Mother Of Slain Kurdish Politician Hevrin Khalaf: 'I Do Not Accept That Hevrin's Murderers Have A Role In The Future Of Syria'
On January 29, 2025, Ahmed Al-Sharaa, also known as Abu Mohammad Al-Jolani, the leader of Hayat Tahrir Al-Sham (HTS), who declared himself the "interim president" of Syria, hosted a conference, in which he delivered an address titled "Victory Speech." [1] The ceremony was attended by, among others, Abu Hatem Shaqra, the leader of the Ahrar Al-Sharqiya mercenary group responsible for the murder of Hevrin Xelef, also spelled Hevrin Khalaf, Secretary General of the Future of Syria Party, in 2019.
Sûad Mistefa, mother of Xelef, called for her daughter's murderer, Abu Hatem Shaqra, to be expelled from Syria and brought to justice. She then added: "I do not accept that Hevrin's murderers have a role in the future of Syria. How can murderers, criminals and gangs have a role? I condemn the participation of my daughter's killer in a congress that took place in front of the eyes of the whole world."
Media reported about Xelef's killing: "On October 12, 2019, as world media was transmitting appalling images of civilian deaths and displacement within the context of the Turkish operation 'Peace Spring' in Sere Kaniye (Ras Al-Ain) and Tel Abyad of northeast Syria known as Rojava, more shocking footage emerged... It was circulated Hevrin Khalaf was dead, rather murdered savagely. Khalaf, a Kurdish female engineer from the city of Derik (Al-Malikiyah) in far northeast Syria, was an active Syrian Kurdish politician. She was serving as Secretary-General of Future Syria Party. Hevrin Khalaf was taken from the car. She was tortured and beaten with blunt objects. Her legs were broken. She was dragged from her hair until it was ripped from her scalp. Finally, she was shot dead. Her body, to the appeasement of killers, was riddled with bullets. Mutilated, Hevrin's body was defiled to the whole world. However, nobody recognized her; even family members could not verify the dead body was Hevrin. 'I moved a cloth that covered her chest and face and found nothing left of her body but a small piece from her jaw,' her mother [said]." [2]
It was reported in June 2023 that Abu Hatem Shaqra graduated from the Political Sciences and International Relations Department of the Mardin Artuklu University in Turkey. [3]

"I Condemn The Participation Of My Daughter's Killer In A Congress That Took Place In Front Of The Eyes Of The Whole World"
"Sûad Mistefa, mother of Kurdish politician Hevrîn Xelef, called for her daughter's murderer, Abu Hatem Shaqra, the leader of Ahrar Al-Sharqiya, to be expelled from Syria and brought to justice.
"Sûad Mistefa's appeal came amid reactions after a ceremony held on January 29 by Abu Mohammad Al-Jolani, the leader of Hayat Tahrir Al-Sham (HTS), who declared himself the de facto 'interim president' of Syria.
"The ceremony was also attended by Abu Hatem Shaqra, the leader of Ahrar Al-Sharqiya mercenary group responsible for the murder of Hevrin Xelef, Secretary General of the Future of Syria Party, in 2019.
"Sûad Mistefa expressed her reaction as follows: 'I do not accept that Hevrin's murderers have a role in the future of Syria. How can murderers, criminals, and gangs have a role? I condemn the participation of my daughter's killer in a congress that took place in front of the eyes of the whole world. Only the will of the Syrian people can determine those responsible."
"Stating that Abu Hatem Shaqra collaborated with the occupying Turkish state and committed crimes on its behalf, Mistefa said, 'The gang leader Abu Hatem Shaqra sold himself to the occupying Turkish state.'
"Sûad Mistefa demanded the prosecution of her daughter's murderer and other responsible parties who have the blood of Syrians on their hands. She also demanded that these murderers be expelled from Syria.

"Even After Her Death, Her Body Was Violated"
"Hevrîn Xelef (also spelled Hevrin Khalaf) was Secretary General of the Future Syria Party (Hizbul Suri Mustakbel), which is guided by a grassroots democratic initiative principle. On October 12, 2019, the 34-year-old politician was killed along with her driver near Qamishlo as part of a war of aggression by Turkey.
"Members of the so-called '123 Battalion' of 'Ahrar Al-Sharqiya' were responsible for the murder of Hevrîn Xelef. The jihadist militia belongs to the SNA (Syrian National Army) – a coalition of reactionary, Islamist and fundamentalist militias that is paid, equipped and trained by Ankara and, as a proxy force of the Turkish NATO partner, maintains the occupation of parts of northern and northwestern Syria.
"A medical report available to ANF lists numerous injuries inflicted on Xelef by the SNA jihadists. She had multiple gunshot wounds to her head, face and back and had broken bones in her face, skull and legs. Her scalp was partially peeled off because her hair had been pulled. According to the results of the autopsy, she must have still been alive when she was mutilated. Even after her death, her body was violated."

Asaib Ahl al-Haq leader denies role in Kurdistan salary crisis
Shafaq News/ On Saturday, Asaib Ahl al-Haq leader Qais al-Khazali pushed back against Kurdish media reports implicating him to the federal government's salary freeze in the Kurdistan Region, calling the claims 'false.' Delivering Eid al-Adha sermon, al-Khazali referenced official data showing poverty rates in Kurdistan surpassing the national average and attributed the rising number of Kurdish refugees abroad to repeated salary delays. 'Employees in the Region have yet to receive their pay.' He emphasized equal rights and responsibilities for all Iraqis but criticized some Kurdish leaders for what he described as 'weak commitment' to national unity, asserting, 'Many in Kurdistan's leadership are not fully invested in a unified Iraq.' Turning to broader challenges, al-Khazali blamed post-2003 governments for 'failing' to improve essential services despite Iraq's wealth, stressing the need for genuine reform. 'The country is on the path to healing, but it needs sincere efforts from all who hold responsibility.' He also warned of unprecedented electricity shortages this summer, blaming past administrations for focusing only on boosting output while ignoring energy conservation. 'There's been no serious effort to promote responsible consumption,' he argued, cautioning that political actors may exploit the crisis. On water scarcity, al-Khazali highlighted record-low river levels—the worst since 1930 — and urged immediate support for farmers in southern Iraq, calling for compensation and long-term solutions to prevent rural economic collapse.

Baghdad and Erbil Exchange Sharp Words over Oil Revenue Dispute
By John Lee. Iraq's federal Ministry of Oil and the Kurdistan Regional Government (KRG) have issued competing statements over the longstanding dispute regarding oil production and revenue sharing, highlighting the continued impasse that has cost the country billions of dollars in lost exports. Federal Government Position The federal Ministry of Oil in Baghdad has demanded that the Kurdistan Regional Government comply with the constitution, federal court decisions, and budget laws requiring the handover of oil produced in Kurdish territory to federal authorities for export. The ministry stated that despite sending official correspondence and delegations to the KRG, these efforts have proved fruitless. According to the federal ministry, the KRG's continued non-compliance is causing significant financial losses to Iraq through two mechanisms: firstly, by preventing the federal government from receiving and exporting Kurdish oil, and secondly, by forcing the ministry to reduce production from other Iraqi fields to comply with Iraq's OPEC quota, which includes Kurdish production regardless of compliance issues. The ministry also accused the KRG of continuing to smuggle oil outside Iraq and warned it would pursue all legal measures whilst holding the regional government fully responsible for such activities. Kurdish Regional Government Response The KRG's Ministry of Natural Resources issued a detailed rebuttal, characterising the federal statement as "political" and divorced from objective facts. The regional government accused Baghdad of violating the constitution and blocking the passage of a federal oil and gas law for years, instead relying on what it termed outdated centralised legislation from 1976 that contradicts federal principles. The KRG defended its constitutional right to manage its natural resources, stating that international oil companies would not have invested billions of dollars without proper legal foundations. The regional government claimed it had fulfilled all commitments regarding export resumption, including agreeing to sell oil through the federal marketing company SOMO and deposit revenues in the state treasury. Regarding smuggling allegations, the KRG accused federal authorities of engaging in widespread corruption and oil smuggling in southern Iraq, citing local and international reports. Financial Impact and Technical Details The dispute has resulted in the suspension of Kurdish oil exports since 25 March 2023, following legal action by Iraq's federal oil ministry against Turkey's energy ministry. The KRG stated this stoppage has cost the federal government, the region, and oil companies more than 25 billion dollars. The regional government reported delivering over 11.8 million barrels of oil to federal refineries over five months without receiving any payment, leading to production companies' reluctance to continue deliveries. The KRG also noted that budget law provisions setting production costs at six dollars per barrel have discouraged most companies from maintaining production levels. Ongoing Negotiations Both sides referenced attempts to resolve the dispute through joint committees and negotiations. The KRG emphasised its flexibility and readiness to cooperate, whilst the federal ministry maintained that previous discussions had been unsuccessful. A joint committee was established to draft federal oil and gas legislation, though the KRG accused federal authorities of delays in pursuing this critical file. The dispute continues to highlight fundamental disagreements over the interpretation of Iraq's federal constitution and the respective roles of Baghdad and Erbil in managing the country's oil resources. Kurdistan salary impasse casts shadow over Eid
Shafaq News/ Public employees across the Kurdistan Region marked the first day of Eid al-Adha without receiving their salaries, as the long-running payroll crisis continues with no resolution in sight. Despite political messaging issued for the holiday, the federal government has not taken any concrete measures to address the salary dispute or provide alternative mechanisms to ensure regular payments. The Kurdish Minister of Endowments and Religious Affairs Pshtewan Sadiq expressed concern to Shafaq News over the federal government's decision to withhold salaries during a major religious occasion, adding, 'This decision is unconstitutional and unlawful. I do not believe any government in the world would do such a thing on a holiday.' Kurdistan Democratic Party (KDP) Leader Masoud Barzani condemned the salary cutoff, linking the move to 'past atrocities committed against the Kurdish people.' 'The will of the Kurdish people is stronger than any injustice or attempt to erase them,' he said. Patriotic Union of Kurdistan (PUK) leader Bafel Talabani also voiced these concerns, affirming that the Kurdish leadership will intensify efforts to remove all obstacles 'and pursue every path toward resolving this major crisis.' The salary crisis in the Kurdistan Region began in June 2014, when payments became irregular and subject to significant deductions. The situation has continued despite the appreciation of the dinar against the US dollar and persistently high market prices, compounding the financial burden on public servants.
