Kolkata: Employment in night shifts will not be mandatory for women, a 22-point state draft policy released on Wednesday says. Employers will need to obtain written consent from all women staffers working night shifts, said the govt's draft guideline.
During night shifts, one-third of the total strength must be women, added the guideline. The number can't be less than 10. Night shift duties must also be rotational, with a minimum rest period of 12 hours between shifts.
Stating that employers must provide secure and free transportation to and from the workplace for women on night shifts, the state said all vehicles must have trained and verified drivers, GPS tracking and emergency alerts.

A security guard, preferably a woman, must accompany the vehicle if possible.
The policy shall apply to all establishments — industrial units, IT and ITES, healthcare and emergency services, retail, hospitality, transport, logistics, media and service enterprises — that engage women employees between 8pm and 6am.
The draft goes on to state that all establishments must constitute internal complaints committees, display anti-harassment policies and conduct regular training on workplace behaviour.

A zero-tolerance policy against sexual harassment must be observed and a quarterly report on night shift deployment of women must be submitted to the labour commissioner.
In Feb, the Calcutta HC bench of CJ TS Sivagnanam and Justice Bivas Pattanayak had sought such a guideline in govt and private spaces, stating such norms were already in place in several states. Following the RG Kar rape-murder last Aug, Bengal govt had launched the Rattirer Saathi project to assist women medical workers in night shifts.
The draft says: "Recent developments, including directions of the high court, have emphasised the urgent need to ensure comprehensive safeguards for women employed during night shifts. This policy consolidates these requirements into a uniform set of enforceable guidelines applicable across public and private sectors."
The policy was discussed in detail on Wednesday based on inputs from all transport stakeholders.
"We have received several suggestions," said a state govt officer.
Among other suggestions in the draft are arranging separate, well-lit and hygienic toilets, and rest areas for women employees. These areas must include fans and drinking water. If feasible, establishments will have to provide clean, safe and hygienic food facilities. In cases where more than 50 women are employed, a dedicated canteen space should be arranged.

Kejriwal lauds 'honest' AAP regime, says previous governments 'ruined' Punjab

Arvind Kejriwal (PTI image) Accusing the previous governments of "ruining" Punjab, Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Thursday said an "honest" regime led by Chief Minister Bhagwant Mann is on the contrary working for the welfare of people. He lauded his party's government for acting tough against drug smugglers and bringing an "education revolution" in the state. Kejriwal was addressing a gathering on the occasion of the martyrdom day of legendary freedom fighter Udham Singh. The AAP chief earlier along with Mann paid tributes at the Shaheed Udham Singh memorial here. Kejriwal also blamed the previous governments for the problem of drug menace in the state. Taking potshots at the Congress, Shiromani Akali Dal (SAD) and BJP, he alleged, "The way their (previous) governments destroyed Punjab, government schools and hospitals, there was corruption everywhere, they looted money." "Punjab's situation has started improving in the last three years," said Kejriwal while referring to the AAP government's tenure in the state. On the state government's anti-drug drive, Kejriwal said the drug smugglers are being arrested and put behind bars. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Brother Donates Kidney To Save Sister's Life. One Year Later, He Says, I Wish I Never Did It, When This Happens Daily Sport X Undo The backbone of drug supply networks has been broken and the manner in which this anti-drug campaign has been launched finds no parallel in contemporary Indian history, he added. Without naming anyone, the AAP chief said the most notorious and feared drug lord has been put behind bars by the state government. Kejriwal further said exemplary action will be taken against such people, who ruined the future of our coming generations, adding none of them will be spared for such heinous crimes. The former Delhi chief minister said Punjab has seen "revolutionary" changes in every sector under the AAP regime. "Today, an education revolution is going on in Punjab. Good results (of government schools) are coming. The children of poor families are now joining IITs and they are becoming engineers, doctors and advocates. People of Punjab never expected such a government," he added. Asserting canal water is now reaching the tail end of villages, the AAP national convener said, "During previous governments, farmers had to wake up in the night to switch on their motors (to irrigate their crops)." "But today, farmers are getting eight hours of electricity supply during the day time and it is happening for the first time," he added. Kejriwal said the work on construction of 20,000 km of rural roads in the state will start from September. Escalating his attack on the previous governments, Kejriwal said that they used to claim lack of funds for carrying out development works. "We never said there are no funds. It is the same money, same budget, same officers but those who run the governments have changed. It is the AAP government, which is an honest government. We are doing all your works," he added. Addressing the gathering after laying the foundation stone of projects worth around Rs 85 crore to give facelift to Shaheed Udham Singh Wala town, the AAP leader said that the legendary freedom fighter made a supreme sacrifice for the sake of the country's freedom. India's freedom struggle saw countless sacrifices for the sake of the country to carve out an egalitarian society to ensure welfare of the weaker and underprivileged sections, he added. Kejriwal, however, said it is unfortunate that even after 75 years of freedom none of their aspirations have been fulfilled as those in power misused their authority to plunder wealth. Speaking at the event, Mann said it is the state government's duty to pay tributes to such legendary martyrs, who laid down their lives for the sake of the country. The chief minister said that naming airports, universities and other institutions in the name of these iconic martyrs is important to perpetuate their glorious legacy. Mann said the AAP is making tireless efforts to realize the dreams of the legendary martyrs, adding it is a matter of immense pride and satisfaction that this government is making concerted efforts in this regard. The state government has been making efforts to ensure comprehensive development of the state and prosperity of its people, he added. The chief minister also spoke about the 'Mukh Mantri Sehat Yojna', which will provide cashless medical treatment up to Rs 10 lakh for every resident family in Punjab. Punjab is the first state in the country to offer such comprehensive healthcare coverage, which will significantly ease the financial burden on the public while ensuring quality health services. He said that 55,000 government jobs have been given so far to the state's youth, Aam Aadmi clinics have been opened to impart quality health services to people, schools have been renovated across the state and canal water is reaching the tail end to benefit farmers.

2016 elections probe: Clinton approved 2016 plan to tie Trump to Russia, declassified files reveal; aimed to 'smear' Trump

Hillary Clinton linked to 2016 Russia smear campaign against Trump (Image: AP) Hillary Clinton approved a plan during the 2016 presidential race which aimed to smear then candidate Doonald Trump by linking him to Russia interference in order to divert attention from her own growing email scandal, according to newly declassified intelligence documents. The files, released Thursday, show the plan involved 'raising the theme of 'Putin's support for Trump'' and pushing public opinion to connect Russia's political influence with actual interference in US election systems. 'Clinton approved a plan proposed by one of her foreign policy advisors, Julianne Smith, to 'smear Donald Trump by magnifying the scandal tied to the intrusion by the Russian special services in the pre-election process to benefit the Republican candidate,'' said one of the memos, as cited by The New York Post. The information was uncovered by special counsel John Durham during a years-long investigation into intelligence operations surrounding the 2016 election. Attorney general Pam Bondi, FBI director Kash Patel, and other intelligence officials declassified the materials at the request of senator Chuck Grassley (R-Iowa). 'Based on the Durham annex, the Obama FBI failed to adequately review and investigate intelligence reports showing the Clinton campaign may have been ginning up the fake Trump-Russia narrative for Clinton's political gain, which was ultimately done through the Steele Dossier and other means,' Grassley said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is this legal? 'This political weaponisation has caused critical damage to our institutions and is one of the biggest political scandals and cover-ups in American history. The new Trump administration has a tremendous responsibility to the American people to fix the damage done and do so with maximum speed and transparency.' This comes soon after the US department of justice officially received a criminal referral from former Congresswoman and director of national intelligence Tulsi Gabbard on July 22. The referral accused senior officials from the Obama administration of engaging in a 'treasonous conspiracy' aimed at undermining Donald Trump's 2016 election victory and casting doubt on the integrity of the democratic process. Gabbard released over 100 pages of internal documents, which she says reveal intentional efforts by Obama-era officials to suppress non-threatening intelligence in the final weeks of his presidency.

19yo sent to jail ‘till last breath' for raping &killing 8yo neighbour; trial over in 25 days

Agra: A Pocso court in Firozabad has sentenced a 19-year-old man to life in jail "till his last breath" for the rape and murder of an 8-year-old girl in June. His parents and brother, 22, were given seven years of prison term each for concealing the crime. The trial proceedings were completed in 25 working days. The Class 4 student, who hailed from Hathras, was on a visit to her grandmother's place during her summer vacation when the crime was committed. As per details obtained from additional district govt counsel (ADGC), Awdhesh Bhardwaj, the child went missing while playing outside the grandmother's home. "Probe revealed that a man, living next door, sent the child to buy food from a nearby shop that day." Cops eventually nabbed the main accused following a brief encounter. An illegal weapon and the child's neck chain were found on him. During questioning, he confessed and led officers to his house the next day, where the girl's body was recovered from a sack hidden under a pile of bricks. She had been raped and strangled, police said. The ADGC added: "Probe also revealed that the man's parents and brother had assisted him in hiding the child's body. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Experience next-level CPAP comfort with Resmed AirSense 11 ResMed Enquire Now Undo The three of them were arrested and a case was registered under BNS sections 65-2 (rape of woman under 16 years) and 66 (deals with causing death...) along with Pocso Act against all four accused." Considering the heinous nature of the crime, the investigating team took up the case on priority. Police said the entire case procedure from the time of investigation to conviction took about 44 days. The DNA report confirmed "the accused's 'human allele' was found on the child's clothes and vaginal slide, and the accused's hair was also found on the victim's limbs". Cops added that the technical analysis, forensic reports and physical evidence data "were completed swiftly and a scientifically-backed 135-page chargesheet was filed in the court within a week". Special (Pocso) court judge, Mumtaz Ali, found all four accused guilty and delivered the verdict on Wednesday. The 19-year-old was fined Rs 1.4 lakh while his parents and 22-year-old brother were fined Rs 20,000 each.
