HC dismisses plea to publish NIRF rankings after comparing institutions' and govt.'s data
The Madurai Bench of the Madras High Court dismissed the petition that sought a direction to the National Board of Accreditation (NBA) to publish the National Institutional Ranking Framework (NIRF) ranking after comparing and verifying the data submitted by institutions with the data in government records and to disclose the calculation method.
The court was hearing the petition filed by C. Chellamuthu of Oddanchatram in Dindigul district, who claimed that the NIRF ranking was totally without any basis and it was misleading the students. He said the NIRF was launched by the NBA on the directions of the Ministry of Education for evaluating higher education institutions in the country. The NBA published the NIRF rankings of colleges every year, he said.
The rankings were based on methodologies that were not disclosed and did not reflect the genuine academic excellence of the institutions. The evaluation was flawed, and the rankings were awarded based on the data received from the institutions. The data submitted was manipulated. There was no transparency or accountability regarding the data submitted by the institutions, the petitioner alleged.
He said instead of collecting data from government websites, institutions were invited to submit data online and malpractices were predominantly committed by private institutions.
The Centre told the Division Bench of Justices J. Nisha Banu and S. Srimathy that a separate scientific method, prescribed by an expert body, was being followed.
The court observed that upon perusal of the materials available on record, it was seen that the petition was premature. There was no data before the court to compare and determine the correctness of the rankings. The court was not inclined to entertain the petition, it observed, adding that if the petitioner was aggrieved after the publication of the list, he might challenge it with the evidence.

Compensate private schools for RTE seats using state funds: TN BJP president Nainar Nagenthran
TIRUNELVELI: A day after the Madras High Court held that the union government's obligation to disburse its share of funds under the Right to Education (RTE) Act is an independent responsibility, TN BJP president Nainar Nagenthran on Wednesday said Chief Minister MK Stalin should compensate private schools using state funds. 'The chief minister often says he can manage the government without central funds. He should ensure payment to schools for RTE admissions using state resources,' he told reporters. Responding to another question, Nagenthran said AIADMK general secretary Edappadi K Palaniswami would be NDA's chief minister in 2026. Also, he hinted that talks are on with a party that is currently in the DMK alliance. Commenting on the law and order situation in Tamil Nadu, the BJP leader said it is deteriorating. 'Incidents such as sexual assaults, murders, and crimes committed under the influence of ganja reflect the worsening situation,' he alleged. On the delay in releasing the Keezhadi excavation report, Nagenthran said he would take up the matter with the Union government.

Allow authorities to issue ‘no caste, no religion' certificate, Madras HC tells TN government
CHENNAI: The Madras High Court has called upon the Tamil Nadu government to take steps to pass a government order (G.O.) to enable issuance of a 'no caste, no religion' certificate to those who file applications with revenue authorities seeking the same. A bench of Justices MS Ramesh and N Senthilkumar made the suggestion while allowing an appeal filed by H Santhosh of Tirupattur district against a single judge's order refusing to direct the local tahsildar to issue 'no caste, no religion' certificate to his family members. Setting aside the single judge's order, the bench directed the authorities to entertain the appellant's applications and issue a 'no caste, no religion' certificate within a month. 'While the Constitution of India prohibits caste-based discrimination, caste and religion still play a significant role in social life, politics, education and employment through reservation policies,' the bench said. Describing the appellant's efforts to have himself and his family members certified by the government of not belonging to any caste or religion 'laudable', the bench opined that this 'would promote prohibition of caste-based discrimination' in the long run and be an 'eye-opener' for like-minded citizens. 'Accordingly, we call upon the Government of Tamil Nadu to pass necessary orders, with a specific instruction to the authorities of the revenue department, to positively entertain applications seeking for grant of certificate of 'no caste, no religion',' the division bench said in the order passed on Tuesday.
