One body retrieved in Uttarkashi's flood-hit Dharali; Modi speaks to Dhami
Nearly half of the picturesque Dharali village was ravaged by flash floods on Tuesday afternoon.
The village is the main stopover on the way to Gangotri, from where the Ganga originates, and is home to several hotels and home stays.
Four deaths have so far been confirmed in the flash flood, which followed a cloudburst. Around 130 people have been evacuated to safety, officials said.
Prime Minister Narendra Modi spoke to Chief Minister Pushkar Singh Dhami to get an update on the situation and assured him of the Centre's assistance.
Dhami held a meeting with officials at the State Emergency Operation Centre here to review the rescue efforts.
He surveyed the flooded area in Dharali and Harsil from a helicopter.
"The rescue work is apace. Teams from the army, ITBP, and SDRF have reached the spot. Around 70-80 people have been rescued... Debris has reached an army base. A road has been blocked. The DM and an SP rank officer are on their way to the spot. It's a challenging situation as it is still raining there," he told PTI Videos.
Dhami said arrangements have been made for medicines and food, and 160 police personnel have been deployed, 10 of them senior and three SP-rank, to oversee the disbursement of ration. Three nodal officers have been appointed from the CM's office.
"Every life matters to us," the chief minister said Home Secretary Shailesh Bagauli, quoting the ITBP, said that one body was retrieved from the flash flood site.
The Indian Army has kept its MI-17 and Chinook helicopters on standby to look for the stranded. They will take off only after the weather clears.
At least 60 people are said to have gone missing, but the number is likely higher, as many had gathered for the Har Dudh fair in Dharali village when the tragedy struck.
The missing include 11 soldiers, Defence spokesperson Lt Col Manish Shrivastava said.
Colonel Harshvardhan, Commanding Officer of 14 Raj Rif, is leading the relief and rescue operations with a 150-soldier team.
Despite its soldiers going missing and its base being hit, the team is working with full courage and determination, Shrivastava said.

Uttarkashi: Two pregnant women were airlifted from the disaster-affected Dharali village in Uttarakhand's Uttarkashi on Tuesday and are now receiving medical attention at the district hospital. The women, accompanied by two toddlers, were first flown by helicopter from Sukhi Top to the ITBP camp before being transported to the hospital via ambulance. Following a day's suspension due to heavy rainfall on Monday, helicopter operations resumed on Tuesday, enabling the delivery of essential relief and medical supplies to Dharali. Evacuation efforts also continued, with residents from the affected regions of Harsil and Dharali being flown to Matli. Relief materials are being sent continuously to these areas via air. Multiple agencies, including the Indian Army, NDRF, SDRF, police, and other rescue units, are working tirelessly to carry out search and relief operations. Adding to the efforts, the SDRF's skilled sniffer dogs, Phantom and Coco, are on the ground searching for those still missing. "In the search for life -- Phantom and Coco. However, 42 individuals remain unaccounted for, including nine army personnel. Of these, there are also eight locals from Dharali, five from nearby areas, one from the Tehri district, 13 from Bihar, and six from Uttar Pradesh. On Tuesday, experts from the National Geophysical Research Institute (NGRI) began using Ground Penetrating Radars to locate missing people. Meanwhile, the SDRF has set up community kitchens in Harsil and Dharali, providing fresh and nutritious meals to both affected residents and personnel engaged in relief work. In a significant boost to the operations, the Indian Army has operationalised a 400-metre aerial cableway and completed an 800-metre Animal Transport Track in record time. These measures will expedite the delivery of relief materials to Dharali.

A temporary lake measuring 400-500 meters has been formed in the upper reached of Harsil following the August 5 Dharali flash flood , TPO reported. This has given rise to concerns over a potential breach that could endanger downstream areas. Garhwal commissioner Vinay Shankar Pandey said that the measure had started to drain the lake which formed on the Bhagirathi in Harsil. "A Lt Col from the Army is overseeing operations at the temporary lake in Harsil, with all necessary support being provided to ensure safe and smooth water discharge," he told TOI. On August 8, NDMA member secretary Rajendra Singh had instructed state officials to maintain constant surveillance of the lake and deploy a joint Army-state team to inspect and oversee safe water release. Border Roads Organisation said the lake has submerged around 600m of the road from Harsil to Dharali near the Army camp. "We cannot assess the road damage until the water is drained. Repairs can only start after that," a senior BRO officer told TOI, adding that ongoing monsoon rains are worsening the risk and slowing restoration work. "On Monday, work had to be stopped at eight other sites due to heavy rainfall," the officer said.

Over 8k rescued as flood relief ramps up in Bhagalpur
1 2 3 4 Bhagalpur: With the rising number of flood-affected victims in various blocks, the district administration has increased community kitchens to 141 at relief centres for those displaced by the floods. These kitchens have been strategically placed in areas where flood-ravaged residents are taking shelter. Most affected villages and diara areas fall within six blocks – Narayanpur and Rangrachowk under Naugachia subdivision; Sultanganj, Sahkund, Nathnagar and Sabour under Bhagalpur Sadar subdivision and Sabour under Kahalgaon subdivision. Villages in Jagdishpur, Kahalgaon and Pirpainty blocks have been partially affected by the floods. Nine teams from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF), equipped with inflated rubber rescue Bboats (IRRBs), life jackets, medical kits and other essentials, are actively engaged in rescue operations across the swollen river Ganga and its tributaries. This is in addition to 69 boats already deployed to rescue marooned victims and transport them to safe relief centres. Bhagalpur DM Nawal Kishor Choudhary told this newspaper on Tuesday that more than 8,000 flood victims stranded in remote locations have been rescued and moved to relief centres by the NDRF and SDRF teams using nine IRRBs. Two NDRF teams are working in Naugachia subdivision with one each in Sabour and Kahalgaon. Meanwhile, two SDRF teams operate in Sultanganj, two in Nathnagar and one in Sahkund block, all equipped with IRRBs, life jackets, and emergency kits, he added. Referring to the 141 community kitchens serving hygienic food and drinking water to displaced persons, the DM said, "There are 38 community kitchens in Nathnagar block, 34 in Sultanganj, 25 in Sabour, 20 in Sahkund, six in Rangrachowk, six in Ismailpur and two each in Jagdishpur, Kahalgaon and Pirpainty blocks." Each relief centre and kitchen is monitored by nodal officers assigned to them, he added. Health department teams, the public health engineering department (PHED) and other agencies are assisting flood victims at the camps. Officials from the flood control division are overseeing the embankments and bundhs, while the rural works department monitors the condition of roads and their flanks amid widespread inundation. Polythene sheets have been distributed to 6,325 flood-affected families, the DM said. "Besides rescuing people and ensuring their safety and necessities, efforts are ongoing to rescue cattle and livestock," he added. Medical experts provide round-the-clock care to the flood victims while veterinary doctors tend to the livestock of those affected.
