MHADA floats tenders for redevelopment of Kamathipura, spanning 34 acres in South Mumbai

The Mumbai Building Repairs and Reconstruction Board (MBRRB), a unit of Maharashtra Housing and Area Development Authority (MHADA), has floated tenders for redeveloping Kamathipura in South Mumbai, also known as the red-light area.
The MHADA said in a statement on June 12 that the area will be redeveloped under the cluster redevelopment scheme.
The MHADA said that through this project, 44,000 square meters of land will be made available, and the developer will receive 5.67 lakh square meters of development rights, where a housing stock of approximately 4,500 new housing units is expected to be constructed.
The Kamathipura area, spread across 34 acres in South Mumbai, includes approximately 943 cess buildings, with around 6,625 residential and 1,376 non-residential tenants/residents, totalling 8,001. About 800 landowners live in the area, and the buildings are approximately 100 years old, the statement said.

"The total net plot area of this region is approximately 73,144.84 square meters, and the project will be implemented under the cluster redevelopment scheme for which a tender for the appointment of a Construction and Development Agency for this project has been issued by the Board today," according to the MHADA statement.

The Maharashtra government has appointed MHADA to carry out the Kamathipura cluster redevelopment project under Regulation 33(9) of DCPR 2034. This was granted via a government resolution dated 12 January 2023, and later, the project blueprint was developed under the title Kamathipura cluster Redevelopment Project Urban Village. Through this initiative, residents will receive larger and safer homes along with well-planned infrastructure facilities. The project will also include commercial buildings and recreational grounds, the MHADA said in the statement.
According to MHADA, a decision has been made to compensate landowners in the Kamathipura area wherein one housing unit of 500 sq ft area will be provided for land plots measuring up to 50 sq m, two such units for plots measuring between 51 sq m and 100 sq m trs, three units for plots between 101 sq m and 150 sq m, four units for plots between 151 sq m and 200 sq m, and for every additional 50 sq m beyond 200 sq m, one additional unit of 500 sq ft will be provided to the landowners.

Kamathipura, long known as Mumbai's red-light district due to the presence of sex workers, also holds cultural significance and has been the backdrop for several notable films. The area was most recently depicted in the 2022 Alia Bhatt starrer Gangubai Kathiawadi, which premiered at the 72nd Berlin International Film Festival. One of the most iconic films set in Kamathipura is Mira Nair's Salaam Bombay!, which earned an Academy Award nomination for Best Foreign Film.

From being a quiet colony in Bandra West, housing government employees on reclaimed land in the 1950s, a micro-market in Bandra Reclamation has now turned into a gold mine for realtors and house owners with luxury housing cluster coming up through redevelopment. What began as a housing solution for engineers and civil servants is transforming into a prime address for diamond merchants, businessmen and professionals, with sea-facing homes commanding prices between ₹6-12 crore a unit. This transformation reflects not only Mumbai's rising real estate prices but also the city's desperate need to reclaim and redevelop land intelligently and sustainably, according to analysts. Bandra Reclamation, especially around KC Marg, was part of a larger city planning vision by the state's housing authority (MHADA) where dozens of housing societies came up. 'The 26 housing societies on KC Marg in Bandra Reclamation were primarily built to address the growing need for housing in Mumbai, particularly for the middle and low-income groups,' said Virendra Vora, Promotor and Managing Director, Excel Infra Construction, a local developer currently redeveloping one of the old buildings. 'This area was reclaimed from the sea and became ideal for public sector housing initiated by MHADA in the '50s and '60s,' he said. Now, these very buildings with a height of 5 to 7 floors, once modest homes for ONGC engineers and state government employees, are being redeveloped into luxurious high-rises, with new construction offering panoramic sea views, sky lounges, and high grade amenities. 'Many of these buildings are now undergoing redevelopment to improve living conditions and infrastructure, with an increased Floor Space Index (FSI) being granted to facilitate the process,' Mr Vora added. 'In Bandra West legacy meets luxury. The upcoming sea-facing projects here are among the most luxurious in Mumbai. With seamless access to the Coastal Road, Bandra-Worli Sea Link, and key business hubs of BKC and Worli, KC Marg is emerging as one of the most coveted addresses in the country,' he explained. The old buildings are being replaced with swanky towers that rise 40 to 50 storeys high. The building named New Deep CHS Ltd which Mr Vora's company is redeveloping as Bellissma now offers three luxury residences per floor, including two sea facing ones priced about ₹12 crore each. 'Properties in KC Marg and its vicinity offer access to a wide range of amenities and so the demand for a home is very high,' said Kailas Sinari, Partner, Surefire, a project management firm. 'This locality offers comfortable and convenient lifestyle for residents,' he added. From Bollywood stars to top bankers, many are eyeing Bandra West's reclaimed coastline for its exclusivity, beauty, and location. With the Bandra Fort, Bandstand Promenade, and the sea just a stroll away, the allure is natural and growing, he added. 'Due to its strategic location, infrastructure developments, and growing demand, properties in KC Marg have shown good appreciation in value over time,' said Deepak Singh, who runs Bridge the App for real estate brokers. Such micro markets make Mumbai's real estate, where a pharma baroness bought two duplex apartments for ₹639 crore earlier this year.

Nagpur: In a major relief for over a thousand workers of the defunct Nagpur Weavers' Cooperative, the state cabinet has approved a proposal to allocate Rs50 crore from the proceeds of the organisation's land sale towards payment of solatium to its employees. The 20-acre land owned by the cooperative, located off Umred Road, was sold to the Maharashtra Housing and Area Development Authority (MHADA) for Rs177 crore. The sale was executed after securing consent from 685 of the 1,100-odd workers, with the primary aim of settling pending dues. Of the total Rs62 crore owed to the workers, only Rs10 crore was disbursed in March 2019, according to Central Nagpur MLA Pravin Datke, who raised the issue in the state assembly. A decision to clear the remaining dues was taken in July 2024, during the tenure of as deputy chief minister. However, the move was stalled due to the enforcement of the election code of conduct. The cabinet finally cleared the Rs50 crore proposal on Tuesday. Datke, who has long advocated for the workers' cause, said the demand was to clear all dues pending till March 2008. Despite meetings by the textile department in March 2008 and again in 2016, necessary approvals could not be obtained from the finance department at the time.

Nashik: The Nashik Municipal Corporation and the Maharashtra Housing and Area Development Authority (Mhada) have claimed of resolving issues related to the transfer of developmental rights (TDR) to developers, aiming to facilitate the construction of affordable housing for lower-income groups and economically weaker sections (EWS). The meeting to this effect was held between NMC and Mhada officials on Tuesday evening. Confirming, Shivkumar Awalkanthe, the chief officer of Nashik board of Mhada, said, "The civic administration will give TDR for the plots handed over to us, and we will do the same for NMC." Mhada officials said builders developing plots exceeding 4,000 sqm needed to allocate 20% of the area for affordable housing, which will be taken over by Mhada, and the authority would provide funds to the developers in exchange. "We have no funds for buying land. Even if we bought land, Mhada would not be able to provide affordable housing. Therefore, it was always requested that NMC give the TDR. The civic administration and Mhada jointly held the meeting in which it was decided that the builder and Mhada would sign an agreement for handing over the plot. We would get in touch with NMC, which would issue TDR and then take over the plot," Awalkanthe said. The officials said another issue resolved during the meeting was detailed information related to the 88 developmental plots measuring over 4,000 sq meters that attracted 20% reservation for affordable housing since 2013. "They will be given to Mhada for the construction of affordable housing for the needy. Some of this information was already made available, and the remaining would be presented soon," an official said.
