Woman pleads no contest to embezzling thousands from Delano Philippine Weekend Committee

BAKERSFIELD, Calif. (KGET) — A 67-year-old woman has pleaded no contest to embezzling thousands of dollars from the Delano Philippine Weekend Committee to buy gifts for men she met online, according to court records.
Delilah Mascarinas on Tuesday pleaded no contest to both felony counts filed against her — embezzlement by a public officer and check fraud. She was charged in 2023.
Prosecutors say she faces up to three years and eight months in prison, but the court-indicated sentence is felony probation with restitution.
Sentencing is set for Aug. 6 at the Delano courthouse.
After starting an Instagram account in 2022, Mascarinas engaged in conversations with numerous men who claimed to be in the military, and received eight marriage proposals, according to her statement contained in Delano police reports.
Mascarinas told police the men asked for gift cards to pay for internet, games and music.
She said she bought the cards through an account that was designated for use by the Delano Philippine Weekend Committee, which annually organizes a two-day event celebrating Filipino culture. She said she meant to pay the money back.
'And it just spiraled out of control,' she told police. 'And when I wasn't able to pay it back then that's when everything happened.'
An investigation determined around $20,000 was missing. Mascarinas had access to the committee's account for years but said she didn't use it for personal expenses until 2022.

(KGET) — Bakersfield is near the top of the list when it comes to car thefts in the country, and now police are sounding the alarm that luxury pickup trucks are getting ripped off. An undercover BPD officer says thieves are using auto diagnostic tools to start the trucks and disconnect OnStar systems so the trucks can't be tracked. They're even punching through the glass to open the door to bypass the push button start. Four people arrested on suspicion of stealing multiple Arvin Public Works trucks: Arvin PD 'The police department said that they're an organized ring and they're coming to Kern County to steal trucks to fill their orders,' Chief Operating Officer John Pitre with the Motor City Auto Center said. Over the last two months, there's been a surge of high-end truck thefts targeting 2018 and 2023 GMC Sierra half-ton and three-quarter ton pickups with the AT4 or Denali trims. 'Exotic suspension systems, wheels and tires, big brakes, high-power engines, leather interiors. I don't really think they're going after these trucks for a particular feature. 'We have a way to catalog those vehicles in such a way that if they are stolen, we can recover them,' he said. Brock Butler's GMC Heavy Duty 2500 truck got broken into. 'They ripped my deck out and messed with the whole brain of my truck. They popped my key cylinder and got right in the door,' he said. 'If you put an aftermarket handle that doesn't have a key cylinder on it, that's worked for me,' he said. California led the country in total vehicle thefts per capita last year. Lock your vehicle and park it in the garage, behind a secure fence or box it in. Add a GPS tracker so authorities can find your vehicle faster if it gets stolen.
