
Housing Minister announces new measures to speeding up social homes
James Browne's comments came as he brought to Cabinet yesterday a suite of new measures aimed at speeding up the delivery of social homes. Among the plans approved by ministers is a proposal to condense the approval process for social housing projects from four stages to one.
The measures will also mandate the use of specific design layouts for all new-build social housing projects being delivered by public bodies, to achieve 'value for money, and to promote greater use of Modern Methods of Construction' (MMC). Developers who use the State's new standardised design templates for social homes will be granted planning permission 'an awful lot quicker', the Housing Minister has said. Mr Browne said yesterday that local authorities and approved housing bodies will be able to choose from a portfolio of 60 design templates, with the new arrangements to take effect from quarter three of this year. The Housing Minister said the designs are of 'very high quality' and will deliver 'uniformity' in the sector.
'Where delays come in [in social housebuilding] is where local authorities want a piece of vernacular, or want to change the number of windows, for example. That sounds fine except it leads to extraordinary delays, because then every window has to be measured by the Department of Housing.
'And I would be actually hoping that private builders would copy these designs as well, because they should be able to get through planning an awful lot quicker,' Mr Browne said. Pic: Getty Images
The minister said that when the Government delivered large amounts of social housing in the past, there was a level of 'consistency' nationwide in terms of how the houses were designed.
'And that's really important for builders who want to tender for these projects, but also for MMC,' he said.
MMC is a broad term that captures a diverse range of building processes and products. The term is generally used to describe construction which takes place in a factory setting as opposed to on-site. It includes the construction of full 3-D units or modules.
According to Mr Browne, the widespread use of MMC will help speed up the delivery of housing and reduce the environmental impact of the residential construction sector.
'I believe that this can be a game changer in terms of that delivery from social housing,' he said.

Wicklow excluded from funding for housing refurbishment works
The Department of Housing currently supports ongoing activity and projects under the Social Housing National Regeneration Programme in the cities of Dublin, Cork and Limerick and the counties of Sligo and Kerry. However, Wicklow is not currently one of the counties which comes under the programme with no payments made to the local authority over the past five years. When the Department of Housing appeared before the Public Accounts Committee in June this year, figures obtained by committee chair Wicklow Sinn Fein TD John Brady showed the department's €12 million budget for regeneration works remained largely untouched. The figures also revealed that of a separate €50 million budget for estate regeneration, the department only spent €37.2 million. The Wicklow TD pointed to estates like Hillview in Wicklow town, which recently featured prominently on RTÉ's Prime Time, as clear examples of the urgent need for funding. 'Hillview has faced ongoing issues since the houses were first built in the early 2000s, yet the Government continues to turn its back on the residents,' he said. 'Some years ago, funding was approved for regeneration works in Ashlawn Court in Fassaroe, Bray, but only 18 out of 248 homes were completed because the remainder of the funding was never granted.' 'That is simply unacceptable.' Deputy Brady also highlighted serious structural problems in parts of Farrankelly in Delgany, where some houses are plagued with dampness and require urgent remedial works. Council staff in the Greystones Municipal District are currently carrying out detailed studies of those properties, with a review due to be finished by the early autumn. 'These are not luxury upgrades,' he said. 'These are essential works to ensure that people live in safe, healthy homes. Wicklow County Council cannot provide these works if they are not given the necessary funding.' Brady has called on the Department of Housing to allocate the proper funding that allows for regeneration projects to take place. 'There is no excuse for leaving money unspent while families are left to live in substandard housing.' 'I will continue to fight to ensure that estates in Wicklow which are in dire need of regeneration works receive the funding and resources to make that happen. Ruling on controversial development beside St Anne's Park due after legal action withdrawn
A 10-year planning saga over the development of land beside St Anne's Park in Raheny, Dublin, could be brought to a close next month with confirmation by An Coimisiún Pleanála that it can now rule on a controversial 580 apartment and nursing home scheme. A High Court challenge taken by developer Pat Crean in relation to the validity of the Dublin City Development Plan, that had effectively blocked residential development on his land, has been dropped. Mr Crean's company Marlet hopes a recent intervention by Minister for Housing James Browne , directing councils to zone more land for housing, will result in a reversal of the 'dezoning' of the land. The withdrawal of the legal challenge against Dublin City Council, Ireland and the Attorney General, means a stay on the commission ruling on Mr Crean's housing scheme has been lifted, and it intends to deliver its decision next month, it has told the council. READ MORE The 16.5-acre site, formerly part of St Paul's College at Sybil Hill, beside the park, has become one of the most contentious land banks in Dublin since it was bought by Mr Crean in 2015. Multiple planning applications for apartments, which have been the subject of several judicial review hearings, have been made by Marlet and associated development companies. The most recent was submitted in September 2022 to the city council under the new large-scale residential development (LRD) system for 580 apartments and a 100-bed nursing home. The following month the council refused permission for the scheme due to concerns about the use of the land by light-bellied Brent geese which migrate from Canada for the winter months. The council had received more than 230 objections to Marlet's plans. Just days later, city councillors voted to block any further applications for large-scale housing developments on the site by zoning it for open space under the new Dublin City Development Plan. Mr Crean's Raheny 3 Limited Partnership in November 2022 appealed the refusal of permission for the LRD scheme to An Bord Pleanála. Then, in January 2023 it initiated a separate judicial review against the validity of the development plan. The zoning change, it said, amounted to an 'unjust and disproportionate attack' on the company's constitutionally protected property rights. A stay was put on the planning appeal, pending an outcome of the High Court challenge. However, Mr Crean's company has recently withdrawn its judicial review proceedings, which will allow An Coimisúin Pleanála, formerly An Bord Pleanála, to issue a decision on the case. In a letter to the council in recent days the commission said it intended to issue its decision by September 29th. A spokesman for Marlet said the company had withdrawn the High Court case in anticipation of 'positive changes' in relation to the zoning of land for housing in the city. In recent weeks Mr Browne issued new guidelines to local authorities telling them to zone more land for housing. It is expected councils will be asked to first focus on any land which is already serviced by infrastructure such as water and sewerage, or are close to public transport. The Raheny land, which has previously secured planning permission, would fall into this category, Marlet believes. 'The positive changes around land uses and zoning, encouraging councils to rezone lands that are serviced and where homes can be built, was a key decision why we felt these lands now have a more straightforward path to follow' than the High Court route, it said. Local Green Party councillor Donna Cooney said she welcomed the developer's decision to abandon the court challenge and anticipated the planning commission would uphold the council's decision to refuse permission for the 580 apartments and nursing home. She acknowledged the need for housing and said the 'possibility of a land swap' between the council and the developer could be considered, but she said: 'I hope that these lands will go back to their original purpose as playing fields.'

After a story appeared in the Irish Examiner today, Sheridan confirmed that his mother did object to a housing project through her work. He said his mother 'broke down' when Sheridan asked her about it yesterday. 'It's something that is not in the personality of my mother by any means. My mother grew up in social housing. You know, she is one of my inspirations to tackle the housing crisis, and she's fully behind it. So I'm just really stressed about that. 'It should be no surprise to us that Ireland has become a destination where people want to live and want to raise a family and want to grow their life, and we should have seen that coming,' he said. 'But we also have to understand that immigration is healthy for the economy, right? It's a matter of making sure that we all get along,' he added. Is he against removing the Triple Lock? Sheridan said today that he is against changes to the Triple Lock. This is one of the key pieces of legislation that the next president may have to sign off on if government is successful in pushing it through. The triple lock system dictates that Irish troops in groups of more than 12 cannot be deployed abroad without approval from Cabinet, the Dáil and a resolution from the United Nations Security Council. The changes proposed by government include removing the UN Security Council element. 'I think we're Irish first and European second and they need to listen to the people a little bit more,' said Sheridan. 'I think there's an overwhelming objection of the idea that we would move forward with that. And I want to stress that we're militarily neutral, but we've never been morally neutral, and that's important as well,' he said. Would Sheridan like to see a united Ireland? Sheridan said it is something he would love to see in his lifetime, but he said it is a complex issue that cannot be rushed. He told the media that the idea of a united Ireland needs to be 'very seriously thought out', stating that 'the narrative that we need to rush to bring that through is a little bit unprepared'. Is housing going to be one of his key talking points? Yes, Sheridan said he is not going to bring his toolbox and start building houses, but he will champion the issue.
