Kiko Pangilinan on possibly joining Senate majority: ‘Hunger has no color'
This, amid speculations that he and Senator Bam Aquino—-both of whom were endorsed and supported by Senator Risa Hontiveros during the 2025 midterm elections—-will be joining the Senate majority bloc.
'I've read reports, read posts on social media for and against, and I've been told of rumblings regarding political alignments. Critics say I will be 'selling out to the enemy' should I pursue a certain path. They are free to say what they wish,' Pangilinan said in a Facebook post.
'I did publicly express a willingness to work with all parties along principled boundaries to bring down high food prices and hunger. I know who I am, I know what I stand for. My political track record is an open book,' he added.
The returning senator also recalled his previous statement that he is open to setting aside partisan politics so both the legislative and executive branches of the government 'can work together effectively to deliver solutions.'
'In this regard, I believe what I ought to do, amidst all the chatter, the brickbats, is to focus on what I said I would do and simply walk the walk,' Pangilinan said.
He also explained that he, Aquino, and Hontiveros are still talking to discuss their plans once the 20th Congress begins its first regular session later this month.
'Kung anuman ang magiging opisyal at pinal na pasya sa Senado sa July 28, maninindigan pa rin tayo nang puspusan para pawiin ang gutom para sa magsasaka at mangingisda at para sa mababang presyo ng bigas at pagkain,' he said.
(Regardless of what our official and final decision in the Senate on July 28 will be, we will still stand firm to address hunger for farmers and fishermen, and to lower the prices of rice and food.)
Not hurt
Senator Risa Hontiveros, meanwhile, said she was not hurt by the possibility of Pangilinan and Aquino joining the majority bloc.
'Hindi ako nahu-hurt dahil, 'yun na nga eh, sabi ko nga, basta patuloy akong maninindigan,' Hontiveros said in an ambush interview at the Department of Justice on Wednesday.
(I am not hurt because, as I said, I will continue to fight.)
'Kung ang bawat isa sa amin ay may sariling diskarte, ako rin naman po, basta nakatutok pa rin ako do'n sa layunin na palakasin 'yung oposisyon, hindi lang sa loob, pati sa labas ng Senado,' she added.
(If each one of us has our own strategies, I am like that as well, I will focus on the goal to strengthen the opposition, not only within but also outside the Senate.)
Hontiveros, who was part of the two-man minority bloc in the 19th Congress along with former Senate minority leader Aquilino 'Koko' Pimentel III, said she is still monitoring the developments in the Senate.
The lady senator, however, maintained that she will become an independent senator.
'Basta para sa akin, mananatili akong independent senator para katuwang ako nung palalakasin na oposisyon sa labas, sa buong bansa,' she said.
(As for me, I will be an independent senator to help strengthen the opposition nationwide.)
Hontiveros had floated the possibility of joining or forming an independent bloc in the 20th Congress, saying that it is 'more realistic' to do so considering the numbers.—AOL, GMA Integrated News

SC says League of Cities ruling not unanimous; Risa cites another case
The Supreme Court (SC) clarified on Friday that its ruling in the League of Cities case mentioned by Senator Risa Hontiveros in an earlier statement "was not unanimous." "Please refer to the Decision and Resolutions published in the Supreme Court E-Library and the Philippine Reports," said SC spokesperson Camille Ting in a statement. "We are uncertain as to the source of the claim that the decision was unanimous," she added. In a quick response, Hontiveros named another case, which she said the En Banc unanimously reversed. "The fact remains that at least one unanimous case was reversed en banc, and it is not unheard of," she said. "This is a reminder that no one is immune from error. The most important thing is to correct it," Hontiveros added. Ting's clarification came after the senator, in a statement on Wednesday , said there were two instances when the high court overturned its rulings. This, as senators debated on whether to abide by the high court's decision that declared unconstitutional the Articles of Impeachment against Vice President Sara Duterte. With 19 votes for, four against, and one abstention, the Senate eventually archived the impeachment complaint. One of two cases Hontiveros cited was that of the League of Cities of the Philippines vs. the Commission on Elections (Comelec), where the SC En Banc granted a motion for reconsideration and declared 16 Cityhood Laws as constitutional in 2010. "Upon checking again, the many reversals in the League of Cities' decisions were not decided unanimously," she said. The senator also mentioned the case of the International Service for the Acquisition of Agri-Biotech Applications Inc. and others vs. Greenpeace Southeast Asia of the Philippines, which was decided on July 26, 2016. Monsod: Archiving means dismissal based on SC ruling
If the Supreme Court's (SC) decision were to be the basis, then the impeachment complaint against Vice President Sara Duterte was effectively dismissed when the Senate archived it, according to one of the framers of the 1987 Constitution. 'Ang sabi sa SC decision kapag inarchive (the SC said once you archive,) it amounts to a dismissal. Well, I don't know. But if you follow the SC decision, if you archive, it amounts to dismissal of the charges," lawyer Christian Monsod said in a report by Mark Salazar on "24 Oras." However, retired associate justice Adolf Azcuna said the Senate can always retrieve the impeachment complaint from the archives 'without prejudice' if 'necessary.' Meanwhile, UP College of Law assistant professor Paolo Tamase described the complaint as, 'Natutulog siya ngayon, in deep sleep siya sa Senado hanggang buhayin siya ng tamang mosyon (the impeachment complaint is currently in deep sleep in the Senate until the right motion revives it.) Azcuna added that, 'Whatever is the decision of the court, let's just accept it because that becomes part of the law of the land, and that is our system." Regardless of the Supreme Court's decision, among the issues in the ruling is the one-year ban rule, another law expert said. 'Malinaw kasing inunang desisyunan ng House [of Representatives] 'yung 4th complaint bago pa nila dinesisyunan naman 'yung tatlo pang complaint... Paano yan maging bar doon sa pang-apat na complaint e nauna ngang inaksyunan ng House to a plenary vote 'yung pang-apat na complaint... So ang logic ay kwestyunable na,' said Atty. Domingo Cayosa, constitutional law expert. (It's clear that the House first decided on the fourth complaint even before acting on the other three, so how can that bar the fourth complaint when it was the one the House acted on first and even brought to a plenary vote? So the logic is questionable.) Azcuna also questioned whether the first three impeachment complaints could be considered 'initiated' despite not being referred to the House committee. 'The interpretation we gave in Francisco vs. House of Representatives is the one being modified in the present case because in the present case the SC said the 3 complaints were initiated even if they were not referred to the committee because they were archived, and later on with the lapse of the 19th Congress, they were terminated and dismissed,' Azcuna said. A part of the Supreme Court decision also questioned the House for a lack of due process, as Duterte was not given a chance to respond before the complaint was brought to the Senate. 'When the SC decision came in with these new conditions, ngayon sasabihin ng Senate hindi nagcomply ang House. Of course, they did not comply because they did not exist at the time. Walang shortcomings ang House,' Monsod said. (The Supreme Court decision came with these new conditions. The Senate is now saying that the House did not comply. But of course, they didn't comply, because those conditions didn't exist at the time. The House had no shortcomings.) No matter what the SC decides, it should be discussed comprehensively and explained thoroughly to the public, Azcuna said. 'Sana may oral argument sa MR (motion for reconsideration) para maipaliwanag sa taumbayan kung anong dahilan kung bakit hindi talaga pwede itong kasalukuyang articles at ito ay pumasok sa one-year ban [at] bakit na ban yan hindi naman narefer sa committee. Bigyan ng pagkakataon ang House in an oral argument kung bakit hindi pa initiated itong tatlo,' Azcuna said. (There should be an oral argument for the MR for the public to understand the reasons why the current articles aren't valid, why they fall under the one-year ban, and why it was not referred to the committee. Sara Duterte on archived impeachment: Let's respect Senate decision
Vice President Sara Duterte on Thursday urged respect for the ruling by the Senate to transfer to the archives the articles of impeachment against her. That's what Duterte told reporters a day after 19 senators voted for, four against, and one abstention in archiving the impeachment complaint concerning allegations of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes. 'Kailangan natin respetuhin ang role ng Senate of the Philippines sa demokrasya,' Duterte said. (We need to respect the role of the Senate of the Philippines in our democracy.) 'So kung mauna ang desisyon sa majority, sa members of the Senate, everyone must follow and respect that decision of the Senate,' she added. Following the decision by the Senate, Duterte celebrated with her legal team and the petitioners who pushed for the dismissal of the impeachment case. In the report of GMA Regional TV's Jandi Esteban in '24 Oras', Duterte said that her legal team will still have to prepare for possible developments to the case. 'Kailangan paghandaan ang lahat ng posibleng mangyari. Possibly 'di natin alam, 2026 o 2027 or 2028 may mag-file na naman ng impeachment, that would be another opportunity sa defense,' Duterte said. "Dapat hindi kayo mag-propagate ng misinformation and fake news. And there is no truth na nagpunta ako sa Kuwait without a travel authority," the vice president said. The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. Duterte entered a 'not guilty' plea in the verified impeachment complaint filed against her by the House of Representatives, which she called a 'scrap of paper.' The Supreme Court earlier declared the articles of impeachment against Duterte unconstitutional, noting that it was barred by the one-year rule under the Constitution and that it violated her right to due process. The lower chamber then filed a motion for reconsideration, seeking to reverse the SC decision.
