Former UMany president granted leave to appeal RM10,000 fine
A three-judge panel ruled that his case raised legal questions under Section 504 of the Penal Code requiring further deliberation.
Wong, now deputy chairman of electoral reform group Bersih, was found guilty in October 2023 of disrupting the 59th UM convocation ceremony in 2019.
He had staged a protest on stage, demanding the resignation of then vice-chancellor Prof Datuk Dr Abdul Rahim Hashim.
The Magistrate's Court initially fined him RM5,000, but the High Court later doubled the penalty.
The offence, committed at UM's Tunku Chancellor Hall on Oct 14, 2019, falls under Section 504, which penalises intentional insult with potential to provoke public disturbance.
Punishment includes up to two years' jail, a fine, or both.
Wong's legal team proposed seven questions of law, including whether the charge was defective for not specifying the offending act.
Deputy Public Prosecutor Zaki Asyraf Zubir opposed the appeal, arguing the issues were not novel.

JERANTUT: A housewife in Jerantut lost RM129,420 after falling victim to a job scam promoted via the Telegram messaging app, which falsely used the name of a legitimate company. Jerantut deputy district police chief Deputy Superintendent Mohd Azahari Mukhtar said the victim received the offer on Aug 8. The job was supposedly to evaluate products and write reviews in return for commissions. He said the woman then communicated with an individual posing as an agent, who instructed her to make several payments under various pretexts, including task fees, company collaboration charges, and technical service fees. "Starting from Aug 13, the victim made multiple bank transfers to several local accounts. The total losses amounted to RM129,420. "On Aug 14, she was asked to make another payment but became suspicious," he said in a statement today. The victim later lodged a police report at the Jerantut Police Station. "It is understood that the money came from her savings and her husband's business earnings. "The case is being investigated under Section 420 of the Penal Code for cheating," he added. Police have urged the public to be cautious of online job offers promising high returns and to verify account numbers using the official portal before making any transactions.

Women's minister says no need for new anti-bullying law, Penal Code sufficient
KUALA LUMPUR, Aug 16 — Malaysia does not need a new law to tackle bullying as the offence is already covered under the Penal Code, Datuk Seri Nancy Shukri said today. Harian Metro reported that the women, family and community development minister said stricter enforcement is more important than drafting new laws, though amendments could be considered if necessary. 'The Penal Code states that bullying is a criminal offence and provides for a fine of up to RM3,000. This shows the current mechanism remains relevant and enforceable,' she told reporters in Kuching. 'At this stage, there is no need to draft a new law. What matters is strict implementation and enforcement.' She added that evolving circumstances may provide ideas for strengthening existing legislation, but responsibility for lawmaking lies with the Legal Affairs Division of the Prime Minister's Department. 'However, we can make proposals or raise ideas in Cabinet discussions if there are issues on bullying that need to be addressed,' she was quoted as saying by the national daily. Nancy also stressed the role of parents, schools and the wider community in curbing bullying, which has sparked public concern following a spate of cases in schools and universities that went viral on social media. Her comments came after the Anti-Bullying Act Advocacy Movement (GAB) urged the government to introduce legislation to define bullying, set out preventive measures and establish complaint procedures. GAB said current laws, including the Penal Code and the Child Act 2001, lack specific provisions and do not adequately protect victims.

Police probe TikTok account, launch disciplinary action in Zara Qairina case
THE Royal Malaysia Police has launched dual investigations into the case of 13-year-old Zara Qairina Mahathir, focusing both on misinformation spread online and alleged procedural failures by officers in the initial probe of her death. Bukit Aman Criminal Investigation Department (CID) director Datuk M Kumar S Muthuvelu said police are investigating TikTok account @berjuanguntukzara for uploading inaccurate and misleading content. He warned that unverified claims could confuse the public and undermine the investigation. The case is being probed under the Sedition Act 1948, Penal Code Section 505(b) for causing public fear, and Section 233 of the Communications and Multimedia Act 1998 for improper use of online services. Separately, Bukit Aman's Integrity and Standard Compliance Department will open disciplinary proceedings against three Sabah police officers – a superintendent district police chief, an assistant superintendent CID head, and an inspector – for lapses in handling the case.
