Buy property before Sales and Service Tax impacts hit

Kota Kinabalu: 2025 is the best year to buy property before the impact of Sales and Service Tax (SST) begins to push up construction costs and property prices. Sabah Housing and Real Estate Developers Association (Shareda) President Datuk Johnny Wong Chen Yee said property buyers should act fast and consider buying this year as SST will drive property prices higher, by next year.
Advertisement Although the SST had come into force on July 1 and August 1, 2025, he said the impact will gradually affect the cost of building materials and construction, after six months' time. 'For now, properties that have already been built (before implementation of the SST) or are in progress are not much impacted yet. 'But six months down the road, by next year, you (property purchasers) will definitely see prices going up, not because developers want to increase them, but because of the taxes (SST),' he said. Johnny said this in a press conference to announce Shareda's annual property exhibition, PropEX 2025 here on Monday. The upcoming event is to be held for three days at Kinabatangan Hall at Sabah International Convention Centre (SICC), beginning August 22 until 24, to be officiated by Deputy Chief Minister II cum Local Government and Housing Minister Datuk Seri Dr Joachim Gunsalam. Nonetheless, Johnny said the property sector in Sabah will still be affected in a way because of the building material whereby import building material will still be imposed with Sales Tax. To a question, Johnny said commercial property prices are expected to rise by as much as 15 per cent following the implementation of the SST plus the Sales Tax. 'Since August 1, all commercial properties are subject to a six per cent SST. On top of this, contractors charge developers an additional six per cent, resulting in an effective increase of 10 to 12 per cent. 'When you add sales tax on building materials, which ranges from 5 to 10 per cent, the overall impact on commercial property can reach around 15 per cent,' he said. He explained that while residential properties enjoy certain SST exemptions, imported building materials are still subject to the Sales Tax, inevitably leading to higher costs. He said affordable homes will not be hit as badly as commercial properties, but they will still be affected to some extent due to the rise in building material prices. 'For residential properties, the impact is lower as the government has exempted housing purchases from SST. 'However, building materials such as steel bars still incur a sales tax of between 5 and 10 per cent, inevitably leading to a slight higher on the costs. 'This translates to an estimated increase of three to five per cent in housing prices. It's not as high as commercial properties, but buyers will still feel the pinch starting next year,' he said. Wong advised prospective buyers to take advantage of existing housing and commercial stock available this year before developers begin factoring in the higher tax burden for new projects. 'Properties that are already built or under construction now were not subject to the same cost increases. Moving forward, new projects will definitely be priced higher to absorb the tax,' he added. According to Johnny, commercial properties are expected to see sharper price increases as the full SST applies to the sector. 'That is why this year we see a lot of commercial units being put up for sale. By next year, the prices of new commercial properties will definitely rise significantly,' he added. Johnny encouraged buyers to take advantage of current offerings, highlighting that Shareda through PropEX 2025 has lined up various programs and promotions for prospective purchasers this year.

MORE goods are exempted or zero-rated under the Sales and Service Tax (SST) compared to the Goods and Services Tax (GST), the Dewan Rakyat was told. According to the Finance Ministry, a total of 1,826 items are exempted under the SST, compared to 607 goods under the GST before it was abolished in 2018. The ministry said the main exempted items cover basic necessities such as food ingredients, medicine and reading material. 'The SST also excludes livestock and pet food, basic construction materials, fertilisers, pesticides, as well as agricultural and livestock machinery,' it said in a written reply. The ministry added that the SST is levied on 70% of services in the economy, compared to 76% under the GST, based on the Malaysia Standard Industrial Classification Codes. 'The government remains committed and careful in widening the scope of SST. This will be done in a targeted and progressive manner, taking into account its impact on the cost of living,' it added. It said the broader exemptions and lower scope of services under the SST reflect the government's sincerity in safeguarding public well-being while ensuring stronger fiscal sustainability in line with the Madani economic framework. The ministry was responding to Yuneswaran Ramaraj (PH-Segamat), who asked about the number of items exempted under the SST compared to the GST.

More daily essentials spared from tax under SST expansion
PETALING JAYA: Malaysians will see more essentials spared from tax under the Sales and Services Tax (SST) soon with the number of exempted or zero-rated goods tripling compared with those under the abolished Goods and Services Tax (GST). In a written reply to the Dewan Rakyat, the Finance Ministry said 1,826 goods will be exempted or zero-rated under SST following a rate review and scope expansion effective last month, marking a sharp rise from the 607 goods that enjoyed zero-rated status under GST before it was scrapped in 2018. The exemptions cover a wide range of daily necessities, including raw and unprocessed foods such as chicken, beef, mutton, fish, vegetables, local fruits and rice as well as processed items such as flour, sugar, salt, bread, milk and palm cooking oil. Medicines, medical devices and reading materials are also exempt alongside animal feed, construction materials, fertilisers, pesticides and agricultural and livestock machinery. The reply was in response to a question from Yuneswaran Ramaraj (PH–Segamat) on the number of items exempted under SST compared with GST. On the services side, the government clarified that SST applies to 70% of services in the economy, slightly lower than the 76% under GST. Key basic services remain exempt from service tax, including land and sea transport such as school buses, express buses, LRT, trains and ferries; air transport for rural areas in Sabah and Sarawak; prepaid telecommunication services; food delivery services; residential rentals and maintenance; water supply; and electricity for households consuming below 600kWh. The Finance Ministry stressed that the SST expansion is being carried out in a careful, targeted and progressive manner to cushion the impact on the cost of living while promoting sustainable economic growth. 'The larger number of exempted goods and the lower percentage of taxable services under SST compared with GST reflect the government's commitment to the welfare of the people while ensuring stronger fiscal sustainability under the Madani economic framework.'

Finance Ministry: More than 1,800 items exempted under SST, triple the number under GST
KUALA LUMPUR, Aug 20 — The Finance Ministry (MOF) said the Sales and Service Tax (SST) covers a larger number of exempted or zero-rated items compared to the former Goods and Services Tax (GST). In a Parliamentary written reply, it explained that 1,826 items are exempted under the SST, more than triple the 607 items that were tax-free under GST before it was abolished in 2018. 'The items exempted under both SST and GST include a wide range of essential goods commonly used by the public,' the ministry wrote. 'These cover unprocessed food such as chicken, beef, mutton, fish, vegetables, local fruits and rice, as well as processed food including flour, sugar, salt, white bread, milk and palm cooking oil. Medicines and medical devices are also exempted, along with reading materials.' It was responding to Segamat MP Yuneswaran Ramaraj, who sought clarification on the number of items exempted from tax under SST in comparison to GST. It then said the livestock feed, basic construction materials, fertilisers, pesticides and agricultural or livestock machinery will not be subject to SST. The ministry also explained that the service tax will apply to about 70 per cent of services in the economy, compared to 76 per cent under GST, based on the Malaysia Standard Industrial Classification Codes. It said that several basic services will continue to remain exempted from service tax which include land and sea passenger transport such as school buses, express buses, LRT, trains and ferries, as well as air passenger transport under the Rural Air Services in Sabah and Sarawak. 'Other services such as prepaid telecommunications, food and beverage delivery through e-commerce, residential rental, residential maintenance and cleaning, water supply and electricity below 600 kilowatt-hours for households will not be taxed,' it said. It added that measures have been put in place to minimise double taxation and reduce living costs, while still promoting sustainable economic growth. According to the ministry, the larger list of exempted items and the smaller scope of taxable services under SST compared to GST reflect the government's concern for the welfare of Malaysians. 'This approach demonstrates the government's commitment to safeguarding public well-being while strengthening fiscal sustainability, in line with the principles of the Madani Economy framework,' it said.
