
Purchases for schools: Vigilance raid at Thiruvananthapuram corporation office uncovers irregularities
THIRUVANANTHAPURAM: The Vigilance and Anti-Corruption Bureau sleuths on Thursday conducted a raid at the Thiruvananthapuram corporation in connection with an investigation into alleged irregularities in the purchase of computers and allied equipment for schools between 2022-24. The raid, conducted at the people's plan wing, began at 11am and lasted till 5.30pm.
The scheme for supplying computers to schools within city limits was implemented with Rs 1.35 crore from the development fund of the corporation. Vigilance had received information about massive irregularities in the execution of the project.
Sleuths were tipped off about anomalies in preparing specifications for the purchase materials and in the tendering process. Contrary to the government directive, desktop computers were believed to have been purchased, instead of laptops. As many as 244 desktop computers and 193 UPS devices were purchased from private firms, allegedly resulting in a loss of Rs 20 lakh to the corporation.
During the raid, it was found that the tendering process did not fully conform with norms. Gadget specification, warranty and quality check papers, besides the delivery challan and GST documents of firms that were part of the project were found to be missing from the files.
It also emerged that the purchase of computers contravened existing government rules that mandated purchase of laptops, instead of desktops, for students.
The vigilance department had earlier received complaints that technical and purchase committees were not formed to implement the project.
Also, the project was reportedly implemented without the ratification of the technical committee, which is responsible for ascertaining the quality of materials. Another grave allegation was that the firms that supplied the UPS devices did not have GST registration at the time the project was implemented. However, despite this they were paid `92,973 as GST, which translated to a loss of that amount for the corporation.
Vigilance sources said prima facia it appears that the allegations levelled against the corporation have merit and a detailed inquiry will be conducted.

NEW DELHI: Despite a Centre-appointed panel under the Department of Pharmaceuticals (DoP) reprimanding AbbVie Healthcare India Pvt Ltd for violating the uniform code for pharmaceutical marketing practice (UCPMP) by sponsoring trips to Monaco and Paris, in France, for 30 doctors worth Rs 1.91 crore, the department has refused to share the names of the 'offending' doctors against whom action was to be initiated. Revealing the names would involve disclosing personal information of individuals and it was not in public interest, the department said, defending its decision. Notably, the refusal to share the names of the doctors by the DoP under the Ministry of Chemicals and Fertilisers comes five months after activist Dr K V Babu filed an RTI over the matter. Moreover, the DoP is yet to share the names of the doctors with the National Medical Commission (NMC), which was asked by the Apex Committee for Pharma Marketing Practices to take action against the '30 offending healthcare professionals as per Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002' in its order on December 23, 2024. As per the norms, the doctor's licenses can be suspended if found guilty of violating the code of ethics. In its order, the committee also directed the Central Board of Direct Taxes to evaluate the tax liability of AbbVie Healthcare India Pvt Ltd, a subsidiary of US-based pharmaceutical company AbbVie Inc, for unethical marketing practices, along with the 30 doctors, and to take action in accordance with the provisions of the Income Tax Act, 1961.

Gaming authority questions TNPL over surrogate ads of betting apps
CHENNAI: The Tamil Nadu Online Gaming Authority (TNOGA) has sought explanation from the Tamil Nadu Premier League (TNPL) regarding advertisement of offshore betting apps at its tournament being held in Coimbatore. The TNPL is an eight-team, franchise-based cricket competition organised by the Tamil Nadu Cricket Association (TNCA) where international and popular IPL cricketers from Tamil Nadu like R Ashwin, Sai Kishore, Shahrukh Khan, and T Natarajan are participating. It is telecast on TV and live-streaming apps. A senior TNOGA official said that they had a meeting with the TNPL Chief Executive Officer (CEO) Prasanna Shankar at their office in MRC Nagar in Chennai on Wednesday (June 11). This was a few days after TNOGA sought an explanation after receiving multiple grievance emails from residents of Tamil Nadu, pointing out that TNPL teams have enlisted multiple betting apps like dafabet, 1xBet, MELBET, Cricadda, Pin-up Cricket and JSK1 as main sponsors. These apps are promoted through surrogate advertising like dafanews, MELBAT, Cricadda news, and JSK1 news, etc. TNIE had recently reported on the wide prevalence of surrogate advertising in TNPL. According to the official, the surrogate advertising of offshore betting apps by TNPL has been found to be 'prima facie objectionable'. The TNOGA official stated that even surrogate advertisement of online betting apps is not allowed as per Section 8 of the TN Prohibition of Online Gaming and Regulation of Online Games Act, which bans the direct or indirect promotion of online gambling. Section 16(2) allows for a punishment of one year prison term or Rs 5 lakh fine for those violating Section 8.

Formula E race: KTR gets fresh ACB summons
Hyderabad: The Anti-Corruption Bureau (ACB), which is probing the irregularities in the Formula E race, has once again summoned former minister K T Rama Rao. The BRS working president has been asked to appear for an inquiry by 10 am on Monday. Meanwhile, Rao dared Chief Minister A Revanth Reddy to take a lie detector test along with him since names of both figure in ACB cases. Earlier, the investigating agency had served notices on KTR on May 26 asking him to attend the inquiry on May 28. However, the BRS leader sought time as he was on his way to the USA and UK, which the agency obliged. Rao, who had earlier attended the Enforcement Directorate (ED) inquiry, went to depose on January 6 along with his lawyers. However, the inquiry officials did not allow the presence of others following which KTR left. Subsequently, on January 8, he appeared before the investigators, who grilled him for seven hours. The ACB is probing irregularities to the tune of a whopping Rs 55 crore. The agency has named three accused, including KTR (A1), senior IAS officer Arvind Kumar (A2) and former HMDA engineer BLN Reddy as A3. Each has been questioned separately.
