Fiscal reforms aimed at boosting public finances, protecting low-income groups

PETALING JAYA : The government's fiscal reform efforts, including the sales and service tax (SST) and the rationalisation of electricity and diesel subsidies, are aimed at strengthening public finances while protecting low-income groups and key economic sectors.
Treasury secretary-general Johan Mahmood Merican today acknowledged recent public discussions on the SST expansion and said that the government was working to ensure that essential daily goods remain unaffected, reported Bernama.
Speaking at the Sasana Symposium 2025 hosted by Bank Negara Malaysia, Johan stressed the need to broaden the country's tax base to ensure sustainable expenditure as well as to meet growing demands for social protection and basic infrastructure.
'We need to increase our tax base as our tax-to-GDP (ratio) is about 12.5%, which is among the lowest in this region,' he said.
'How do we then try to approach it more progressively? It is the government that needs to provide additional funding.'
Johan also emphasised the importance of targeted subsidies and assistance, saying that providing the same aid to both high- and low-income groups undermines equity.
He highlighted the increase in government cash assistance, with Sumbangan Tunai Rahmah (STR) rising from RM10 billion in 2024 to RM13 billion this year, and the inclusion of Sumbangan Asas Rahmah.
He said while a progressive wealth tax was appealing and aligned with Islamic principles such as zakat, it presented major challenges in terms of administration, enforcement, and data availability.
He said that income and consumption taxes were easier to manage due to the regular and traceable transactions, whereas wealth was harder to assess and value.
'I think the real challenge – and it is not just a Malaysian issue – is that it is quite challenging to administer a wealth tax compared to an income tax,' he added.
Last week, the finance ministry announced that zero tax rates would remain for essential goods, while a rate of 5% to 10% would be imposed on non-essential items from July 1.
The scope of the service tax will be expanded to cover rental, leasing, construction, financial services, and private healthcare and education services.
Under the new tax regime, a 6% service tax will be imposed on construction services for infrastructure, commercial, and industrial buildings if the taxable value exceeds RM1.5 million annually.
The same rate applies to private healthcare, traditional and complementary medicine, and allied health services provided to foreigners, on service providers exceeding the RM1.5 million threshold.
Services directly impacting Malaysians such as public and some private healthcare will continue to be exempted from the service tax.

The benchmark index opened 0.25 of-a-point higher at 1,511.89 and fluctuated between 1,509.42 and 1,512.96 throughout the trading session. The broader market was however negative, with 488 decliners outnumbering 361 gainers. A total of 503 counters were unchanged, 1,054 untraded and 13 suspended. Turnover declined to 2.42 billion units valued at RM1.79 billion compared with Tuesday's 3.03 billion units worth RM1.92 billion. Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng said key regional indices finished broadly lower as geopolitical tensions escalated over potential involvement of the US in the Israel-Iran conflict. Risk appetite declined amid reports that US President Donald Trump had met with senior advisers to review military options, including possible strikes on Iran. 'Locally, we maintain our cautious stance due to the escalation geopolitical tensions in the Middle East. 'We are hopeful that Israel and Iran will engage in peace talks to ease tensions and restore confidence among local investors,' he told Bernama. Thong noted that buying opportunities may emerge in oil and gas and plantation stocks. 'For the moment, we maintain our weekly FBM KLCI target at the 1,500-1,530 range,' he said. As for the most active stocks, Tanco Holdings inched up half-a-sen to 98 sen, SNS Network Technology gained 4.0 sen to 53.5 sen, Magma Group rose 3.0 sen to 46 sen, NexG shed 1.5 sen to 34.5 sen, and Alam Maritim Resources slid half-a-sen to 3.0 sen. On the index board, the FBM Emas Index was down by 1.47 points to 11,301.81 and the FBMT 100 Index dropped 2.44 points to 11,080.10. The FBM Emas Shariah Index fell 8.03 points to 11,310.34, the FBM ACE Index slipped 1.63 points to 4,441.34, and the FBM 70 Index shrank 22.21 points to 16,200.79. KUALA LUMPUR, June 18 — The Ministry of Investment, Trade and Industry (MITI) is verifying with relevant agencies to see whether any local laws have been breached following reports of a Chinese company using Nvidia-powered artificial intelligence (AI) chips for Large Language Model (LLM) training in Malaysia. In a statement today, MITI said that servers using Nvidia chips and AI chips are not classified as controlled goods under the Malaysian Strategic Trade Act 2010 (STA 2010). 'However, Malaysia will cooperate with any government that requires assistance in monitoring trade in sensitive goods under the export control of their respective countries,' it said. Guided by the principles of transparency, good governance and the rule of law, businesses, including data centres operating in Malaysia, are free to make their own commercial decisions, provided that they operate within the scope of Malaysian laws and regulations, said MITI. 'The development and regulation of the Malaysian data centre industry and ecosystem is also actively and jointly managed by MITI and the Ministry of Digital through the Data Centre Task Force,' it said. The ministry said that Malaysia stands firm against any individual or company that attempts to circumvent export controls or engage in illicit trade activities. 'MITI remains committed to facilitating legitimate trade and fostering a secure and responsible investment and trade environment, ensuring that all technology-related investments and trade align with international best practices as well as with multilaterally agreed commitments,' it said. It also emphasised that Malaysia remains committed to upholding international trade regulations and ensuring full compliance with global export control measures. 'MITI will always act firmly against any company operating in Malaysia that violates Malaysian and international trading regulations, including those involved in the semiconductor and AI industries,' it said. MITI added that while Malaysia maintains a neutral position on unilateral sanctions, companies operating here have been advised to adhere to other countries' unilateral export controls which apply to their international business activities to avoid any secondary sanctions on their businesses. — Bernama
