H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Board of Trustees of the Dubai Future Foundation, has approved the launch of a global classification system for human-machine collaboration in content creation.
The Human-Machine Collaboration (HMC) classification system, developed by the Dubai Future Foundation, was revealed as a tool to help differentiate between human and machine involvement in the research, production, and publication of creative, scientific, academic, and intellectual content.
Sheikh Hamdan stated that distinguishing between human creativity and artificial intelligence has become increasingly difficult due to rapid technological advancements. He said this new approach is aimed at recognising the evolving role of intelligent machines in content generation.
'We launched the world's first Human–Machine Collaboration Icons to bring transparency to how research documents, publications, and content are created,' he said. He also invited researchers, writers, publishers, designers, and content creators globally to adopt and use the classification system responsibly.
The HMC classification introduces five icons to indicate levels of human-machine involvement: All Human : No machine used in content creation
: No machine used in content creation Human Led : Machine used only for enhancement or correction
: Machine used only for enhancement or correction Machine Assisted : Humans and machines worked together
: Humans and machines worked together Machine Led : Machine led with human quality control
: Machine led with human quality control All Machine: Fully machine-generated with no human input
Additionally, nine functional icons identify specific stages where human–machine collaboration occurred. These include ideation, literature review, data collection, analysis, interpretation, writing, translation, visuals, and design.
The system is designed to be flexible across sectors and content formats, including images and videos. While it does not assign specific percentages to human or machine input, it provides a visual representation for transparency.
Sheikh Hamdan directed all Dubai Government entities to begin implementing the HMC classification in their research and content-related work.
The Dubai Future Foundation reported that the classification defines intelligent machines as technologies such as algorithms, automation tools, generative AI, and robotics that play a role in the content creation process.

The Create Apps in Dubai initiative seeks to: Train and upskill 1,000 UAE nationals Triple the number of app developers in Dubai Support the launch of 100 new homegrown mobile applications It also includes the Create Apps Championship , designed to strengthen Dubai's role in smart app development. The championship aims to attract global talent and encourage entrepreneurs to pitch innovative app ideas. The Entrepreneur's AI Playbook offers practical guidance on how to use AI throughout the startup journey. It covers key phases such as branding, business modeling, product development, and customer support. The guide supports entrepreneurs with tools for: Business setup, including naming and identity Developing value propositions and digital services Managing operations, billing, and customer acquisition The Dubai Chamber revealed that the playbook is part of a broader strategy to position Dubai as a global AI hub. This strategy is reflected in several initiatives, such as the AI Retreat, the Dubai Universal Blueprint for AI, AI Week in schools, and the appointment of Chief AI Officers across government entities. The Entrepreneur's AI Playbook is now available for download on the Dubai Chamber of Digital Economy website.

83% Saudi Arabian CAIOs Have Broader C-Suite Support

A new study by the IBM Institute for Business Value (IBV) and the Dubai Future Foundation (DFF) reveals that Saudi Arabia's approach to AI leadership aligns with global trends while also demonstrating distinct national priorities. The research, which surveyed over 600 Chief AI Officers (CAIOs) across 22 countries, showcases Saudi Arabia's unique strengths and opportunities for growth in AI leadership. 'Saudi Arabia's commitment to AI is evident in its adoption of CAIO roles and the support these leaders receive from senior executives,' said Fahad Alanazi, General Manager, IBM Saudi Arabia. 'This study underscores the Kingdom's strategic focus on AI, as reflected in its governance models, budget control, and a strong emphasis on building business cases for AI investments.' Key findings from the study indicate that: 22% of organizations in Saudi Arabia have adopted the CAIO role, aligning closely to the global average (26%). Saudi Arabian CAIOs have strong executive support, with 67% saying they get sufficient backing from the CEO and 83% saying they have broader C-suite support. A clear trend emerges in the professional backgrounds of Saudi CAIOs, with 75% saying they have focused on data in their careers, higher than the global average (73%). Saudi Arabia's governance model stands out, with 50% of organizations adopting a hub-and-spoke AI operating model, reflecting Vision 2030's sector-wide coordination. This aligns with global trends, where organizations using a centralized or hub-and-spoke model can achieve a 36% higher ROI on AI initiatives. The study underscores Saudi Arabia's remarkable progress in AI leadership – Saudi CAIOs presently oversee 67% of AI budgets, outpacing the global average of 61%. Moreover, CAIOs prioritize building business cases for AI, with 58% doing so, above the global average of 45%. The findings also highlight strategic opportunities to further strengthen the country's position. 38% of Saudi CAIOs were appointed from within the organization, below the global average of 57%. Prioritizing internal talent development will cultivate a resilient workforce, ensuring continual growth in AI capabilities. As Saudi Arabia continues to invest in AI leadership, these findings serve as a roadmap for honing the country's AI capabilities and maximizing the return on its AI investments.
