What to know about the proposed 5 high-rises,192 foot building on South Hutchinson Island
A proposed multi-use development on South Hutchinson Island could exceed local height restrictions, in part due to 2023 legislation.
The Live Local Act is a state law that allows developers to circumvent local government approvals if at least 40% of a project is set aside for affordable housing. With this law, development is allowed to be built to the maximum height allowed on any property within a mile of the project.
The proposed development on the 42.4-acre Causeway Cove Marina property at 601 Seaway Drive would include:
Five high-rise buildings
2,326 parking spots
1,066 apartment units
204 hotel rooms
198-slip marina
Tens of thousands of square feet of retail space
Here's what to know about the proposed development.

South Hutchinson Island: 17-story high rises are part of 5-building complex proposed
The proposed development includes five high-rise buildings, which are labeled as Building A, B, C, D and E.
Here's what each building is proposed to have, according to site plans:
Building A:
17-story complex topped out at 192 feet
887-space parking garage
33,284 square feet of commercial space
27,779-square-foot convention center on the ground floor.
215 apartment units
204 hotel rooms
Building A's proposed height would be taller than Cinderella Castle at Walt Disney World. The castle stands at 189 feet, according to Walt Disney World's website.
Building B:
17 stories topping out at 186 feet
415 apartment units
440-space parking garage
Building C:
14-story building that would reach 127 feet at its rooftop
164 apartment units
388 parking spots, including some set aside for the planned marina
Other marina amenities and retail spaces would be housed within Building C
Building D:
Same height as Building C
164 apartment units
433 spots
Marina parking and amenities, as well as retail space
Building E:
11 stories, or higher than 118 feet
108 apartment units
178 parking spots
The tallest planned building at Causeway Cove, which is Building A, likely would match or exceed the tallest structures anywhere on South Hutchinson Island.
The normal height limit for the South Beach Overlay District, the parts of South Hutchinson Island inside of Fort Pierce city limits, is 45 feet.
The maximum building height on the island in unincorporated St. Lucie County is 125 feet, with a few high rises that predate those rules stretching to 150-175 feet, county spokesperson Erick Gill said last year. The tallest structures on the island, the containment buildings of the St. Lucie Nuclear Power Plant, are about 190-200 feet, Gill said.
In Martin County, the limit on the island is just 40 feet.

EU plan would limit Chinese device makers in Europe

European Union member states this week voted to support a plan to adopt measures that would restrict Chinese medical device makers' access to the EU market. The member states took the action, under the EU's International Procurement Instrument, after concluding an investigation in January that looked at China's practices in the public procurement market for medical devices. The investigation found that government practices unfairly encouraged Chinese hospitals to choose domestic manufacturers' products. 'The Commission has identified measures and practices in the Chinese procurement market that lead to discrimination against EU operators and EU-made supplies,' Olof Gill, commission spokesperson, said Thursday in an emailed statement. 'This discrimination also harms both the Chinese healthcare infrastructure, which is deprived of quality equipment, and EU businesses, with a high cost in terms of jobs and economic activity in the EU.' The commission has discussed its concerns with Chinese authorities. However, a satisfactory solution has not been proposed, and the EU had no other option than to tackle the issue through an IPI investigation, Gill wrote. The commission said it could not disclose the content of the draft IPI measure or next steps in the process. Chinese manufacturers would be prohibited from bidding on public procurement contracts worth more than 5 million euros for five years. In addition, no more than 50% of a contract's value may be subcontracted to Chinese entities or include Chinese-origin medical devices, MedTech Europe said in a statement. The trade group said it would provide further updates once the IPI measures are published in the EU's official journal. The EU investigation into China's medical device procurement practices was the first use of the IPI, which was introduced in 2022. Getting fair access to Chinese markets became more challenging for medical device companies after the country launched a program calling for domestically produced medical equipment to achieve 50% market penetration in county-level hospitals by 2020 and 70% by 2025, according to a statement from the European Chamber, which represents European businesses in China. European and Chinese leaders will meet in July at a summit in Beijing. (Bloomberg) — The European Union is preparing for another round of trade talks with the US and warned that it may speed up retaliatory measures if President Donald Trump follows through on his tariff threats, the latest of which includes a 50% levy on steel and aluminum imports. The EU's trade chief, Maros Sefcovic, will meet with US Trade Representative Jamieson Greer on Wednesday in Paris and a team from the commission is on its way to Washington to continue technical talks, Commission Spokesman Olof Gill told reporters in Brussels Monday. 'If no mutually acceptable solution is reached, both the existing and possible additional EU counter-measures will automatically take effect on July 14 or earlier if circumstances require,' Gill said. 'The commission has been clear at all times about its readiness to act in defense of EU interests protecting our workers, consumers and industry.' The EU is trying to fast-track negotiations with the US before a July 9 deadline, when Trump said he'll hit nearly all of the bloc's imports with a 50% tariff. He's lashed out at the bloc for being unfair on trade, and has called on the EU to reduce its trade surplus in goods and to lower tariff and non-tariff barriers, such as its value-added tax. Trump agreed earlier to delay the implementation of tariffs on metals as well as on cars and car parts in a bid to allow negotiations to find a broader trade agreement. The EU also agreed to withhold its own counter-measures. The EU has approved tariffs on €21 billion ($24 billion) of US goods in response to Trump's metals levies that can be quickly implemented. They target politically sensitive American states and include products such as soybeans from Louisiana, home to House Speaker Mike Johnson, as well as agricultural products, poultry and motorcycles. The bloc is also preparing an additional list of tariffs on €95 billion of American products. Those measures, which are in response to Trump's 'reciprocal' levies and automotive duties would target industrial goods including Boeing Co. aircraft, US-made cars and bourbon. 'In the event that our negotiations do not lead to a balanced outcome, the EU is prepared to impose counter-measures including in response to this latest tariff increase,' Gill said. While warning of further tariffs, the bloc said its priority is to allow space for negotiations and that reducing levies remains the long-term goal. The commission's negotiating strategy focuses on critical sectors — such as semiconductors and pharmaceuticals — as well as tariff and non-tariff barriers, Bloomberg reported earlier. The commission will also link its approach to addressing regulatory barriers with its plans to simplify rules. The industries that Sefcovic will focus on either have already been hit with US tariffs, or have been earmarked for future levies. The EU has proposed deepening cooperation with the US in those sectors as part of a previous proposal shared with the US last week, Bloomberg reported.
