Restructuring of school management commitees (SMCs) and School Management Development Committees (SMDCs) in Gujarat is the central focus of an annual enrollment drive — Shala Praveshotsav and Kanya Kelevani Mahotsav — scheduled for next month after the government issued directions in this regard to all District Education Officers (DEOs), Administrative Officers and heads of departments (HoDs).
After an assessment of the SMCs — a key provision under the Right of Children to Free and Compulsory Education Act or the Right to Education Act aimed at ensuring community participation in the governance and monitoring of elementary education — revealed that a majority of such committees lies either only on paper or defunct, the Gujarat government is set to restructure these decision-making bodies at government primary schools. These panels also comprise parents and decide on spending of grants.
A virtual interaction between Chief Minister Bhupendra Patel and members of the SMCs from Gujarat schools were held on April 28. The Shala Praveshotsav and Kanya Kelevani Mahotsav is scheduled for June 18-20 across government and grant-in-aid Balvatika, primary, secondary and higher secondary schools, Gyan Shakti Residential Schools and Rakshashakti Residential Schools across the state.
For the annual enrollment drive, the emphasis this year has been 'placed on reducing dropouts in secondary education which should be given special attention', stated the directive issued to all districts, adding that 'accordingly, the outline of the programme should be prepared, publicity should be done, advertisement hoardings should be put up and other ancillary actions should be taken'.
'As part of proper implementation of the National Education Policy (NEP) 2020, which lays emphasis on increasing the participation of the local community, it has been decided to organise the Shala Praveshotsav and Kanya Kelavani 2025 to activate and empower the SMCs and SMDCs. The entire programme should be planned systematically keeping the activity of SMCs as the central theme in the drive,' Education Minister Kuber Dindor told The Indian Express.
This year, as per the provisions of Right to Education Act, 2009, SMCs and SMDCs are to be reconstituted by convening parent meetings in schools from the new academic session, starting June — when two-year term of the SMCs will be come to an end.
NEP 2020 emphasises a holistic, inclusive and community-centred approach to education. The formation and functions of SMCs and SMDCs are directly linked to the key objectives of the policy, such as community participation, school development and quality improvement, inclusive education, transparency and accountability.
During the three-day enrollment drive, officials and politicians, including elected representatives right from the Chief Minister to corporators, IAS, IPS and government officials, will visit one primary school and two secondary and higher secondary schools each.
While Section 21 of RTE Act mandates all government, government-aided, and special-category schools (except unaided private schools) to constitute an SMC within six months of the Act's implementation and reconstituted every two years, it was observed that even the reconstitution fails to achieve the objectives of SMCs.
Depending on the students' strength, an SMC consists of elected representatives from the local authority, parents or guardians of students, and teachers — the key requirements being that at least 75 per cent members must be parents or guardians, 50 per cent women, and that there should be proportionate representation for parents of children from disadvantaged groups and weaker sections. Other members include one-third from the local authority, one-third from teachers, and one-third from local educationists or students (if no educationist is available). The SMC elects a Chairperson and a Vice-Chairperson among the parent members.
The SMCs also have to prepare and recommend School Development Plans, which outlines the schools' needs and development goals, as well as monitors the utilisation of government grants for the schools' improvement, apart from with maintaining and auditing accounts of school funds, ensuring transparency.

Bengaluru: The state education policy committee will submit its report in the second week of June after missing deadlines at least three times. The committee, headed by former UGC chairman Sukhdev Thorat, was set up in Oct 2023 as part of the promise made by Congress in its election manifesto to replace National Education Policy. While it was to submit its report in Feb 2024, it was postponed to May 2024. An interim report was submitted and the final one was expected by Aug. The panel sought another six months, and the final deadline given was May 31, 2025. Higher education minister MC Sudhakar said the report will be submitted to the chief minister. He was speaking at the launch of a quarterly magazine brought out by Karnataka State Higher Education Council. The govt has given approval for the department to get Rs 2,600 crore-loan from Asian Development Bank, primarily for strengthening technical education in the state, the minister said. A team from the bank will visit the state this month.

The Rajasthan Secondary Education Board (RBSE) Class 5 board exam results were announced by the state Education Minister, Madan Dilawar, on May 30. While the reports cite a pass percentage of 97.46%, which is a slight increase from previous years—2024 (97.06%) and 2023 (97.30%)—teachers and educationists question the relevance of board exams for lower grade students amidst teacher shortages and poor infrastructure. The exams were conducted from April 1 to 7 this year. State-level board examinations for lower grades — Class 5 and Class 8 — have made a comeback in several states, including Punjab, following amendments to the Right to Education Act (2009) in 2019 and 2024. Rajasthan has been conducting Class 5 board exams for nearly a decade and Class 8 for longer. The results made media headlines and brought to the fore a trend towards detaining students though it must be said that Rajasthan's Class 5 board exams rarely lead to detention. Facilitating amendment The 2019 RTE amendment scrapped the no-detention policy, and subsequent changes announced in 2024 solidified the Centre and states' authority to conduct examinations for Class 5 and 8 students, and retain them in the same class, if they fail, even after a re-examination conducted two months later with additional instruction. The Right of Children to Free and Compulsory Education Act (2009) was introduced to ensure access to basic education up to the 8th grade. The no-detention policy under the RTE Act aimed to prevent students, particularly from underserved backgrounds, from being pushed out of the schooling system due to failure, curb dropout rates, and reduce exam pressure. While the amendments permit the State to detain failing students, a government school teacher from Jodhpur, speaking anonymously, said, 'Though exams are conducted at the State of Rajasthan level, students receive grades from A to E and are not detained. Those who get an E must appear for re-examination. Even if they fail again, they're promoted but must continue studying the failed subject.' Naveen Chauhan, a government school teacher from Ajmer, agreed that detention is rare in Rajasthan but added that board exams for younger grades cause significant stress for both teachers and students. 'Students in CBSE schools face board exams later, but those in Rajasthan state government schools (RBSE) must write them in Classes 5 and 8—with the same formalities as Class 10 and 12 exams.. They take exams in unfamiliar schools, with roll numbers, mapped centres, centralised answer sheet checking, and admission cards. This entire process creates mental pressure,' Mr. Chauhan explained. He added, 'Teachers face scrutiny if students receive E-grades and are pressured to improve their performance. They even receive official notices.' Teacher shortages 'Conducting re-exams and ensuring students restudy the material is challenging,' said Vijay Soni, an educationist with 33 years of experience and state president of the Rajasthan State Shikshak Sangh RadhaKrishnan. 'The real issue is the severe shortage of primary teachers. Many schools in Rajasthan have just one teacher handling all primary classes.' Mr. Soni highlighted systemic problems: 'Teachers aren't just teaching—they manage mid-day meals (nutrition tracking), ensure children drink milk, and handle non-teaching duties like booth-level officer tasks and surveys. This pulls them away from classrooms.' As per UDISE 2023-24, Rajasthan has 7,668 schools with a single teacher. 'Board exams don't improve learning. Learning improves when every class has at least one dedicated teacher,' Mr. Soni stressed. 'If teachers can't focus fully on teaching, how can education improve?' There are five grades in primary school, and each grade should have at least one separate teacher because the material for each class is different. We need different classrooms as well, said Mr. Soni. 'Despite this broken system, teachers must ensure students score above E; otherwise, their increments get halted and face issues in assured career promotion,' he added. The ripple effect post RTE amendment Following RTE amendments, some states, such as Madhya Pradesh, Gujarat, and Delhi, abandoned the no-detention policy and began requiring children to repeat classes. Others, like Kerala, Andhra Pradesh and Tamil Nadu, citing concerns over exam pressure, chose to retain the policy. States including Punjab introduced public examinations for Grades 5 and 8. Karnataka, too, issued a directive in 2023 mandating board exams for Classes 5 and 8. The decision was challenged in court, where a single-judge bench initially nullified the order, but a division bench later reversed the ruling, allowing the government to proceed. Last year, though, the Supreme Court reprimanded the Karnataka government for conducting half-yearly board examinations for Classes 8, 9, and 10, directing the State to halt the exams and withhold results. Meanwhile, the Tamil Nadu state education department had planned to introduce board exams for Classes 5 and 8 in 2019 but withdrew the decision in 2020 after backlash from students, teachers, and activists. While State education bodies have taken varied stances on the no-detention policy and exams, teachers and activists continue to raise important questions over whether an end-of-the-year board exam can provide authentic assessment.

WHAT'S REALISED In first 100 days, the new government in Delhi has made significant strides in fulfilling the BJP's poll promises. Through initiatives in healthcare, education, women's welfare, infrastructure, and environmental sustainability, her administration claims to have laid a strong foundation for the city's development. One of the Gupta's earliest actions was approval of the Ayushman Bharat scheme in Delhi, one that provides health insurance coverage of Rs 5 lakh per family, with an additional Rs 5 lakh top-up funded by the city government. The scheme aims to enhance access to quality healthcare for residents, addressing a long-standing gap in the city's health insurance coverage. The Chief Minister presented a Rs 1 lakh crore budget for 2025-26, marking the highest allocation in the city's history. Notably, Rs 9,000 crore has been allocated for clean drinking water and sanitation projects, and Rs 6,874 crore for health initiatives, including the establishment of new health and wellness centers and the expansion of the Ayushman Arogya Mandir initiative. On May 29, Gupta inaugurated three state-of-the-art health facilities at Lok Nayak Hospital. These include a Medical Genetics Ward, a Lactation Management Unit, and a Nucleic Acid Amplification Testing lab. The Medical Genetics Department is the first of its kind in Delhi government hospitals, focusing on diagnosing and treating rare genetic disorders. The government has prioritised women's welfare in form of the Mahila Samridhi Yojana, allocating Rs 5,100 crore to provide Rs 2,500 per month to eligible women. Additionally, 50,000 CCTV cameras are being installed across Delhi to enhance women's safety. The government has also launched 100 'Atal Canteens' with a budget of Rs 100 crore to ensure food security for the poor. In line with the National Education Policy, the government has announced new CM Shri schools, with an initial Rs 100 crore allocation. Additionally, 175 new computer labs are being established, and smart classes are being installed with a Rs 100 crore budget. Free laptops will be provided to 1,200 students on passing class 10, with Rs 750 crore allocated for this initiative. A new project, 'NEEV – New Era of Entrepreneur Ecosystem and Vision,' has been launched with an allocation of Rs 20 crore to equip children with essential skills for modern economies. The administration has also focused on enhancing the Delhi infrastructure. A Rs 1,000 crore allocation has been made for improved connectivity in the National Capital Region. Additionally, Rs 3,843 crore has been allocated for road and bridge infrastructure, and Rs 696 crore for development in slum clusters. The government is also working on repairing old sewer lines and converting the Haryana-Delhi canal into a pipeline to improve water supply. The BJP government touts its plans of cleaning the Yamuna River by decentralising 40 sewage treatment plants and ensuring that only treated water reaches the river. A Rs 500 crore allocation has been made for this initiative. Additionally, Rs 250 crore has been allocated for repairing old sewer lines, and Rs 50 crore for rainwater harvesting initiatives. The government is also seeking an additional Rs 2,000 crore from the Centre to make water and sewage infrastructure world-class. The Chief Minister has emphasised transparency and public engagement through regular 'Jan Sunwai' (public grievance) sessions held both at the Chief Minister's camp office and in all districts. These sessions aim to strengthen public engagement and address citizens' concerns promptly.
