MHADA floats tenders for redevelopment of Kamathipura, spanning 34 acres in South Mumbai

The Mumbai Building Repairs and Reconstruction Board (MBRRB), a unit of Maharashtra Housing and Area Development Authority (MHADA), has floated tenders for redeveloping Kamathipura in South Mumbai, also known as the red-light area.
The MHADA said in a statement on June 12 that the area will be redeveloped under the cluster redevelopment scheme.
The MHADA said that through this project, 44,000 square meters of land will be made available, and the developer will receive 5.67 lakh square meters of development rights, where a housing stock of approximately 4,500 new housing units is expected to be constructed.
The Kamathipura area, spread across 34 acres in South Mumbai, includes approximately 943 cess buildings, with around 6,625 residential and 1,376 non-residential tenants/residents, totalling 8,001. About 800 landowners live in the area, and the buildings are approximately 100 years old, the statement said.

"The total net plot area of this region is approximately 73,144.84 square meters, and the project will be implemented under the cluster redevelopment scheme for which a tender for the appointment of a Construction and Development Agency for this project has been issued by the Board today," according to the MHADA statement.

The Maharashtra government has appointed MHADA to carry out the Kamathipura cluster redevelopment project under Regulation 33(9) of DCPR 2034. This was granted via a government resolution dated 12 January 2023, and later, the project blueprint was developed under the title Kamathipura cluster Redevelopment Project Urban Village. Through this initiative, residents will receive larger and safer homes along with well-planned infrastructure facilities. The project will also include commercial buildings and recreational grounds, the MHADA said in the statement.
According to MHADA, a decision has been made to compensate landowners in the Kamathipura area wherein one housing unit of 500 sq ft area will be provided for land plots measuring up to 50 sq m, two such units for plots measuring between 51 sq m and 100 sq m trs, three units for plots between 101 sq m and 150 sq m, four units for plots between 151 sq m and 200 sq m, and for every additional 50 sq m beyond 200 sq m, one additional unit of 500 sq ft will be provided to the landowners.

Kamathipura, long known as Mumbai's red-light district due to the presence of sex workers, also holds cultural significance and has been the backdrop for several notable films. The area was most recently depicted in the 2022 Alia Bhatt starrer Gangubai Kathiawadi, which premiered at the 72nd Berlin International Film Festival. One of the most iconic films set in Kamathipura is Mira Nair's Salaam Bombay!, which earned an Academy Award nomination for Best Foreign Film.

There are about 800 landowners in the area. The buildings in this region are approximately 100 years old. The total net plot area of this region is approximately 73,144.84 sq meters. This project will provide permanent and rightful homes to 8001 tenants/residents who have been awaiting redevelopment for many years. Through this initiative, residents will receive larger and safer homes along with well-planned infrastructure facilities. The project will also include commercial buildings and recreational grounds. Additionally, through this project, 44,000 sq meters of land will be made available to MHADA through the selected bidder, resulting in a significant increase in the housing stock. The developer will receive 5,67,000 sq meters of development rights where housing stock of approximately 4,500 new housing units are expected to be constructed. One housing unit of 500 sq ft area will be provided for land plots measuring up to 50 sq mete, two such units for plots measuring between 51 sq meter and 100 sq meter, three units for plots between 101 sq meter and 150 sq meter, four units for plots between 151 sq meter and 200 sq meter, and for every additional 50 sq meter beyond 200 sq meter, one additional unit of 500 sq ft will be provided to the landowners.

MUMBAI: Kamathipura, one of the oldest neighbourhoods in South Mumbai, is all set for a transformation, as MHADA has floated tenders for a construction and development agency for its redevelopment. Its century-old, cramped and dilapidated structures will now be converted into skyscrapers with all the facilities that a metropolis like Mumbai can offer. It will also be the city's biggest cluster redevelopment scheme spread over 34 acres. Kamathipura's redevelopment is expected to give a big boost to the real estate market after the ongoing redevelopment of Bhendi Bazaar, also known as Saifee Burhani Upliftment Trust (SBUT) project, which covers 16.5 acres. Divided into a grid of fifteen lanes, Kamathipura encompasses 943 cessed buildings, 349 non-cessed buildings, 14 religious places and two schools run by the BMC. 'They will all be developed in an integrated manner under Regulation 33 (9) of the Development Control and Promotion Regulations 2034 through the Mumbai Building Repairs and Reconstruction Board,' states a note issued by MHADA on Thursday. Regulation 33 (9) involves redeveloping a group of buildings, often located on contiguous plots. The state government approved the Kamathipura project on January 12, 2023, following which Mahimtura Consultants was appointed as the project management consultant (PMC) through a tendering process. Under the project, the residents will receive larger homes along with well-planned infrastructure and facilities. The project will also have commercial buildings as the builder's profit share. 'The project will make available 44,000 square metres of land to MHADA, resulting in a significant increase in housing stock, while the developer will get 5,67,000 square metres to construct around 4,500 new units,' explained a senior MHADA official. The project will bring a better life for around 8,000 tenants, 6,625 of whom are residential and 1,376 non-residential. Apart from them, there are around 800 landowners who own most of the structures in the area. The owners will get a 500-sq-ft flat against every 539-sq-ft plot. If the size of the plot is 51 sq metres to 100 sq metres, the owner will get two flats measuring 500 sq ft each. For plots ranging between 100 sq metres and 150 sq metres, the owner will get three flats and so on. Kamathipura is one of the most densely populated areas of Mumbai. It suffered years of stigmatisation owing to its having a red-light area but is now a mixed locality of migrant labourers and working-class and middle-class families. It also has several small-scale industries such as a scrap market, a denim-dyeing industry, leather bag and shoe-making units and zari embroidery units among others.

According to Square Yards Data Intelligence, considering the sales transactions in Kamathipura in Q1 CY25, the property rate stood at ₹13,980 per sq ft, against ₹13,508 per sq ft in Q1 CY24. A decision to compensate landowners in the Kamathipura area was taken as per the government resolution dated 2 July 2024. One housing unit of 500 sq ft area will be provided for land plots measuring up to 50 sq m, two such units for plots measuring between 51 and 100 sq m, three units for plots between 101 and 150 sq m, four units for plots between 151 and 200 sq m, and for every additional 50 sq m beyond 200 sq m, one additional unit of 500 sq ft will be provided to the landowners. The Kamathipura cluster redevelopment would be the third significant project in Mumbai after the Dharavi Redevelopment Project (DRP)—a slum redevelopment project in association with the Slum Rehabilitation Authority (SRA)—and the Motilal Nagar Redevelopment Project in Goregaon West, where the developer was appointed by Mhada through a bidding process. Both Dharavi and Motilal Nagar are being executed through the realty arm of the Adani Group. The cost of DRP has been estimated to be around ₹95,790 crore, while the Adani Group won the bid for Motilal Nagar for ₹36,000 crore.
