oli to post on his social media that Nepal will earn over NRs 80.27 billion from exporting hydro-electricity to India. Earlier, India had agreed to import 941 MW electricity from Nepal and with Wednesday's approval, Nepal will now export 1,140.70 MW electricity. Nepal is currently selling its surplus electricity to Indian states of Bihar and Haryana during monsoon. 'Till now Haryana was importing 235.5 MW electricity from Nepal. With the new agreement in place, Haryana will import 435.5 MW electricity from Nepal," Dhakal added. The export will start as soon as there is a power surplus, the officials said. Nepal and India had in January 2024 signed a long-term agreement for the export of 10,000 MW power to India, from 450 MW till 2023, in the next 10 years during the 7th meeting of the Nepal-India Joint Commission here coinciding with External Affairs Minister S Jaishankar's visit to the Himalayan nation. The meeting was organised at Udaan Bhawan on Tuesday under the chairmanship of Murlidhar Mohol, the minister of state for civil aviation, he said. Flight services to and from the Pakyong airport have remained suspended since June 2024. During the meeting, Pakyong airport director Balasaheb Pote presented the current operational status, recent developments and plans to enhance infrastructure for sustainable flight operations. According to a statement issued by the MP's office, Subba underscored the strategic importance of the Pakyong airport in strengthening connectivity between Sikkim and other states. He highlighted the adverse impact of the suspension of flight services on people, tourism, and economic activities in the Himalayan state. Mohol assured the MP of the ministry's full cooperation in working with airlines and stakeholders to expedite flight restoration, it said. Senior officials from the Ministry of Civil Aviation, along with representatives from SpiceJet, IndiGo, and Alliance Air, attended the meeting, the MP said in the statement.
